PWS

PERFORMANCE WORK STATEMENT

FOR

YEARLY PEST CONTROL SERVICES

USA COLD REGIONS RESEARCH AND ENGINEERING LABORATORY (CRREL)

1. GENERAL SCOPE. The Contractor shall furnish all labor, supervision, tools, materials, equipment, transportation and any other items and services necessary to perform pest control services for multiple buildings and areas of the grounds at CRREL, located at 72 Lyme Road, Hanover, New Hampshire. Many services will be chiefly associated with the main occupied buildings but all buildings and grounds are included in this contract. All services shall be performed in accordance with this Performance Work Statement (PWS) including appendices and/or attachments.

NOTE: See Appendix A for a list of acronym definitions.

The Contractor shall plan, execute, and complete the work necessary to provide the specified services within required time frames, and shall be available on an as-needed or repetitive basis for other services as stated in this PWS. Contractor shall perform all administrative services, such as obtaining any required federal, state, local, or site authority permits, material procurement, quality control, and maintenance of accurate and complete records and files, at no additional cost to the Government.

The Contractor must be commercially licensed/registered in the State of New Hampshire for pest control services and shall use only licensed technicians to perform the services requiring licensing. The Contractor shall submit the following technical qualification documents with their bid:

A. A current copy of the company commercial license/registration for the State of New Hampshire.

B. Current copies of licenses for the State of New Hampshire for all contractor personnel expected to work on the CRREL site for any service requiring licensing and/or company registration. This includes, but is not limited to, copies of pesticide applicators’ licenses for all operational level applicators, and at least one pesticide supervisory level license for the supervisor of the applicators.

C. Submit evidence in the form of references and/or company licensing of at least 5 years of the Contractor (company) doing these services in the State of New Hampshire.

1.A. OPTION YEARS. If exercised, the option years are subject to all parts of this PWS. All submittals shall be re-submitted each year with current updates when the option year is exercised.

2. SUBMITTALS. In addition to the qualification documents required in part 1, the following post-award submittals are required to be submitted by the contractor to the CRREL GDA for approval following award of the contract.

More information appears throughout this PWS for required submittals. This may not be a complete list.

Submittals for the GDA may be submitted prior to or at the pre-performance meeting.

The Government reserves the right to reject or require more information for any submittal not considered accurate or complete. The Government reserves the right to require other submittals not listed here if more information is considered necessary for successful completion of this contract.

Work shall not commence until all submittals have been satisfactorily submitted and approved by the Government.

A. SDS and Manufacturer’s Information. SDS and manufacturer’s information for all products/materials to be used on site. Copies shall be maintained on site by the Contractor’s site supervisor for reference by contractor personnel during all work on site. NOTE: No materials, products or equipment containing Trichloroethylene or TCE residue may be used or brought on site.

B. Documentation. Documentation of qualifications for the site supervisor and the site safety and health officer.

C. Copies of Permits. Copies of any permits required by EPA or other federal, state, local, or site authorities for completion of work under this contract; if no permits are required, Contractor shall provide a signed statement so stating.

D. Safety Plans. Accident Prevention Plan, Activity Hazard Analysis, Environmental Protection Plan, and Fall Protection Program/Plan.

E. Copies of Equipment Safety Inspections. Copies of current, written manufacturer’s safety inspections for equipment used on site if the manufacturer requires periodic inspections.

F. Personnel List. A personnel list as described under part 8 Security Requirements of this PWS.

3. DETAILED CONTRACTOR SERVICES. All workmanship shall meet the approved and accepted standards and procedures of the industry; equipment manufacturers; all applicable site, local, state, and federal standards, regulations, and laws; and all applicable environmental, safety, building codes, laws, and regulations. All services required by this contract shall be documented at no extra charge to the Government.

A. Fly Spraying. Performed once per year as follows: Specific service to be performed is the spraying of exterior vertical wall surfaces extending from ground level to the roof of the listed buildings with the insecticide demand EZ or equal to prevent cluster fly migration to the interior of those buildings. The Contractor shall schedule the fly spraying with the GDA and shall submit SDS and all manufacturer catalog and safety information to the GDA for approval at least 2 weeks prior to the scheduled start date of spraying operations. The Contractor shall not substitute materials or methods unless such substitution has been specifically approved in writing by the GDA.

No product may be used without the prior approval of the GDA.

