Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

1. SCOPE OF WORK:

Contractor shall furnish all labor, supervision, common tools, special tooling, materials, equipment, incidental engineering, and transportation necessary for the inspection, testing, preventive maintenance, corrective maintenance, and repair as specified herein, of the standby diesel-generators and their ancillary equipment as listed in Appendix A and located at the US Army Cold Regions Research and Engineering Laboratory (USACRREL) located at 72 Lyme Road, Hanover NH 03755.

2. CONTRACTOR RESPONSIBILITIES:

A. Licensing and Qualifications - The Contractor shall comply with licensing and qualifications requirements of the State of New Hampshire.

B. Permits - The Contractor shall obtain all required permits for performance of work, and shall remain in compliance with all applicable federal, state, and local laws and regulations and with the Contract requirements.

C. Personnel Qualifications - Contractor personnel shall be qualified to work on the make and model of generator set, automatic transfer switch, generator set control panel, fuel day tank, and fuel handling equipment listed in this contract, and shall perform all work in compliance with the recommendations of the manufacturers of the listed equipment.

H. Existing Conditions - The Contractor shall verify all existing conditions, and shall hold the Government harmless for any conditions unrecognized by the Contractor that affect any part of this contract. A site visit by prospective contractors is necessary prior to bidding for this contract, and may be arranged through the

COR.

D. Planning and Execution - The Contractor shall plan, program, administer, manage, execute, and complete the work necessary to provide the services required by this contract, including but not limited to material procurement, quality control, financial control, correspondence, and accurate and complete maintenance of records.

E. Supervisory/Safety Officer - Prior to Contract start date, the Contractor shall designate a Supervisor/Safety

Officer (SSO) for the duration of this contract. The SSO shall have authority to make decisions regarding performance of Contractor personnel. The SSO shall be on the jobsite while contactor personnel are performing work and must monitor Contractor personnel with regard to hazards identified in the Accident Hazard Analysis (AHA) and other hazards as may be identified. Contractor shall supply contact information for the SSO to the Government’s Contracting Officer’s Representative (COR) at the pre-performance meeting.

F. Quality Control Program - In order to assure that the objectives of this contract are accomplished, the

Contractor shall establish a quality control program including a system for identifying and correcting deficiencies in the quality of standby power service before the level of performance becomes unacceptable and/or the Government points out the deficiencies.

G. Pre-Performance Meeting - Prior to beginning any work under this contract, the Contractor and its designated SSO shall meet formally with the Government’s Technical Point of Contact (TPOC) and/or COR at a mutually-agreed-to date and time established by the COR and the Contractor to review the specified work and to review the Contractor’s submitted documents.

I. Spills, Leaks, and Hazardous Waste – Any hazardous waste generated by the Contractor in the execution of this contract shall be properly disposed of by the Contractor at no additional cost to the Government and such disposal shall comply with all applicable federal, state and local regulations. The Contractor shall clean up any spills of oil or hazardous waste resulting from the Contractor’s operations, and shall report any spills in excess of five gallons to the COR. Fluids from leaks or spills that have accumulated under or around the equipment being maintained shall be cleaned up and properly disposed of by the Contractor at no additional cost to the Government.

J. Unscheduled and Emergency Repair and Service - The Contractor shall provide on-call unscheduled repair and service as necessary to restore malfunctioning systems and equipment to satisfactory working condition. Repair and service calls shall be received by the Contractor twenty-four (24) hours per day, seven

(7) days per week, including holidays. There are two categories of repair and service calls:

(1) Unscheduled Repair and Service Calls – Calls that consist of correcting failures which do not immediately impact daily operations, but must be resolved before a scheduled maintenance visit.

These calls must be addressed and resolved at a date and time agreed to by the TPOC and/or the COR.

(2) Emergency Repair and Service Calls – Calls that result from a failure of a generator to properly start and properly transfer, or otherwise to malfunction during periodic exercise or during an actual utility power outage, impacting daily operations and/or critical mission requirements. The Contractor shall be at the jobsite to troubleshoot, diagnose, and, if possible, resolve the failure within three (3) hours of the emergency notification.

K. Stored Tools and Materials – The Contractor may, with the Government’s approval, and at the sole responsibility of the Contractor, store tools, materials, and equipment used in the performance of this contract on the site(s). Such tools, materials, and equipment must remain within the work area unless arrangements for storage elsewhere are made with the COR or TPOC.

