PERFORMANCE WORK STATEMENT

Performance Work Statement

Sensitive Compartmented Information Facility (SCIF) Expansion and Alarm System Relocation

1. General

This Performance Work Statement (PWS) describes work required by the Cold Regions

Research and Engineering Laboratory located in Hanover, New Hampshire, hereinafter referred to as CRREL.

1.1 Background. SIPRNET use has declined over the last year while planned use of the SCIF has increased. The need for additional SCIF processing will be met by converting the room adjacent to the SCIF from secret processing to top secret processing. No new construction requirements are required as the SIPRNET room (room 32A) has the same construction as the current SCIF

(Room 32B). That is, 8 inches of steel reinforced concrete walls, floors, and ceiling.

2. Scope of Work

Relocate current SIPRNET alarm sensors located in room 32A such that they now are part of the proposed SCIF expansion into room 32B. Sensor would then be part of the SCIF alarm system located in room 32B.

3. Performance Requirements:

3.1. Relocate the following sensors from the Primary Control Unit (PCU) in room 32A to the

SCIF PCU in room 32B:

-Room 32A vault door Balanced Magnetic Sensor (BMS)

-Door 31A BMS

-Ceiling motion detector in room 32A

3.2. Relocate the alarm keypad from room 32B to room 32A.

3.3. Update the software for the existing SIPRNET alarm system to reflect sensor removal and add moved sensors to the existing SCIF alarm system.

3.4. All wire between sensors and the PCU shall be in ¾ inch galvanized pipe/conduit and secured with pipe hangers and pipe connectors between boxes/PCU.

Note: See attached diagram for locations of components.

4. . Security Requirements. All contractor employees shall comply with all security requirements as written in these specifications and as directed by the CRREL Security Office, the

COR/TPOC, and as follows.

A. U.S. Citizens. Contractor personnel must be U. S. citizens. Only U. S. Citizens are allowed on site.

B. Personnel List: The Contractor shall submit a personnel list to the COR/TPOC which clearly shows the full names of who may be working on-site, citizenship, and their duty position (I.e.

worker, SSHO, supervisor, etc.) for entrance to the facility. The phone number for the on-site supervisor in charge of the project shall also be given with his/her name. This security access request list must be submitted to the COR/TPOC no later than 48 hours prior to planned entry to the facility. The security access request list must be current and accurate.

C. Positive Picture ID: All Contract personnel shall be prepared to show positive picture identification (such as a valid picture driver’s license or other government picture ID) when entering onto the site or at any other time as required by the CRREL Security Office.

D. Sign-in and Badges: Contractor personnel are required to sign in with Security and shall wear security identification badges furnished by the CRREL Security Office while on government site.

The Contractor shall return the badges at the security gate or as otherwise directed by the CRREL

Security Office at the end of each work day. Contractor’s employees shall keep badges available at all times while on site and be prepared to show them at any time. The Contractor is responsible for the proper use and return of all badges issued to his employees.

E. Weapons: No weapons of any kind are allowed on site either in vehicles or on persons. All persons and vehicles entering a U.S. Government site are subject to inspection by the Security office

F. Access and General Protection/Security Policy and Procedures: The contractor and all associated subcontractors’ employees shall comply with applicable installation, access and local security policies and procedures. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

G. iWATCH Training: The contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 5 calendar days of contract award and within 5 days of new employees commencing performance on the contract. The contractor shall provide certification of completion to the COR within 5 days of training completion.

Training documents will be provided by the Security Office.

H. Personnel Security Screening: The Contractor shall conduct a security screening on every employee prior to their performance under this contract. The security screening shall cover the most recent five (5) years or since age 18, whichever is shorter, providing it includes the most recent two (2) years of the applicant's life. The security screening shall include, as a minimum, checks with former employers, former supervisors and personal references, along with a local record check with police departments. The Contractor shall furnish the Contracting Officer with a record of the results of each employee's security screening prior to entry on duty.
