Joint Test and Evaluation (JT&E) Program Overview

JT&E Program Overview Objective: Assists the warfighter in solving joint operational problems and issues through the development of non-materiel solutions.
Products are usually Enhanced tactics, techniques, and procedures Changes to operational processes (Concept of Operations - CONOPS) Improved command and control methodologies and architectures
Products are Joint and/or multi-Service non-materiel solutions - not hardware acquisition products
JT&E projects use operational test and evaluation techniques and test rigor - not experiments or demonstrations
JT&E Program Overview JT&E is an Office of the Secretary of Defense (ODSD) Program under the Director, Operational Test and Evaluation (DOT&E) Test teams are formed to solve an operational problem Test teams are led by the sponsor of the problem and staffed with military/government subject matter experts (SMEs) and contractors proficient in test and evaluation Operational issues are approved by an independent senior leadership boards Testing is accomplished through collaborative partnerships Combatant Commands (CCMD) / Services nominate issues and provide leadership, SMEs, and access to joint exercises as testing venues Services provide military expertise, infrastructure, and test assets OSD/JT&E funds contractor support, travel, and unique testing requirements
Nominator Any CCMD, Service, Joint Staff, or other DOD Agency Relevant Joint Issue Needing a Solution Warfighter Solutions TTP, Doctrine, Architectures, and Methodologies Joint Test (JT) Up to a 2-year effort lead by the nominating agency. Results Interim Products The lead sponsor provides the Director, SME support, and facilities for personnel not located at the JTU.
The JTU provides government personnel, facilities, and O&M support .
DOT&E provides dollars for test-specific support, including contractor support.
Key Programmatic Factors Joint Test (JT) projects are two years in duration JTs are preceded by a six-month Joint Feasibility Study (JFS) JT and JFS teams are located at a designated Joint Test Unit JT&E Program Office manages JTs and JFS throughout a projects life cycle Quick Reaction Test projects have a one-year contract duration
Test team locations are determined by the sponsor Operational Test Agencies manage assigned QRT projects JT&E Program Office manages the process:
Review and approval of test plans Contract task management and financial accountability Training and operational support to JFS and JT JT&E budget supports the starting of 12 new projects annually: 6 QRTs, 4 JFS, and 2 Joint Tests

Key Programmatic Factors JT&E have five designated Government locations, comprised of three JT&E Program Offices (JPO) and three Joint Test Units (JTU).
JPO – Alexandria, Virginia - Functions performed include JT&E program management and leadership, review board management, technical oversight, budget development, personnel, outreach, and administrative requirements.
JPO – Suffolk (JTU Suffolk), Virginia – Functions performed include technical reviews and programmatic assistance for all nominations and JT&E projects, as well as technical services to all JFS, QRT and JT projects. Also functions as a JTU providing infrastructure and technical support for its assigned JFS and JT projects, project directors, and test teams executing projects.
JPO-Vicksburg, Mississippi - Manages all contracting actions and activities as well as financial and accounting functions to support the program.
JTU Aberdeen, Aberdeen Proving Ground, MD - Functions performed include infrastructure and technical support for its assigned JFS and JT projects, project directors, and test teams executing projects.
JTU Nellis, Nellis Air Force Base, NV - Functions performed include infrastructure, technical support, and limited IT system services for its assigned JFS and JT projects, project directors, and test teams executing projects.

Contractor Requirements Possess and Maintain Top Secret Facility Clearance
Attend classified pre-solicitation briefings (currently 5 per year) conducted by DOT&E in Suffolk, VA and at the Pentagon (non-reimbursable expense).
These briefings are an integral part of the nomination cycle required to identify the joint aspect, need and feasibility of each issue presented; therefore, contractors must be present to obtain early insight into potential operational issues.
Respond to multiple Task Order (TO) requirements for work to be performed in various locations, both CONUS and OCONUS
Foreign travel may be required during test exercises and events
Theatre Business Clearance required in CENTCOM and other areas
Description of Work At task order award, it is the responsibility of the contractor to:
Explore the nature, origin, and extent of the problem identified in the Performance Work Statement (PWS) Conduct initial data collection and analysis Recommend test methodology Prepare test reports and written TTP leading to a non-materiel solution.
Test products resulting may include:
Improved tactics techniques and procedures (TTP) Architectures Training packages.