1) Timing. Because cluster fly spraying is most effective if done just before or as seasonal temperatures begin to fall, the work under the contract is expected be performed on a weekend in early September and must be scheduled through the GDA. Deviation from this schedule must be approved in writing by the GDA.

a. Additional Timing Requirements: Because the application of the spray for cluster flies requires drying time to be fully effective, the Contractor shall not schedule spraying if rain is predicted less than 24 hours after completion of spraying. In the case of a predicted rain event after the schedule has been approved, the Contractor shall reschedule to allow at least 24 hours drying time before any rain begins.

2) Buildings where spraying is required are as follows: Main Laboratory/Laboratory Addition, Technical Information Analysis Center, Ice Engineering Facility, Facilities Engineering, and Remote Sensing. The Contractor shall take extra care at walkways, entryways, and doors to ensure spray does not get on areas where humans may come into direct contact with it. Electrical equipment shall not be sprayed including motors, lights, receptacles, and any other equipment that may be exposed to spraying operations. Method of spraying around these areas shall be by a pin stream or similar method to prevent any overspray on these areas.

3) Approximate total building perimeter linear footage is 2700 L.F. Buildings heights are as follows:

4) The Contractor shall field verify specific walls where spraying will take place, the linear footage, and wall height, as well as all other conditions existing on site that may be related to the successful completion of this contract. The Government is not responsible in any way for misrepresenting any part of this contract. The Contractor shall be solely responsible for any errors which could have been avoided by such investigations.

a. In addition to the initial field verification, the Contractor Site Supervisor shall inspect the area to be sprayed immediately before beginning spraying operations to confirm that all windows and doors are closed and that there is no unauthorized personnel or property in the spraying areas. Any building found to have open windows or doors, or unauthorized personnel or property in or near the area to be sprayed shall be immediately reported to the GDA. Spraying operations shall not begin in those areas until all doors and windows are confirmed closed and unauthorized personnel or property is moved.

5) The Contractor shall keep specific records of where fly spraying was done and of any problems or special conditions encountered for this project and shall give or email a copy to the GDA.

B. Ant Treatment. Performed twice per year as follows: Specific service is to treat around the perimeter of the Child Development Center building to prevent ants and other crawling insects from entering the building. The Contractor shall use only approved products appropriate for use at daycare facilities. SDS shall be submitted and noted specifically for this purpose and shall be pre-approved through the GDA. Copies of approved products shall be provided to DPW to be kept on file. Copies of written notification forms shall also be provided for filing in DPW.

1) Timing. Treatments shall be performed in spring and late summer. All work shall be scheduled with the GDA and performed on weekends. The Contractor shall provide all written notification forms at least one week in advance of the scheduled application date. The Contractor shall ensure that treatments are performed with sufficient time for the treatment to dry completely before any rain event.

C. Recurring Pest Control. Performed once per month as follows: Specific monthly services are to place rodent trapping devices in all areas both interior and exterior where there is or has been past evidence of rodent activity, check/maintain traps monthly, dispose of trapped pests, and ensure traps are reset; check the CRREL kitchen, vending, and cafeteria areas for ants or other crawling or flying insects and treat as necessary and appropriate to ensure insects are not present in those areas; check and maintain all fly trapping lights wherever located. Any additional area or areas on site both interior and exterior that need rodent traps or an insect treatment which are discovered by the contract technician/s during monthly services or by the Government between such services shall also be covered under monthly services.

1) Timing. Monthly services shall be scheduled with the GDA and performed on the same day of the week and same week of each month unless arrangements are made with the GDA to combine monthly services with another scheduled activity for a different day or days.

D. Call-in Pest Control. Performed as needed on a call-in basis as follows: Call-in will be through the GDA. Call-in services may need to be performed at any time during the month. Travel times are not billable.

The following types of call-in pest services may occur anywhere on the CRREL site, both interior and exterior.

Crawling or flying insect control.

Large flying or miscellaneous rodent pest control and/or removal (including but not limited to birds, bats, squirrels, etc.).

Larger pest removal (including but not limited to skunks, woodchucks, or other animals that may gain access to the site). These types of pests shall be trapped and removed from the site.

1) Timing. The Contractor shall have a technician on site within two working days to attend to the problem.

