PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS)

Data Validation Services for Cold Regions Research and Engineering Lab and the Former Navy Arctic Research Lab

1 Introduction

The US Army Corps of Engineers Cold Regions Research and Engineering Lab (CRREL) in partnership with the Naval Facilities Engineering Command (NAVFAC) and the Former Navy Arctic Research Lab (NARL) has a need for the professional services of an accredited Navy approved data validation firm to perform validation on the results of a large scale oil characterization and remediation project.

1.1 Mission

As part of the CRREL/NAVFAC remediation project a large quantity of data will be generated from analysis of contaminated soil directly from field sampling as well as groundwater. In order to be used in critical decision making for the remainder of this multi- year project these data will need to be validated by an independent third party data validation firm with proper accreditation and Navy approved protocols. The data validation company will support the CRREL and NAVFAC researchers in this endeavor by providing their validation services.

1.2 Background

Since the mid 1970’s the Navy owned sites (Airstrip and Powerhouse) in Barrow, Alaska have experienced several spills and leaks of gasoline, oil, and other fuels. While many cleanup efforts have been performed throughout the decades there are still several hotspots containing concentrations of hydrocarbons above the acceptable limit. In an effort to remediate this site in a cost efficient manner the Naval Facilities Engineering Command has turned to our lab to experiment with phytoremediation and microbial-assisted remediation.

1.3 Scope

The data validation firm will need to perform Stage II data validation on 80% of all sample data generated in this study, which amounts to approximately 605 samples in total; divided between the soil and water samples and the six (6) hydrocarbon analyses, Extractable Petroleum Hydrocarbons (EPH), Volatile Petroleum Hydrocarbons (VPH), Diesel Range Organics (DRO), Gasoline Range Organics (GRO), Residual Range Organics (RRO), and

Bezene, Toluene, Ethylbenzene, and Xylene (BTEX). Specifically, Stage II data validation refers to analytical results, sample management records, QA/QC information, instrument QA/QC information, and instrument and preparation logs. The remaining 20% of the data will need to be validated to Stage IV, which amounts to approximately 154 samples in total divided between the soil and water samples and the six (6) hydrocarbon analyses. Specifically, Stage IV refers to analytical results, sample management records, QA/QC information, instrument QA/QC information, instrument and preparation logs, instrument quantitation reports, instrument chromatograms, and spectra. The validation will need to follow the standard operating procedure (SOP) issued by the Naval Facilities Engineering Command Northwest (NAVFAC NW) Installation Restoration Program (IRP) in addition to complying with parameters stated in the Alaska Department of Environmental Conservation (ADEC) checklist.

This data validation will allow the CRREL and NAVFAC researchers to move forward with the remainder of the project with a strong data foundation that is statistically significant and defensible.

2 General Requirements

The data validation firm will be required to validate data in several batches as they are produced from an analytical lab. They will begin by validating data from the time zero samples, which will be composed solely of soil samples. This data will be used as our baseline levels for the remediation study. The second batch will include water samples. The third batch will be soil samples which represent our time final samples and will be similar in number to the time zero samples. The data will be the results of the VPH, EPH, DRO, GRO, RRO, and BTEX analysis, 20% of the data from each of these analytical methods will require Stage IV validation (28 VPH samples, 28 EPH samples, 28 DRO samples, 28 GRO samples, 14 RRO samples, and 28 BTEX samples for a total of approximately154 samples ) and 80% will require Stage II (110 VPH, 110 EPH, 110 DRO, 110 GRO, 55 RRO, and 110 BTEX samples for approximately 605 samples). These approximations do not include the samples required for quality control. All data will need to be validated under the same protocols and SOPs (NAVFAC NW and ADEC). In addition we require the data to be populated with Navy Electronic Data Deliverables (NEDD) and be uploaded directly to the Naval Installation Restoration Information Solution (NIRIS) database.

All data should be returned at or before the standard stated turnaround time (3 weeks or 15 business days).

2.1 Non-Personal Services

Conduct Stage IV data validation on 20% of the BTEX samples and Stage II validation on 80% using the NAVFAC SOP as well as fulfilling the ADEC data validation checklist.

The total validation effort will constitute appropriately 605 samples for Stage II validation and 154 samples for Stage IV which the contracted validation firm will be held to provide deliverables for.

Provide electronic copy of accepted and estimated concentrations of petroleum constituents to CRREL and NAVFAC researchers in excel format according to a template provided by CRREL.

Task 2. Provide NEDD incorporation and NIRIS upload services.

Task 3. Results

Return to CRREL and NAVFAC researchers all validated data in the format specified by the researchers that complies with all NAVFAC guidelines. These guidelines are in the NAVFAC NW SOP for Data Validation. Specifically, for all projects, the data validation reports shall be summarized for inclusion as a section of the report. The overall analysis should summarize the net results of data validation for each QC parameter evaluated. It is recommended that precision, accuracy, and percent completeness objective also be present in the overall analysis. Identification of rejected data (and the reasons) may be the most critical results. Data which have been qualified from detections to nondetections, or data for which numerical values have changed significantly, are also important.

Results should include evidence that all criteria specified for Stage IV validation were followed exactly and that validation was performed adhering to NAVFAC SOPs.

Performance Standard: It is expected that the contracted validation firm will adhere completely to the quality and professionalism suggested by their station as an accredited and respected company and will carry out the request in a timely fashion to the best of their abilities using all appropriate methodology. The resulting data will be reviewed by the CRREL researchers to confirm that all stated tasks were followed at the level they were requested. If the CRREL researchers have reasonable evidence that the results demonstrate a failing on the part of the contracted company they will council with the COR for an unbiased evaluation. The COR will review the product to ensure it is of sufficient quality and if so, COR will approve the deliverable as sufficient for acceptance (i.e., for payment.) Deliverables of insufficient quality will be rejected for revision. Complete and accurate report should be delivered to the COR via email.
