Q: The Scope of Work indicates the fence is to be constructed using "FE6 driven post(s)", while the FE6 chain-link security fence details drawing attached as attachment "1", indicate posts shall be set in concrete. Can you please clarify the intended design of the fence, whether the posts are to be driven, or set in concrete?
A: Driven
Q: The fence specs pg 4/44 states that the wire is 7' 9 ga gbw 2" mesh, and further clarifies that gbw means galvanized before weld. The standard FE-6 fence design is a chain link product, which is available in both galvanized after WEAVING (GAW) and galvanized before WEAVING(GBW). The clarification that this is a welded product is not consistent with the drawings. Should that note read galvanized before weaving in order to have a chain link fence supplied?
A: Please read note as meaning "galvanized before weaving." Corrected via Amendment 0001.
Q: All pipe sizes on the specification (pg 4/44) are called out as being provided in SS40 pipe. The additional clarification lists this material designation as SS40- Stainless Steel Schedule 40 Pipe. The standard fence pipe, which is a domestically produced light weight high tensile strength, designated SS40 (see attached product data sheet), leads to some confusion. I am not aware of any chain link fences that are currently produced or specified with stainless steel pipe. Can you please clarify what type of post is desired?
A: Standard fence pipe SS40 is desired. Corrected via Amendment 0001.
Q: The FE-6 fence designation points to a specific style of fence, i.e. "chain link fence with barbed wire on a single outrigger". However, there is typically a further type designation clarifying framing and bracing methods (see LEGEND on note 1 of the provided FE-6 security fence drawing). Please clarify which designated finish you would like to be used on this project.
A: TWB - tension wire top and bottom. Corrected via Amendment 0001.
Q: Both locations requiring fence show the lines of fence going through tree lines. Will there be any clearing or grading needed to complete the work or will this be performed by others? Also, will we be required to have the lines surveyed / staked, or will this be performed by others as well?
A: No clearing required. We are clearing the areas prior to the fence install.
Q: Item No. 0002 refers to repairing approx. 1500ft of existing fence with only repositioning posts. Does this suggest that no posts will be required to be replaced? Is there a percentage of fence mesh that you anticipate being replaced. 1500 LF of fence is a large quantity to guess on how much there is to be repaired.
A: No new posts required for the existing 1500 feet. The fence is in good shape but has fallen over in a few places. Posts just need to be reset.

A: No clearing required. The Government will clear the areas prior to the fence install.

(Updated 1/8/16)
Q: Who is responsible for removing existing fences where new fence is to be installed?
A: The Government will remove the existing fence where new fence is to be installed.
Q: Investigation of both sites shows that there are 4 total existing gates (2 EA), but the bid document calls for 3 gates to be repaired. Which 3 gates are to be addressed? Additionally, to what extent are the repairs to be made? Is the intent to tighten some barbed wire, adjust the hinges, and straighten support posts; or to rebuild the gates into like new condition?
A: One gate at the tunnel site and two gates at the farmer's loop site would be repaired. The intent is to tighten the barbed wire, adjust hinges and straighten support posts.
Q: I believe addendum 1 mentioned that the sites will be cleared of trees and shrubbery prior to fence install. How wide of a path will be cleared in the existing foliage for fence access?
A: At least 15 feet will be cleared on each side of the fence center line.
Q: Who will be providing the survey of the fence location?
A: The Government will provide the survey.
Q: What is the allowable ground clearance of the new fence? The existing terrain has quite a few hills and rolls that will not allow an FE-6 installation with 2" ground clearance unless some additional grading is performed. Who will be performing the fence line grading in areas that need addressed?
A: No new grading so we can be flexible on the 2" ground clearance requirement.
Q: At the tunnel site, the existing fence ends at the base of a steep hill towards the N end of the property. This hill is surmountable with fencing, but would seem to require longer than specified posts for a proper install. At the south end, the new fence line would seem to climb a cut bank, and immediately drop off into a creek-bed. This can be very difficult to install a fence on while providing appropriate ground clearance. Can the fence line in this area be field fit to provide an install that meets the ground clearance requirements and match the surrounding terrain?
A: Yes, the fence line in the south side area can be field fit to provide an install that meets the ground clearance requirements and match the surrounding terrain.
Q: To what extent is the existing fence to be repaired? Most of the fabric itself seems to be in good order, with damaged barbed wire or tension wires from tree-fall. Additionally, much of this fence is ~1' above finish grade, but grown into the shrubbery so much that without cutting and removing much of the brush, it will be impossible to lower the fence to within 2" of the ground.
A: The Government will be clearing the brush around the existing fence line to enable proper repair and resetting of the posts. Once again, depending on the terrain we can be flexible on the ground clearance requirement.
