PERFORMANCE WORK STATEMENT

Persistent Stare System Program

Helium Station

SECTION 1 – INTRODUCTION

1.1 PURPOSE

This document serves as a guideline for the contracting efforts of a mobile helium station translation which will support the Aero Stats that are a vital part of the Persistent Stare System Program. This performance work statement will outline all details regarding the refilling of ANA’s empty helium (HE) containers from each Corps throughout the CJOA-A and the performance of the local vendor and other miscellaneous and general information. This information is provided to the vendor.

This performance work statement will outline contracted training and support to the ANA for PSS Program including:

scope of work, description of services, period of performance, location of performance, government furnished and contractor furnished resources, and other miscellaneous and general information.

1.2 BACKGROUND

The U.S. has transferred TIF-25 aerostats and RAID towers to the Afghan National Army (ANA) to provide persistent intelligence, surveillance, and reconnaissance in support of Kabul security and ANA deployed forces. The systems provide force protection for Kabul and ANA garrisons throughout Afghanistan by utilizing the system’s imagery and full motion video capabilities. The systems provide intelligence generation, patrol over watch, counter- improvised explosive device (C-IED), counter-indirect fire (C-IDF), and support for evidence based operations. These systems require critical components to ensure each they remain operational for the ANA. The PSS systems requires sustainment support in the form of helium to affectively operate throughout the CJOA-A.

This sustainment support for the aerostat systems requires helium to operate the systems and is required daily or weekly usage to ensure proper operation of the system. Helium provides lift capability of a payload of sensors and components to provide the support to the unit’s mission in the defense of it forces and operational areas. The helium refill operation and its support is a very critical component in this program and the helium refill station will ensure that the systems in the long term will remain operational and sustainable for the quality of the program.

SECTION 2 – DESCRIPTION OF SERVICES

2.1 DESCRIPTION OF SERVICES

The contractor will provide a certified, tested, insured and approved helium unit, nitrogen and all other components that is at not less than a 99% purity level at all times. The contractor will ensure helium unit is serviced, maintained and secure while being located on the AUT-L compound. The contactor must ensure all safety measures are taken while operating in and around the AUT-L compound. Each day before work commence and at the end of the work day the contractor will inspect the entire helium station as well as helium containers that are being serviced for the ANA with the customer and/or an employee on the compound. The contractor will maintain a descriptive log of each inspection and the deficiencies found. The contractor will also keep and maintain a log of all incoming and outgoing containers as well as who they belong to daily. The contractor will provide basic maintenance on the inbound helium containers to ensure they are able to be properly transferred to and from the Corps and AUT-L compound. The contractor must supply all components to support the helium station to include but not limited to enough helium unit(s) that supports the supply of 12 months of helium for 20-25 20 foot containers, a generator for power, cooling tank and all other components that will ensure the proper function of the helium refill station. The contractor will ensure there are 2 FSRs on site during operator hours. The contractor will ensure the FSRs lock and properly secure the helium station nightly. The FSR will provide helium, maintenance and thorough customer service to the ANA. FSRs will work on the AUT-L compound 6 days a week for 10 to 12 hours each day. The contactor will ensure FSRs have adequate housing and life support as that support will not be provided by Resolute Support and/or any other U.S. government entity.

PERIOD OF PERFORMANCE

The contract performance shall be for a period of 1 year from 30 MAR 2017 to 29 MAR 2018 with (4) option years.

2.2 LOCATION OF PERFORMANCE

This work will be performed on the AUT-L compound located in Kabul, Afghanistan.

2.3 DETAILED PERFORMANCE REQUIREMENTS

The contractor will perform work in several functional areas: fielding, operations, maintenance and thorough customer service. During the initial period of performance, the FSRs will consist of personnel who are qualified to assist the ANA in getting their current helium containers transported to Kabul, Afghanistan, refilled and transported back to the ANA bases.

2.3.1 FIELD SERVICE REPRESENTATIVE (FSR)

The FSRs will ensure 100% functions of the helium station. They will ensure the purity of the helium being distributed is not less than 99% pure. FSRs will assist the ANA in getting their empty helium containers to AUT-L by way of scheduling and exercising good customer service. FSRs will assist the ANA in maintaining and testing their containers.

The FSRs will coordinate daily with the ANA Corps on servicing, refilling, picking up and dropping off their helium containers. FSRs will ensure to keep and maintain a log of daily activities scheduled, performed or canceled.

2.3.2 EQUIPMENT SETUP

The contractor will ensure that all components are in theater as well and support of equipment in readily available.

The contractor will follow all safety guidelines and functions to the safety of themselves, the ANA and all other working on the AUT-L compound are protected from any danger. The contractor will set up and breakdown equipment needed to run the helium station. The contractor is responsible for the functionality of the equipment.

2.3.3 OPERATIONS AND MAINTENANCE

The contractor will ensure regular maintenance is conduct on all components of the helium station. The contractor will assist the ANA will all maintenance and operational needs of the helium station as well as the empty helium containers. The contractor will ensure each empty helium container brought in for refill is serviceable and doesn’t require any maintenance. The contractor will also provide detailed guidance on those containers that will needs repairs.

The contractor will ensure no containers in left on the AUT-L compound for longer than 1 week if there is a need for services.

SECTION 3 – CONTRACTOR FURNISHED PROPERTY AND RESOURCES

3.1 CONTRACTOR FURNISHED PROPERTY, EQUIPMENT AND SERVICES

3.1.1 The contractor will provide the helium refill station with all necessary components to properly operate and supply the helium needed by the ANA, FSR support to provide maintenance and service of refilling the ANA’s empty helium containers.

SECTION 4 - GENERAL INFORMATION

4.1 COORDINATION

4.1.1 The contractor should expect to work closely with coalition advisors and the Afghan National Army on a daily basis.

4.1.2 The contractor must maintain a close working relationship with the coalition advisors and the ANA and must have intricate knowledge of the helium station and helium containers. The contractor must be able to act as a liaison for issues that requires input for resolution.
