PERFORMANCE WORK STATEMENT (PWS)

1.0 General:
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Temperament Intelligence Services, as defined in this PWS.
1.2 Background: Air National Guard (ANG) Diversity and Inclusion Office (NGB-CFD) is a functional proponent of the National Guard Bureau (NGB) staff, and provides operational management for all ANG Diversity and Inclusion functions similar to all Air Force Major Commands (MAJCOM). The ANG Diversity and Inclusion Office serves as the equivalent to the Chief of Diversity and Inclusion Office in any MAJCOM headquarters. The Temperament Intelligence certification training has been the foundational diversity and inclusion training provided to the NGB since 2011.
This requirement is intended to meet the requirements set forth in Executive Order 13583, Establishing a Coordinated Government-wide Initiative to Promote Diversity and Inclusion in the Federal Workforce. Delivering consistent and coherent education and training about diversity and inclusion throughout the ANG supports the development and maintenance of an inclusive culture that can attract, recruit, develop, and retain the best of the nation’s diverse talent pool, including those in majority populations. Building upon the foundation of mutual respect for all, the ANG will work to develop the skills of all Airmen throughout the ANG lifecycle to understand the value of diversity and to lead inclusively, in order to provide strategic advantage in Air Force operations.
The purpose of this effort is to certify ANG Human Resource Advisors (HRAs) and strategic educators to deliver diversity and inclusion training/education that enhances team performance and mission readiness. Temperament Intelligence (TI) certification course encompass 4 Lenses and Deployment Readiness into one certification program.
This 3-day certification program is an off-the-shelf training course that provides HRAs an efficient and economical method to deliver an instructional design architecture of diversity training at all levels of the organization. TI certification training course integrates the use of a proven personality assessment that incorporates 4 distinct colors (Gold, Blue, Green, and Orange) to provide HRAs a solid foundation in understanding the innate and potential talents of self and individuals. TI certification enables HRAs to refine facilitation skills, while gaining a comprehensive look at the unique temperaments within their organization and to confidently provide advisement to senior leadership on diversity related topics that affects mission and personnel readiness.