E. Record Keeping. The Contractor shall keep accurate and up-to-date records of all services done on the CRREL site. A paper copy of those records will be kept on the CRREL site with the GDA in the DPW facility. Records (as in

d) below) may be transmitted to the GDA by email attachment or by paper copy for inclusion in on-site records.

Monthly records shall be provided to the GDA within two (2) weeks of the last day of each month recording all contractor activity that occurred on site during the previous month. Records a), b), and c) below shall be provided at the beginning of the base contract, at any time there is a change, and at the beginning of each option year.

1) Records shall include, but are not limited to, the following:

a) Name and contact information for the contract supervisor (main POC);

b) A list of all required permits; for services where no permits are required, the Contractor shall include a signed statement so stating;

c) SDS and manufacturer’s information for all chemicals, products, and materials used or proposed for use on site;

d) An on-going monthly record of all services performed during the month, including the date of performance, name/s of technician/s on site, cost, any special conditions noted, and Contractor recommendations where appropriate.

e) The GDA will include a list with the on-site records of any pest problems reported to DPW and may also inform the contract main POC by email. The contract technician shall check in with the GDA before performing monthly services to ensure resolution of all recorded problems.

4. GENERAL CONTRACTOR REQUIREMENTS.

A. Pre-Performance Meeting. The GDA will arrange and conduct a pre-performance meeting on the CRREL site prior to beginning any work under this contract. The date, time, and place for this meeting shall be mutually agreed upon by the Contractor and the GDA. It is mandatory that the Contractor's SS an SSHO personnel assigned to this contract attend the meeting; no personnel substitutions will be permitted. The purpose of the meeting is to review contract requirements, meet other Government personnel who may be associated with the contract, and coordinate work. Topics discussed will include job safety, scheduling, smoking policy, traffic control, quality control, environmental protection, record keeping, and any other topics or issues which the Government or the Contractor choose to bring up. The Contractor shall bring to this meeting all submittals required by the contract if they have not been previously submitted.

B. SS. The Contractor shall designate a Site Supervisor with decision-making authority in charge of the work being performed. The SS must have at least two years’ experience as a site supervisor completing projects/work of similar scope and shall submit to the GDA evidence of such experience.

1) SS Responsibilities: The SS shall be responsible for all aspects of the services performed including, but not limited to, scheduling, safety, security, verifying site conditions, maintaining SDS and any other relevant records , spraying operations, environmental compliance, occupational health, and quality assurance. The SS shall be present on site at all times while fly spraying work is being performed by the Contractor. They shall keep the GDA informed of work progress or if any problems or unusual conditions arise for any service. They shall ensure that service reports are provided to the GDA for all service performed during the month within two weeks after the end of each month.

The SS may perform other functions for this contract if he/she is qualified to do so. Proof of qualifications for all functions must be provided to the GDA.

2) SS Qualifications: The SS shall hold a commercial applicators license with the State of New Hampshire at the supervisory level.

3) The SS shall attend the pre-performance meeting with Government representatives prior to the start of any work on site.

C. SSHO. The Contractor shall designate one Competent Person as the Site Safety and Health Officer and their training, experience, and qualifications shall be in accordance with EM 385-1-1. The Contractor shall submit documentation of SSHO qualifications to the GDA. A copy of EM 385-1-1 can be accessed on line or at DPW at

CRREL.

1) SSHO Responsibilities: The SSHO shall be present at the work site at all times while the Contractor performs fly spraying work under this contract, and shall perform management, surveillance, inspections, and safety enforcement for the Contractor. The SSHO may have other duties in addition to site safety and health as long as he/she is qualified to perform all such duties.

2) SSHO Qualifications: The SSHO shall have a minimum of two years’ experience in implementing safety and health programs of similar scope; shall have experience in personal protective equipment; and working knowledge of safety procedures as well as Federal and State occupational safety and health regulations. The Contractor shall have at least a 10 hour OSHA Safety Class certificate and shall provide documentation of the certificate to the GDA.

3) The SSHO shall attend the pre-performance meeting with Government representatives prior to the start of any work on site.

D. Hours of Operation. Normal CRREL hours of operation are Monday thru Friday from 0600 to 1800 excluding Federal holidays. On-site contract services for some parts of this contract shall be scheduled on weekends.

