STATEMENT OF WORK (SOW)
PETROLEUM PRODUCTS (POL) SUPPORT TO
AFGHAN NATIONAL DEFENSE SECURITY FORCES (ANDSF)
Generated & Approved: 17 Aug 20165
SECTION 1.0 – GENERAL
1.1 BACKGROUND
Combined Security Transition Command-Afghanistan (CSTC-A), in coordination with NATO nations and partners, international organizations, donors and non-governmental organizations, supports the Government of the Islamic Republic of Afghanistan (GIRoA) in generating and sustaining the ANDSF, develops leaders, and establishes enduring institutional capacity to enable accountable, Afghanistan-led security. CSTC-A oversees training and equipping of Afghanistan forces throughout Afghanistan. Resulting from this mission, the Government has a persistent requirement to provide Petroleum, Oil Lubricants (POL) support to ANDSF training sites, operating sites, operational forces, and national-level management and leadership activities.
1.1.1 GENERAL DESCRIPTION OF COMMODITIES
This SOW defines responsibilities for contractor supply and delivery of POL to ANDSF sites throughout the GIRoA.
The contractor shall fulfill Government requirements according to terms established in the Basic Contract and resulting Delivery Orders (DO). The contractor shall accomplish all required commodity sourcing and delivery to points specified in resulting DOs on a F.O.B. Destination basis. The Government shall award DOs based on ANDSF operational requirements. The contractor shall respond to requirements varying in quantity, delivery suspense and location. The Government objective is to partner with industry in order to provide an agile, timely, and dependable supply chain.
1.1.2 CONTRACT PURPOSE
The resulting contract(s) are the primary support mechanism for ANDSF POL requirements throughout GIRoA.
Resulting DOs shall satisfy requirements of the Afghan National Police (ANP), Afghan National Army (ANA), Afghan Air Force (AAF), Ministry of the Interior (MoI), Ministry of Defense (MoD), Special Mission Wing (SMW), Power Generation sites throughout Afghanistan, and other activities supporting internal security. The POL products provided under the resulting contract(s) is only for ANDSF use, but delivery may be made to ANDSF units that are co-located with US Government or Coalition personnel. The Government does not intend to use this contract to provide support for U.S. Government requirements.
1.1.3 CONTRACTING STRATEGY
1.1.3.1 The Government intends to award Basic Contracts to at least two (2), but no more than four (4), responsible vendor(s), of which DOs will be competed that are Firm Fixed Price (FFP) to fulfill the needs of ANDSF.
Individual DOs will be awarded on a “full, partial, or none” quantities and locations approach based on the pricing offered by each utilizing a Request for Delivery Order Proposal (RFDOP). Each RFDOP issued under the Basic Contract will be for a 30–day supply period, hereby known as Bulk Ordering Period, for the locations identified within the Microsoft Excel Spreadsheet included with each RFDOP.
1.1.3.2 Delivery of the fuel products will be coordinated with the Deputy Chief of Staff (DCOS/ANDSF LOGS).
No deliveries will occur without prior coordination from the DCOS/ANDSF LOGS. Specific delivery dates and times will be coordinated with the DCOS/ANDSF LOGS point of contact identified on each DO.
1.1.3.3 DOs awarded under the Basic Contract will utilize definitive quantities. The Government is only obligated to pay for the actual quantities delivered for each Contract Line Item Number (CLIN). Each CLIN will represent a type of commodity provided. CLIN 0001 represents Diesel, CLIN 0002 represents MOGAS, CLIN 0003 represents Propane, and CLIN 0004 represents JET.
1.1.4 FUEL ORDERING PROCEDURES
1.1.4.1 Ordering Officers shall be established IAW Army Federal Acquisition Regulation Supplement (AFARS) 5101.602-2-92.
1.1.4.2 The RFDOP shall be initiated on a quarterly basis (90 days = Bulk Ordering Period) and will identify the quantity and type of fuel required at each province in support of the ANDSF mission. Estimated bulk ordering period quantities for each province / fuel type are incorporated on a NTE basis. Upon receipt of pricing from the Contractor, in response to the RFDOP, the Government will award a single DO to the lowest bidder for each province location for the specified fuel type. (i.e. – If Vendor A is the lowest price for Diesel at Jalalabad province, but not the lowest price for Mogas, Jet or Propane fuel, then Vendor A will only be awarded the Diesel CLIN for that particular province, etc…).
1.1.4.3 The Bulk Ordering Period fuel quantity estimation for each province, in addition to the vendor pricing, shall be incorporated into a table within the DO. Total amount associated with each CLIN shall represent the bulk cost for each fuel type.
1.1.4.4 Establishing DOs for the Bulk Ordering Period allows the Ordering Officer to place fuel orders for each fuel type at each province on an as needed basis via email Required Delivery Date (RDD) notification.
1.1.4.3.1 RDD’s will be provided to the contractor on an as needed basis by the Ordering Officer and shall include the following information:
- Contract # and applicable DO #
- Order #
- Delivery Location
- Delivery Date
- Delivery Time
- Delivery Quantity
- Delivery Fuel Type
- Delivery Purpose Support Function (i.e. – Into Storage, Into Fuel Truck, Into Generator, etc..)
- Delivery POC Name and Contact Information
1.1.4.5 Upon receipt of RDD from Ordering Officer, the Contractor shall respond to the Government confirming receipt of fuel order. Contractor shall deliver fuel in a timely manner IAW Section 2.21 of this SOW.
1.1.4.6 The Contractor shall notify Ordering Officer, in writing, when quantities ordered against a particular province reach 80% of the estimated fuel quantity specified within the Bulk Ordering Period. The Ordering Officer shall notify the Contracting Officer (KO) if any potential quantity adjustments are required within the Bulk Ordering Period.
1.2 CONTRACTOR PERFORMANCE

Before off-loading operations begin, fuels personnel must ensure the receiving tank is the correct grade and has sufficient volume to receive the product. If using the stick and gauge method, the receiving tank shall be gauged before and after receipt to determine amount received. The vendor shall remain onsite until the fuel officer or attendant, in the presence of the contract vendor, after waiting for a period of no less than 15 minutes has gauged the uploaded tank(s). The purpose of waiting is to give the fuel a chance to settle (gravity and expansion). The ANDSF member shall use the back of MoD Form 8 to document quantity and gauge readings before and after receipt of fuel. Prior to offloading the fuel, a sample shall be taken and jointly inspected between vendor and customer in accordance with Section 4.0 of this SOW. Fuel must be clean of particles and clear of water. If fuel does not meet specifications or cleanliness, the fuel shall be rejected and the delivery representative shall annotate on the back of the delivery ticket stating the reason for rejection.