L. Property Damage – Any property damaged by the Contractor’s employees or Contractor’s operations under this contract shall be replaced or repaired to original condition by the Contractor at no additional cost to the Government. The Government’s Contracting Officer (KO) or COR shall have the authority to make final approval of such replacements and/or repairs.

3. GOVERNMENT RESPONSIBILITIES:

A. Utilities on Site – The Government will provide the Contractor use of electricity and water without charge for the performance of the requirements of this contract.

B. Emergency Action Plan – The Government shall brief the Contractor’s SSO (and other personnel as applicable) on the USACRREL Emergency Action Plan. The SSO shall be responsible for briefing all of Contractor’s personnel and subcontractors performing work under this contract prior to those personnel performing site work under this contract.

C. Stored Tools and Materials – The Government (COR or TPOC) shall designate storage areas for tools materials, and equipment that the Contractor deems necessary to store on the site. Storage areas shall be selected so that hallways, driveways, or other means of egress are not blocked or in any way impeded, and so that no hazards to personnel are created.

D. Smoking Areas – Except for designated areas, the USACRREL campus is designated a “No Smoking Zone”.

Upon request, the COR or TPOC shall inform the Contractor’s employees working on site of designated smoking areas available for their use.

4. SUBMITTALS:

A. Permits, Licenses, Certifications – The Contractor shall submit copies of required licenses and permits, and shall document the qualification level of employees who are to work on the equipment covered by this contract.

B. Identification of Service Workers – The Contractor shall submit a complete list of personnel who will service this contract, identifying each person by their full legal name. All such personnel shall be U.S. citizens, shall have a current driver’s license or other state-issued photo identification.

C. Accident Prevention Plan (APP) – The Contractor shall prepare and submit an Abbreviated Accident

Prevention Plan (Abbreviated APP) to the COR for approval by the USACRREL Safety Office not less than seven (7) calendar days prior to the pre-performance meeting. The Abbreviated APP shall focus on the Contractor’s Safety Programs and shall be specific to the site(s) where performance of this contract shall take place. Contractor safety activities that may be required on the site(s) (i.e. Confined Space, HAZCOM, Lock-out/Tag-Out (LOTO), Respiratory Protection, Fall Protection, Personal Protective Equipment (PPE)) shall be identified and discussed in the Abbreviated APP. The Abbreviated APP must comply with the Corps of Engineers Health Requirements Manual EM385.1.1, and must be completed and approved prior to any work under this contract taking place on the site(s). Requirements for the Abbreviated APP are located in U.S. Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1, 30 November 2014 edition (930 pages), Appendix A, Paragraph 3.k. A copy of the approved Abbreviated APP shall be maintained on the site(s) at all times.

D. Product Identification – The Contractor shall prepare and submit a List of Products that it intends to install on or in the standby diesel-generator sets in the course of fulfilling the requirements of this contract, including option years. Products such as lubricating oil, coolant, coolant treatment, lubricating oil filters, fuel filters, air cleaners, coolant hoses, drive belts (fan or otherwise), cranking batteries and other pertinent products shall be included. The List of Products shall include the manufacturer and part number for each list item accompanied with a copy of the manufacturer’s catalog sheet describing the product. The List of Products shall be submitted to the COR for approval not less than 14 calendar days prior to commencing site work on this contract. All products shall meet or exceed the minimum standards recommended by the respective manufacturers of the diesel generator sets covered by this contract.

5. DELIVERABLES:

A. Reports –

(1) Annual Report: Not more than 30 days after the end of the contract year, the Contractor shall provide and deliver to the COR, a digital record of all contract activity including records of unplanned work, routine maintenance performed, testing results, paid invoices, copies of qualifications of employees that provided site services under this contract, recommended future work, and other pertinent records related to the standby diesel-generator sets during the contract year.

(2) Site Visit Report: The Contractor shall provide a written report to the TPOC of COR for each standby diesel-generator set after any scheduled service visit or unscheduled emergency repair or service. The Site Visit Report shall document the identity and status of the specific standby diesel-generator set, and shall list service performed, deficiencies corrected, and deficiencies identified by not corrected.

B. Minor Preventive Maintenance – The Contractor shall perform Minor Preventive Maintenance (Minor PM) as listed in Appendix B annually, including required testing, and any necessary minor repairs. These services shall be conducted in April of every year.

