PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
Helicopter Support Services RS/GIS CX
1. General
1.1 Objective. This Performance Work Statement (PWS) describes the non-personal services required by the Remote Sensing/GIS Center of Expertise, Cold Regions Research and Engineering Laboratory (CRREL) located in Hanover, New Hampshire hereinafter referred to as RS/GIS CX. RS/GIS CX has a requirement to collect precision topographic data in support of the Entry and Sustainment in Complex, Contested Environments (ESCCE) project utilizing airborne LiDAR over project field sites in the Boise Range near Boise, ID. ESCCE's FY2019 field sampling plan aims to investigate snow mechanical properties at a collection of established test sites near Boise, Idaho, using a variety of coincident in-situ and remote sensors and techniques on five dates spanning a two month time period. High point- density (8 points per square foot) topographic data is required to sensitively monitor changes in the level of the snow pack at the areas of interest. The LiDAR helicopter pod operated by RS/GIS CX has the unique capability to produce the required product by flying low, slow, and capturing high point density data products.
1.2 Organization. RS/GIS CX is an Army Corps of Engineers (CoE) basic research laboratory conducting research development and technology evaluation on an interdisciplinary basis to solve strategically important problems of the US Army Corps of Engineers, Army, Department of Defense (DoD), and the Nation by advancing and applying science and engineering to complex environments, materials, and processes in all seasons and climates, with unique core competencies related to the Earth’s cold regions.
1.3 Background. The RS/GIS CX provides assistance in the application of remote sensing and GIS to Corps water resources mission requirements. This includes assisting the Corps user community in applying remote sensing and geospatial data management and analysis techniques to meet mission requirements. Improving understanding of satellite, aircraft, and in situ sensors. Demonstrating the use of sensor data through cooperative development of application. Integrating remotely sensed data into spatial data management systems and models.
Analyzing geospatial data and developing applications. Improving data throughput to increase benefits from the use of geospatial and multitemporal data. Establishing cooperative programs with districts, other programs, and other agencies to leverage expertise and funding. Transferring the technology through training and publications.
2. Scope of Work
The RS/GIS CX HeliPod airborne laser scanning (ALS) system will be installed onto a Robinson R44 Raven I or
Raven II helicopter and flown over the areas of interest (AOI)s shown in Figure 1 (each is a 4 km2 box) to capture high-resolution topographic data of the site. The resulting point cloud will be filtered to remove vegetation and building objects to produce bare-earth point clouds, to be used in the creation of bare-earth digital terrain models (DTMs). Collection of data over each AOI will occur on each of 5 test dates (approximate): March 6, March 27, April 17, Jun 12, and Aug 07, 2019, or as close to those dates as is possible given conditions for flight.
Figure 1: ESSCE field site locations near Boise, ID
3. General Requirements. The contractor shall provide a Robinson R44 Raven I or Raven II aircraft equipped with the following: connection points on the aircraft right skid and fuselage for mounting the pod; external GNSS capable Global Positioning System antenna mounting location on the top of the aircraft tail; access to either 12VDC or 28VDC power supply via the aircraft battery. The contractor will provide equipment installation services onto said aircraft and provide pilot(s) and ground support for flying established flight lines over specified locations at speeds and altitudes provided for each location. Following acquisition of data the contractor will provide removal of equipment.