Required weekend work is noted under individual services. All contractor work on site shall be scheduled and approved through the GDA at least 3 days prior to the requested start day. The Contractor may request on-site services be performed at other times through the GDA; the Government will make every effort to accommodate other requested time periods if possible.

E. Use of Premises. Contractor employees shall be restricted to the areas where work takes place under this contract except for a temporary storage area or areas IF assigned to this Contractor.

1) Delivery, Handling and Storage.

a. As appropriate, materials and/or products shall be delivered to the work site in the manufacturer’s original packaging with the manufacturer and item/product identification reference clearly marked. When deliveries are made to the CRREL site, the Contractor shall coordinate all such deliveries with the GDA. This will facilitate access on to the installation and prevent delays at the security gates. The Contractor shall not have deliveries made prior to the start of on-site work unless specifically pre-arranged with the GDA. The Contractor must receive all their own deliveries; Government personnel are not allowed to receive deliveries for contractors.

b. Handling of all materials/products shall be per manufacturer’s recommendations and best safety and environmental practices.

c. Storage of materials/products, tools, and equipment will not be allowed on site without prior approval of the GDA. Any Contractor materials, tools, and equipment used or left on site are the sole responsibility of the Contractor and must stay within the immediate work area unless arrangements are made through the GDA to leave them elsewhere. For the duration of this contract, the Contractor shall ensure all components on site are stored per manufacturer’s instructions and best safety and environmental practices, and in a manner easily accessible for inspection and handling. Contractor materials, tools, and equipment shall not block driveways, fire access, or any means of egress, and shall not create a hazard to personnel or environment. If a storage and/or staging area is assigned for use by the Contractor, the Contractor must confine storage or staging to the limits of that area and is responsible for the security of the area. Upon completion of the contract, the Contractor shall remove all equipment and materials/products and ensure the site is restored to its original condition as approved by the GDA at no additional cost to the Government.

2) Non-Smoking Policy. Smoking is prohibited within and outside of all buildings on the CRREL site except in designated smoking areas. The GDA will identify designated smoking areas at the pre-performance meeting.

Contractor employees shall not discard tobacco materials other than into designated tobacco receptacles.

3) Vehicles. Contractor personnel shall wear seatbelts at all times when driving on CRREL premises.

Contractors shall obey a speed limit of 10 mph. Contractor vehicles shall be equipped with back-up alarms.

Particular care shall be used while operating vehicles in the area of the Child Development Center.

F. Liability. The Contractor shall exercise caution and follow sound industry practices in the performance of the work to avoid contract work related damage to existing property. Government owned or privately owned property damaged by the Contractor's operations under this contract shall be replaced or repaired to original condition by the Contractor at no additional cost to the Government. The GDA shall have final approval of replacements or repairs.

G. Field Verification of Site Conditions. The Contractor shall field verify all conditions existing on site that may be related to the successful completion of any part of this contract. The Government is not responsible in any way for misrepresenting any part of this contract. The Contractor shall be solely responsible for any errors which could have been avoided by such investigations.

H. Barriers/Barricades and Signage. The Contractor shall provide barriers or barricades and signage as necessary to ensure unauthorized pedestrian and/or vehicle traffic cannot enter into work areas until safe to do so.

I. Equipment. Any equipment used shall be made available by the Contractor for inspection by the GDA prior to the start of work on site. Any additional equipment added during the prosecution of the work shall also be made available for inspection prior to its use on the project. Equipment not accepted by the GDA shall be repaired or replaced by the Contractor.

J. Personnel List. The Contractor shall submit a personnel list (security access request list) to the GDA for entrance to the facility which clearly shows the full names of who may be working on-site and their position (i.e.

specialty, worker, supervisor, etc.). The Contractor shall ensure that all personnel listed are US citizens. This security access request list must be submitted to the GDA at least 48 hours prior to expected entry to the facility.

The security access request list must be kept current and accurate.

5. GENERAL SITE REQUIREMENTS.

A. Government Furnished Property/Services. The Government will furnish electricity and water at existing outlets for use as may be required for the work to be performed under the contract. However, outlets may not be available for use near required work areas in all cases. The Contractor shall supply any sanitary facilities required for completion of this contract.

E. Service Completion.

1) For project work, the Contractor shall notify the GDA for a final inspection of the work area and completed work. The Contractor shall complete any punch list generated by the Government. For repetitive services, the Government will routinely inspect the site and records kept in DPW for compliance and completeness. The Government may evaluate the Contractor’s performance at any time during the Contractor’s performance of this contract.

