SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

PROPOSAL INSTRUCTIONS

1.0 Introduction

1.1 Proposals shall be submitted electronically to Ashley Jenkins at Ashley.m.jenkins@usace.army.mil AND Tom Nowocin at Tom.F.Nowocin@usace.army.mil. PROPOSALS ARE DUE NLT 1:00PM CST 12 JUNE 2015.

1.2 In accordance with the Federal Acquisition Regulation (FAR) 4.1102, prospective contractors must be registered in the System for Award Management (SAM) prior to the award of a contract. Offerors are required to have an active System for Award Management registration, no active exclusions, and BOTH FAR AND DFARS representations and certifications in order to receive a Department of Defense contract award. Reps and certs should be completed by the proposal submission due date to avoid any unnecessary delays in the award. Depending on the needs of the requiring activity, the Government may or may not provide additional time to register with SAM.

Ensure that all representations and certifications, required by this Request for Proposal, are either included in the online FAR and DFARS report, and/or included with your proposal submission. You may register at the SAM website, https://www.sam.gov/portal/public/SAM/.

1.3 Offeror's Responsibility. It is the offeror's responsibility to ensure the completeness and accuracy of his or her proposal. Corrections will not be made by the Government.

2.0 Communications Concerning the Solicitation

All questions concerning this solicitation must be submitted to the Government via email to Ashley.M.Jenkins@usace.army.mil AND Tom.F.Nowocin@usace.army.mil. The Government will accept questions up to seven (7) calendar days prior to the proposal due date. Answers to questions will be provided via live Q&A document and should be deemed as clarification only. Any answer that materially changes the requirements set forth in the solicitation will only be official and binding as the result of the issuance of a formal solicitation amendment.

3.0 Proposal Preparation Instructions

3.1 The proposal shall identify a Point of Contact (POC) and alternate POC, including phone numbers and emails, that have authority to make decisions for the company. The entire proposal shall be consistent and uniform by using a standard 12-point font in the Times New Roman style. Page limitations do not include title pages or table of contents.

3.2 Experience: Proposals shall demonstrate experience in both grounds maintenance/mowing AND snow/ice removal. The experience identified in the proposal shall be recent and relevant as defined in Section M. The proposal shall include a minimum of one (1) effort of grounds/maintenance/mowing and one (1) effort of snow removal. The total number of efforts included in the proposal shall not exceed six (6).

Each detailed effort shall be no longer than one (1) typed page and shall include the location where work was performed, the type of work performed, period of performance, size of area where work was performed, and any other details that support the offeror’s ability to complete the requirements of the PWS. The proposal shall also include a point of contact (POC), including name, email address and phone number, from the requiring activity for each effort listed. The Government may contact the POC to validate the offeror’s proposed experience, and also may mailto:Ashley.m.jenkins@usace.army.mil mailto:Tom.F.Nowocin@usace.army.mil https://www.sam.gov/portal/public/SAM/ mailto:Ashley.M.Jenkins@usace.army.mil mailto:Tom.F.Nowocin@usace.army.mil perform site visits to locations to verify size, etc. Note: Work done for ERDC – CRREL can be identified. This section of the proposal shall not exceed six (6) pages.

3.3Price: The proposal shall include all items listed in the pricing table in Section B of this RFP. Failure to submit prices for any of the items will deem a proposal “Unacceptable” and no other evaluation will be completed. The fixed prices proposed, if deemed fair and reasonable, will become part of the award. There is no page limit associated with the price portion of the proposal.

As permitted by DFARS 252.204-7011 Alternative Line Item Structure (SEP 2011), we highly encourage all offerors to submit a CLIN structure that would be best suited to capturing the various services required by this solicitation. For example, Solicitation:

* Pricing is for informational purposes only to provide an example.

CLIN # Supplies/Services QTY Unit of

Measure Unit Price Amount

0001 Maintain Trees/Shrubs/Hedges/Flower Beds IAW PWS 1.3

POP: 1 Sep 15 – 31 Aug 16

1 LS $84 $84

Alternative Line Item Structure that might be proposed:

CLIN # Supplies/Services QTY Unit of

Measure Unit Price Amount

0001 Pruning IAW 1.3.1 1 Lump Sum $16 $16 0002 Trimming IAW 1.3.1 7 MTHS $5 $35 0003 Flower Beds/Planter Areas

IAW 1.3.2

7 MTHS $4 $28

0004 Mulch IAW 1.3.3 1 Lump Sum $5 $5

Total to be inserted in CLIN 0001 in Section B $84

The basic CLIN structure in Section B must be quoted whether offerors are proposing an alternative line item structure or not.

The basic CLIN structure of this solicitation (see Section B) is notional and only meant to represent the scope and its associated period of performance (POP). The pricing associated with the offeror’s proposed alternative CLIN structure shall be translated to the “Lump Sum” value for the associated solicitation CLIN. From the example above, CLIN 0001 – “Maintain Trees/Shrubs/Hedges/Flower Beds IAW PWS 1.3” for one (1) Lump Sum is for the base year POP. If the above alternative were proposed, the LS for CLIN 0001 of the solicitation would be $84. So the offeror would specify $84 on CLIN 0001 in section B.

Translating the proposed alternative structure back to the Lump Sum in section B will avoid the Government making assumptions and mistakes, as well as enabling the Government to have a means of comparing offeror’s pricing for the purpose of having meaningful price competition.

The Government will either revise the CLIN structure in section B to match the alternative structure proposed by the apparent successful offeror, or the Government will work with the apparent successful offeror to establish a structure that is feasible for all parties.