C. Major Preventive Maintenance – The Contractor shall perform Major Preventive Maintenance (Major PM) as listed in Appendix C annually, including required testing, and any necessary minor repairs. Each Major PM shall be performed six months after the last annual Minor PM was performed. These services shall be conducted in September of every year.

D. Three-Year Maintenance – The Contractor shall perform major maintenance items as listed in Appendix D every third year, beginning three years after the last prior Three-Year Maintenance was performed. This work will occur in the Base Year and 3rd Option year of this contract in September.

E. Base Year Fuel Oil Tank Cleaning and Fuel Polishing- The Fuel Oil Tanks and related appurtenances at CRREL Hanover NH contain accumulated moisture, dirt, sludge, and other contaminants that impair the ability to store and maintain clean diesel fuel. Tanks that require cleaning include:

Remove all fuel from the respective tank(s), remove all sediment, water, bio fouling, and any other fuel oil contaminants from fuel oil tanks and piping, clean (polish) the fuel oil so that it is in compliance with ASTM D396 (latest) for No. 2 fuel oil, ASTM D4176 (latest) field test for suspended free water, solid particulate and haze and return the fuel oil to the cleaned tank from which it was originally removed. The contractor, with Government assistance, will restart all connected equipment to assure the system is fully operational.

Contractor shall safely remove all waste generated from the CRREL site and dispose of it properly. No discharge will be allowed on the Government facility.

Proposed cost shall be a firm fixed price for removing fuel oil, cleaning tanks and pipes, filtering/cleaning fuel, returning fuel to system, restarting boiler and generator so they are fully operational, and properly disposing of all waste.

F. Major Repairs – Major Repair work is defined as site work that is beyond the work identified in Paragraphs

5.B., 5.C., and 5.D. The total cost of reimbursable work shall include the Contractor’s composite labor rate and direct material costs. Direct material costs include all direct cost for parts, installed equipment, and components required to complete the work. The composite labor rate shall include all indirect costs including; mileage, travel, per-diem, overhead costs etc. Examples of reimbursable work could include replacement of engine parts, governors, battery charging device(s), voltage regulator, starter, and mechanical linkages. The Contractor shall provide the COR with a written proposal for the reimbursable work including a description of the necessary work and a detailed breakdown of the labor and direct material costs required to complete the work after notice to proceed is received. The Contractor shall not perform any part of the proposed reimbursable work until a notice to proceed with such reimbursable work is received from the KO or COR.

G. System Availability – The Contractor shall perform maintenance and repairs in such a manner that each individual standby power system is available for operation not less than 99.8% of the time per calendar year (I.e. 17.5 hours of down time per year allowed for each system for maintenance and repair).

6. SAFETY REQUIREMENTS:

A. Rules and Regulations – Safety shall in accordance with the latest version of EM 385-1-1, US Army Corps of Engineers Safety and Health Requirements Manual which may be found at (http://www.usace.army.mil/CESO/Document/EM385-1-1FINAL.pdf), applicable OSHA regulations, and other applicable federal, state, and local regulations, including safety procedures required by the USACRREL Safety Office. Where regulations differ, the most stringent shall apply.

B. Employee Safety Awareness – The Contractor shall insure that each of its employees working on the site

(s) covered by this contract reviews the applicable APP and AHA prior to beginning work.

C. Accident Reporting – The Contractor shall report all accidents to the COR as soon as possible, but not more than twenty-four hours after the accident occurs. The Contractor shall thoroughly investigate the accident and submit its findings along with appropriate corrective action taken to the COR. The Contractor shall be responsible for OSHA accident reporting and recordkeeping requirements.

D. Activity Hazard Analysis (AHA) – AHA’s are intended to be developed and used by the field crews/workers performing the work, with the assistance of others (i.e. SSO) as needed. AHA’s are considered to be living documents and are intended to be created in the field and updated by the workers as needed. Before beginning a work activity involving a type of work presenting hazards not encountered in previous operations under this contract, the Contractor shall prepare an AHA. The AHA shall be submitted to the

COR for approval by the USACRREL Safety Office not less than seven calendar days prior to commencing the work covered by the AHA. The purpose of the AHA is to identify possible hazards of the specific job and to present an appropriate response for each identified hazard. Work on the identified site shall not take place without an approved AHA. Each AHA shall be maintained by the Contractor at the identified site at all times.

