STATEMENT OF WORK (SOW)

FOR

OHARNG ROCKWALL INSPECTION AND CERTIFICATION

1.0 Organizational Analysis:

1.1 Army National Guard (ARNG) Source: http://ong.ohio.gov

1.3 Ohio National Guard Vision: To be the first choice! A trusted team of Soldiers, Airmen, and Civilians serving our Communities, State, and Nation through agility, collaboration, excellence, and leadership.

1.4 Organization: The Ohio Army National Guard (OHARNG) Recruiting and Retention Command (RRC) recruits Soldiers, both officers and enlisted, to meet the needs of the OHARNG; begins their transformation from civilian to Soldier; and acts as the OHARNG’s Liaison with the American people.

2.0 Technical Specifications:

2.1 The following technical specifications are of the requested services to be delivered. The following specifications are not directives on how the services are too be provided, but what is required to successfully support the task order objective. The contractor is encouraged to exceed these minimum technical specifications to demonstrate its technical, strategic, operational, and administrative expertise in support of the customer's organizational and departmental objectives. NOTE: All plans, reports and program shall be reviewed and approved by an authorized government official prior to release. The contractor is responsible for the following tasks, as outlined below from paragraph 2.2-2.7 and all associated sub paragraphs. The applicable task will be applied to three (3) Spectrum Sports Rock Walls, and one (1) Extreme Engineering Rock Wall; each with four (4) routes on auto belay.

2.2 Inspect and document the following areas in relation to the Auto Belay System:

2.5 Inspect and document the following areas in relation to the Trailer Assembly:

2.5.1 Trailer Welds

2.5.2 Axle/Bearing

2.5.3 Battery

2.5.4 Brakes

2.5.5 Breakaway assembly

2.5.6 Lights/plugs

2.5.7 Remote Pendant

2.5.8 Tires

2.5.9 Hydraulic pump

2.5.10 Hydraulic Lift Cylinder

2.5.11 Jack and Hitch

2.6 Service items that are documented as a ‘fail’ in the inspection, note any remediation services and the final serviceability of each item.

2.7 Train and certify Service Members annually in the maintenance, transportation, and Operational Procedures of the assigned rock wall in accordance with the most up to date owner and operator manual.

3.0 Additional Requirements:

3.1 Service provided will be on an annual basis. Service windows may very as long as no more than 365 days will elapse in-between services.

3.2 Provide documentation for inspection and services noting failures and remedies with pictures.

3.3 Provide documentation for training to include Service Members attendance, all applicable scores and certification certificates.

3.4 Something about submitting invoice through Wide Area Workflow.

4.0 Miscellaneous:

4.1 Performance under contract:

4.1.1 Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months whereas no less than one inspection per wall will be conducted and five 12-month option years whereas no less than one inspection per wall will be conducted. The Period of Performance reads as follows:

4.1.1.1 Base Year:01 March 2019 - 29 February 2020
4.1.1.2 Option Year 1:01 March 2020 - 28 February 2021
4.1.1.3 Option Year 2:01 March 2021 - 28 February 2022
4.1.1.4 Option Year 3:01 March 2022 - 28 February 2023
4.1.1.5 Option Year 4:01 March 2023 - 29 February 2024
4.1.1.6 Option Year 5:01 March 2025 - 28 February 2025

4.1.1.7 NOTE: Actual dates will be dependent on contract award date and contractor national rotation. Contractor may be required to conduct services outside individual national rotation per the needs of the Ohio Army National Guard.

4.2 Definitions:

4.2.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

4.2.2 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

4.2.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government designated by the KO to monitor contractor performance. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

4.2.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

4.2.5 DELIVERABLE. Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.

4.2.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

4.2.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

4.2.8 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

4.2.9 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

4.2.10 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

4.2.11 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