2) At completion of the contract, the Contractor shall leave the work area in as-found or better condition; shall have properly removed all contractor tools, equipment, materials and/or products; and shall have cleaned up and properly disposed of any chemical/product spillage.

3) Payment: the Contractor shall bill only for work performed. Contractor shall refer to FAR Clause 52.212-4 Contract Terms and Conditions—Commercial Items, Section G, “Invoices.” It is very important to identify the correct Contract Number (Block 2) to prevent a delay in receiving payment. Electronic invoicing is preferred; refer to DFARS Clause 252.232-7003 for electronic invoicing. See the contract clauses following this PWS for more information.

a) Should electronic invoicing not be used, please be sure to submit the original invoice to the address in Block 18a and send a copy to the U.S. ARMY / ERDC / CRREL GDA (email is accepted).

b) When submitting electronic invoices in the WAWF, use only the “INVOICE”. This is the only type of document accepted by the Millington, TN paying office. Check off the box allowing an email to be sent to the GDA or send a separate email to the GDA notifying of an invoice entered into the system.

6. SAFETY REQUIREMENTS. Safety shall be in accordance with and shall address the requirements of applicable Federal, State, local, and site safety and health laws, rules, regulations, and requirements and the most recent edition of EM 385-1-1.

A. Accident Prevention Plan. The Contractor shall prepare and submit for approval an Accident Prevention Plan specific to the activities being performed. It shall include an Activity Hazard Analysis as described in Paragraph B below. All work shall be conducted in accordance with the APP, EM 385-1-1, and all applicable Federal, State, and local safety and health requirements.

An example of the minimum requirements for an APP which may be used is included at the end of this PWS as Attachment 1.

B. AHA. The Contractor shall submit an AHA for each major phase of work. A major phase of work is defined as an operation involving a type of work presenting hazards not experienced in previous operations or where a new subcontractor or work crew is to perform the work. The analysis shall define all activities to be performed, identify the sequence of work, the specific hazards anticipated, and the control measures to be implemented to eliminate or reduce each hazard to an acceptable level. Work shall not proceed on a phase of work until the AHA has been accepted by the GDA. A preparatory meeting shall be conducted by the Contractor to discuss the AHA contents with all engaged in the activity. The preparatory meeting shall be conducted by the prime

Contractor and shall include all subcontractors and Government on-site representatives. The AHA shall be continuously reviewed and revised to address changing site conditions or operations as appropriate.

An example of an AHA which may be used is included at the end of this PWS as Attachment 2.

C. FPP. The Contractor shall have a Fall Protection Program as applicable under EM 385-1-1. Fall protection may be included as part of the AHA as long as it is addressed completely or by a separate Fall Protection Plan.

NOTE: If the work involves routine tasks performed regularly by the Contractor, a Standard Operating Procedure or Work Procedures that detail hazards and safety precautions can be submitted in lieu of an AHA.

D. Accident Reporting. All accidents and near misses shall be investigated by the Contractor. All work-related recordable injuries, illnesses and property damage accidents (excluding on-the-road vehicle accidents), in which the property damage exceeds $5,000.00, shall be verbally reported to the GDA within 24 hours of the incident.

Serious accidents as described in EM 385-1-1, Section 01.D.02, shall be immediately reported to the GDA. ENG Form 3394 (available through the GDA) shall be completed and submitted to the GDA within five working days of the incident.

E. Flammable and Combustible Liquid. Handling of flammable and combustible liquids shall be in safety containers with flame arresters, with not more than 5 gallons capacity, having a spring-closing lid and spout cover and designed to safely relieve internal pressures under fire exposures. Contractor shall have on site only those quantities of flammable materials needed for that immediate portion of the job. No storage of flammable materials will be allowed within or near the buildings. Flammable and combustible materials shall be stored so that they are secure and protected from all sources of ignition.

F. Hot Fueling. Fueling of equipment or machinery while it is still hot is NOT allowed on the CRREL site.

G. Portable Extension Cords. If it is necessary to use portable extension cords, they shall be sized in accordance with manufacturer ratings for the tool to be powered and protected from damage. Immediately remove from service all damaged extension cords. Portable extension cords shall be GFCI and shall meet the requirements of NFPA 70E and OSHA electrical standards.