An AHA format is located in U.S. Army Corps of Engineers Safety and Health Requirements Manual EM 385- 1-1, 30 November 2014 edition (930 pages), Figure 1-2. See Paragraph 4.C., above for availability.

NOTE: If the work involves tasks performed regularly by the Contractor, the Contractor’s Standard Operating Procedure or Work Procedures detailing hazards and safety precautions may be submitted in lieu of an AHA.

7 SECURITY AND ACCESS REQUIREMENTS:

A. Site Security – The Contractor shall report any vandalism, suspicious activities or devices to the COR or local police as soon as possible. The COR will notify the Contractor of any heightened security measures and will expect vigilant monitoring of equipment, grounds and security fencing while working. At a heightened security posture, there may be work areas that are restricted. The COR will notify the Contractor of these restricted areas, and work may be delayed or restricted or will be performed in these areas under the direct supervision of U.S. Army Corps of Engineers personnel.

B. Hours of Operation – Normal hours of operation at USACRREL are Monday through Friday from 0700 until

1600 excluding Federal holidays. The Contractor shall arrange to perform site work during these normal working hours unless written authorization for work during other hours is received from the KO or COR or an emergency condition arises and the Contractor is notified about the emergency by the KO, COR, or TPOC.

C. USACRREL Campus Access - The Contractor’s personnel requiring USACRREL Campus access shall comply with sign-in and security regulations as directed by the USACRREL Security Office and the COR, and as listed below.

D. Security Requirements –

(1) U.S. Citizens: Contractor personnel must be U. S. citizens. All Contractor personnel are required to sign in with Security to obtain and wear security identification badges. A picture ID is required.

Contractor personnel shall follow all sign-in and security regulations as directed by the CRREL Security Office and the TPOC.

(2) No Weapons Allowed: All persons and vehicles entering a US Government facility are subject to inspection for firearms, explosives and dangerous weapons, per AR 190-22.

(3) Subcontractor Access/Deliveries: The Contractor shall notify the TPOC the day before or as soon as possible when subcontractors are to arrive or deliveries of equipment and supplies are to occur. This will facilitate access on to the installation and prevent delays at the security gates.

(4) General Protection/Security Policy and Procedures: The Contractor and all associated subcontractor employees shall comply with applicable installation, access and local security policies and procedures.

Policies and procedures will be provided by the local Security Office. The Contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and local policies. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

(5) Access to DoD Facility: For contractors who do not require a Common Access Card (CAC), but may require access to a DoD facility or installation. The contractor will arrange visits via the COR and

TPOCs. Visitor requests will be submitted by the government to allow contractor access. Contractors must disclose US citizenship status to the COR/TPOC and must bring proof of identification for security inspection upon visit. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

(6) iWATCH Training: The Contractor and all associated subcontractors shall brief all employees on the

USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract. The contractor shall provide certification of completion to the COR within 10 days of training completion. Training documents will be provided by the Security Office.

(7) Pre-screen Candidates Using E-Verify Program: The Contractor must pre-screen Candidates using the

E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.

8. ENVIRONMENTAL REQUIREMENTS:

A. Environmental Protection – The Contractor shall be in compliance with Federal, State, and local environmental laws, regulations, and ordinances applicable to this contract. The Contractor is responsible for being currently informed of changes in environmental laws, regulations and ordinances. Violations or delays resulting from the Contractor’s failure to comply with environmental laws, regulations, and ordinances shall not affect the approved performance schedule. Where laws, regulations, and/or regulations differ, the most stringent shall apply.

B. Spill Containment – The Contractor shall have containment material in the immediate location of the work when performing work on fuel components, coolant components, or lubricating oil components. In the event of a spill, the Contractor shall contain spillage with corrective countermeasures, and once the spill is contained, notify the TPOC or COR. Spills shall be stopped from entering the environment.

C. HAZCOM Requirements – The Contractor is responsible for providing HAZCOM training to its employees who will be working on the USACRREL Campus.

D. Safety Data Sheets – The Contractor shall provide Safety Data Sheets to the TPOC or COR for products or materials delivered to or transported onto the USACRREL Campus for use in performance of this contract.

No product may be used without the prior approval of the COR. Applicable Safety Data Sheets shall be maintained at each site for the duration of this contract and its option years.

E. Labeling Hazardous Materials – The Contractor shall ensure that all hazardous materials delivered to or transported by it onto the USACRREL Campus are properly labeled in accordance with Federal regulation

29CFR1910.1200.

9. SERVICE DELIVERY SUMMARY:

Contract service requirements are summarized into Performance Objectives. Performance Thresholds briefly describe the minimum acceptable level of service required for each Objective. Contractor performance below the criteria set by the Performance Threshold will result in an unsatisfactory performance rating.

Appendix B Minor Preventive Maintenance (Minor PM)

These services shall be conducted in April of every year.

Item Description Objective

1. Perform a visual inspection of the fuel day tank and containment and test fuel transfer pump.

Detect and report fuel leaks and other tank anomalies and verify pump operates correctly and that day tank fill level is correct. Report findings and any action taken.

2. Perform a visual inspection of the engine for fluid leaks of any kind. Take corrective action to tighten loose fittings or replace worn or leaking tubes or hoses with materials as recommended by the equipment manufacturer.

Detect and correct fluid leaks (fuel, lubricating oil, coolant, etc.) Replace worn or defective hoses or tubing at no additional cost to the Government. Report findings and any action taken.

3. Check lubricating oil level. Remove sample for analysis to determine contaminant levels and wear metal trends.

Determine whether lubricating oil is at the correct level and adjust as necessary. Report sample analysis results and any action taken.

4. Check coolant level. Remove sample for analysis to determine coolant condition and contaminant, wear metal, and additive levels.

Determine whether coolant is at the correct level, and adjust as necessary. Report sample analysis results and any action taken.

5. Check water jacket heater for proper operation. Determine that engine block temperature is maintained within the range recommended by the manufacturer for the type of service. Report findings and any action taken.

6. Inspect auxiliary drive belts (radiator fan, alternator, water pump, etc.) for wear and correct tension. Replace worn or defective belts with new belts as recommended by the equipment manufacturer. Use only “code-matched” belt sets for multiple belt applications.

Determine if auxiliary drive belts are functioning properly and do not show abnormal wear. Replace worn or defective belts at no additional cost to the Government. Report findings and any action taken.

7. Inspect exhaust system for engine exhaust leaks and/or “slobbering”. Clean slobbering leaks if present. Drain silencer if a drain is available.

Determine that the exhaust system is adequately sealed and that condensation and/or rain intrusion has not accumulated in the silencer. Report findings and any action taken.

8. Inspect combustion air intake cleaners and service and clean filter elements as necessary.

Determine that the intake air cleaners are correctly mounted and fastened and that air filters are clean and serviceable. Report findings and any action taken.

Appendix B (cont’d)

9. Check engine cranking batteries:

1. Verify electrolyte levels are proper and top off with distilled water if necessary (not applicable to maintenance-free closed-cell batteries).

2. Disconnect battery cables and clean battery terminals and battery cable terminals to remove oxidation and corrosion. Treat cable ends and battery terminals with anti-corrosion battery terminal protector and reassemble cables to the batteries.

1. Assure that the correct electrolyte level is maintained in open-cell lead-acid batteries.

2. Assure that battery terminal connections are clean and tight and that probability of failure due to loose connections and/or corrosion is minimized.

Report findings and any action taken.

10. Check battery charger output at both equalize and float battery charge levels and adjust charger(s) if necessary so that battery terminal voltages are maintained at correct levels for both equalize charging and float charging as recommended by the battery manufacturer for the type of battery.

Assure that batteries receive the proper equalize charge to recover from discharged conditions and also correct float charge to maintain full charge between equalize charging events.

Report findings and any action taken

11. Perform visual inspection of the automatic transfer switch, to identify overheating, insulation damage, discoloration, broken parts, loose parts, or other abnormal conditions.

Verify that pilot lights that should be lit are illuminated at normal levels. Clean accumulated dust and dirt from exterior and interior of transfer switch enclosure.

Determine if there are any readily identifiable defects that should be addressed. Clean enclosure. Report findings and any action taken.

12. Perform a manual engine start, and allow engine-generator to reach operating speed.

Operate for 5 minutes and observe the engine for leaks or other anomalies. Adjust main generator (alternator) frequency and output voltage to appropriate levels for the system and type of governor. Record lubricating oil pressure, coolant temperature, battery charging voltage, main generator (alternator) output voltage and frequency. Use a calibrated digital multi-meter to make electrical measurements

Assure that the engine and generator will start and come to proper speed and voltage and that there are no visible fluid leaks of any kind. Report findings and any action taken.