H. Emergency Action Plan. Prior to the start of site work, the USACRREL Safety office will provide the Contractor with CRREL Hazard and Emergency Actions briefing. The Contractor shall be responsible for briefing all contract personnel and subcontractors before they can work on site.

I. Employee Safety Awareness. Contractor shall ensure that each of its employees working on site reviews the APP and AHA prior to beginning work.

7. ENVIROMENTAL REQUIREMENTS. The Contractor shall be in compliance with all Federal, State, and local environmental laws, regulations, and ordinances applicable to this contract. The Contractor shall prevent environmental pollution and damage that could occur as the result of this contract. Cleaning of equipment used shall NOT take place on site; storm drains in the area of spraying shall be protected from possible run-off. The contractor shall follow all manufacturers’ recommendations for chemical application as listed in the SDS.

A. Environmental Protection Plan. The Contractor shall submit an Environmental Protection Plan to the GDA prior to any work on site. The purpose of the Environmental Protection Plan is to present a comprehensive overview of known or potential environmental issues which the Contractor must address during work under this contract. The Environmental Protection Plan shall be maintained on-site by the Contractor.

B. Laws, Regulations, and Ordinances. The Contractor is responsible for keeping informed of all changes in environmental laws, regulations, and ordinances. Violations or delays resulting from Contractor’s failure to comply with environmental laws, regulations and ordinances is the Contractor’s responsibility and shall not affect approved performance schedule. Where laws, regulations, or ordinances differ, the most stringent shall apply.

C. Containment/Cleanup. The Contractor shall have containment material in immediate location of work.

Contractor shall immediately contain spills with corrective countermeasures, and once spill is contained, notify the GDA. The Contractor shall stop spills from entering the environment. The Contractor is responsible for the proper cleanup and disposal off site of hazardous material spilled as a result of their work.

D. Hazardous Material Handling and Storage.

1) Hazard Communication Standard (29 CFR 1910.1200) Requirements: Contractor is responsible for providing HAZCOM training to their employees.

a) SDS’s: Contractor shall provide SDS’s sheets for any products or materials brought on site for use in the performance of this contract. No product may be used without the prior approval of the GDA.

b) Labeling: Contractor shall ensure that all hazardous materials brought on site are properly labeled in accordance with 29CFR1910.1200.

2) All hazardous materials shall be stored so that they are secure and protected from contamination and can NOT cause anything to be contaminated by them.

3) NO products or materials containing TCE are allowed on the CRREL site. Any tools or equipment previously exposed to TCE shall not be used on site unless it can be shown that they do not have TCE residue of any kind including vapor emissions.

8. SECURITY REQUIREMENTS. All Contractor employees shall comply with all security requirements as written in these specifications and as directed by the CRREL Security Office, the GDA, and as follows.

A. U.S. Citizens. Contractor personnel must be U. S. citizens. Only U. S. Citizens may enter on site.

B. Positive Picture ID. All Contract personnel shall be prepared to show positive picture identification (such as a valid picture driver’s license or other government picture ID) when entering onto the site or at any other time as required by the CRREL Security Office.

B. Sign-in and Badges. Contractor personnel are required to sign in with Security and shall wear security identification badges furnished by the CRREL Security Office while on the CRREL site. The Contractor shall return the badges at the security gate or as otherwise directed by the CRREL Security Office at the end of each workday. Contractor employees shall keep badges available at all times while on site and shall be prepared to show them at any time. The Contractor is responsible for the proper use and return of all badges issued to its employees.

C. Weapons. No weapons of any kind are allowed on site either in vehicles or on persons. All persons and vehicles entering a U.S. Government site are subject to inspection by the Security office

D. Antiterrorism (AT) Level I Training. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR within 10 calendar days after completion of training by all employees and subcontractor personnel. E. Access and General Protection/Security Policy and Procedures. The contractor and all associated subcontractors’ employees shall comply with applicable installation, access and local security policies and procedures. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

F. iWATCH Training. The contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the GDA. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract. The contractor shall provide certification of completion to the GDA within 10 days of training completion. Training documents will be provided by the Security Office.

G. Operations Security (OPSEC) Training. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the GDA or to the contracting officer within 5 calendar days after completion of training. H. Pre-Screen Candidates Using the E-Verify Program. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the GDA no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the GDA. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