Appendix B (cont’d)

13. Perform tests as necessary to confirm that high coolant temperature, low oil pressure and engine over-speed alarms function per manufacturer’s recommendations and that shutdowns occur as required.

Assure that the engine failure alarms and shutdown function properly. Report finding and any actions taken.

14. Shut down generator set and return system settings to proper alignment for automatic operation.

Assure that the generator set, automatic transfer switch, battery charge, fuel day tank, and other auxiliary equipment controls are set and aligned to assure proper automatic operation of the standby system during a failure of normal source power. Report findings and any actions taken.

15. Contractor shall perform cleaning of each standby generator set by wiping exposed surfaces of the engine, generator, and accessories, and by sweeping the concrete pad upon which the generator set is mounted to a distance of ten feet from the generator set perimeter or to the building walls, whichever is closer. Use appropriate absorbent material to clean up water, coolant, oil and acid spills, and dispose of material so used off of Government property and in accordance with applicable rules and codes. Neutralize acid spills prior to cleaning.

Provide a clean and neat work space on and around the generator set. Remove sweepings, and used absorbent materials for the Government’s property. Report actions taken and any issues noted while cleaning.

Appendix C Major Preventive Maintenance (Major PM)

These services shall be conducted in September of every year.

4. Replace used engine fuel oil filters with new fuel oil filters of the specification recommended by the equipment manufacturer.

Assure that clean fuel oil filters of the proper type are installed on the engine. Report actions taken including fuel oil filter brand and part number used.

5. Perform a full functional test of the automatic transfer switch (ATS) by opening the normal source circuit breaker, and allowing the standby generator set to start, come to speed and voltage and for the ATS to transfer to its “emergency” position. Allow the standby generator set to carry the available load for a minimum of 20 minutes. Record time for emergency source power to be present at the ATS, time for the ATS to transfer to emergency, time for loads to be connected to the generator set. Restore normal source power to the ATS and measure time for loads to retransfer to the normal source and time for engine to cool down and shut down. Verify all controls are left aligned for automatic operation in the event of a normal source failure.

Verify that load transfer, load re-transfer, and pertinent timing functions of the ATS perform as expected. Report actions taken, required ATS data and any issues with the ATS that become evident during the test.

Appendix D

Three-Year Preventive Maintenance (Three-Year PM)

The Contractor shall perform the Three-Year Preventive Maintenance (Three-Year PM) replacements listed in this Appendix D. This work is performed on a three-year rotation beginning three years form the date similar work was last performed. This work will occur in the Base Year and 3rd Option year of this contract in the month of September.

Item Description Objective

1. Replace all coolant hoses, including upper and lower radiator hoses, supply and return coolant heater hoses, and other miscellaneous coolant hoses and hose sections with hoses specifically designed, sized and shaped for the application.

Connect or secure all replace hoses with new compression-type hose fittings or new stainless steel worm gear type constant torque hose clamps where hose clamps are used. Flush the cooling system, and refill with new coolant of the type recommended by the manufacturer of the engine-generator for operation at -20degF.

Assure that coolant hoses, hose fittings, and retainers are all new, clean, and serviceable for the next three-year period, and the cooling system contains an adequate amount of suitable clean coolant for specified operation. Report actions taken and products provided by manufacturer and part number.

2. Replace engine cranking batteries.

Replacement batteries shall have a minimum rating of Group Size 4D, 200A-Hr (@20-hr rate), 1400 Cold Cranking Amps. Perform equalize charging on new battery sets prior to installation. Clean battery terminals and battery cable terminals to remove oxidation and corrosion. Replace battery cables and jumpers if cable ends are not re-useable. Treat cable ends and battery terminals with anti-corrosion battery terminal protector and assemble cables to the new batteries.

Assure that batteries are new, fully-charged, and suitable for service for the next three-year period and that battery cables are serviceable for the next three-year period. Report actions taken and products provided by manufacturer and part number.

3. Replace auxiliary drive belts (radiator fan, alternator, water pump, etc.) with new belts as recommended by the equipment manufacturer.

Use only “code-matched” belt sets for multiple belt applications.

Assure that auxiliary drive belts are new and serviceable for the next three-year period. Report actions taken and products provided by manufacturer and part number.
