Pre-Solicitation W9133L-18-R-0031 (NGB- Logistics Integration)

Q1) Incumbent (Current Contract)?

A1) W9133L-15-C-0032

Q2) Are you still on track for a final solicitation by the end of this month?

A2) The Final Solicitation is currently under Policy Review. We will post Solicitation W9133L- 18-R-0031 once it is approved. Hopefully, before the end of July. Possibly August.

Q3) Formal response required for the pre-solicitation?

A3) No. This pre-solicitation has been posted for interested / qualified vendor review and proposal preparation as well as question submittal, should there be any. There are no submittal requirements for pre-solicitation W9133L-18-R-0031.

Q4) The draft SOW does not provide detail as to the specific tasks involved with the project making it difficult to respond to the solicitation and to price. Can you provide a more detailed SOW which may include labor categories and FTEs?

A4) The Performance Work Statement (PWS) Paragraph 5.0 Requirements provides detailed information on specific task. For example para 5.1 states: Army Campaign Plan (ACP) and Army National Guard Campaign Plan (AGCP): The Contractor shall conduct an ongoing review of the ACP to identify ARNG logistics equities, requirements and scope of impacts within the ACP on ARNG logistics roles, responsibilities, and missions. This review will coincide with the semi-annual review of the ACP. The Government estimates the review of the ACP will be required one time per month and the semi-annual review of the ACP will be required twice per year. Paragraph 5.2 states: The Contractor shall utilize the Task Management Tool (TMT) to monitor, and follow-up on TMT actions for the ARNG G4 Directorate. The Government estimates that TMT will need to be accessed a minimum of one time per week.

Review Para 5.0 thru 5.12.2 for all specific task.

The Government will not require a specific amount, mix, type, etc. of labor categories. It is up to each vendor to provide what they feel is the proper labor mix and categories to fulfill the requirement.

Q5) Is there a small business liaison that I may ask any additional questions too?

A5) Mr. Harry F. Shank, harry.f.shank.civ@mail.mil mailto:harry.f.shank.civ@mail.mil

Q6) Can the Government provide the minimum annual required hours per labor category for key and non-key personnel to provide logistics integration support, as defined in the Performance Work Statement (PWS).

A6) The Government will not require a specific amount, mix, type, etc. of labor categories. It is up to each vendor to provide what they feel is the proper labor mix and categories to fulfill the requirement.

Q7) Instead of PPQs can we use CPARS?

A7) See Page 58 of 6, Instructions to Offerors Pre-Solicitation W9133L-18-R-0031

Q8) Discrepancy- I noticed a NAICS code discrepancy. On FBO site it states 541611 and on the Sol draft docs it states 541614.

A8) Modified to reflect 541614: Professional, Scientific, and Technical Services/541614 -- Process, Physical Distribution, and Logistics Consulting Services

Q9) Will the government consider providing FCL Secret – sponsorship to the successful offeror?

A9) Review Performance Statement of Work (PWS) paragraph 1.4.5.1.3 thru 1.4.6.2 regarding security requirements. Personnel performing the task listed in the PWS para 5 are required to have a “SECRET” security clearance. See para 4.2 “Secret Facility Clearance: The Contractor shall possess or be eligible to receive and maintain a SECRET facility clearance from the Defense Security Services. The Contractor’s employees performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industry Security Clearance Office. The RA will submit a DD Form 254 on behalf of this requirement.”

• Provides the Army 39% of its operational forces, and

• Operates and manages nearly 42% of the Army’s manned and unmanned aircraft.

In terms of Scope and Level of Effort (LOE) estimates on this Firm-Fixed-Price (FFP) Draft Solicitation CLINs, can the Government confirm that all of the above NGB attributes are encompassed within this draft solicitation?

A11) Personnel performing the task identified in the Performance Work Statement (PWS) provide analysis and support for the entire Army National Guard. Q13) In terms of Scope and Level of Effort (LOE) estimating on this Firm-Fixed-Price (FFP) Draft Solicitation, will Offerors be able to gain access to and review these documents at or before the time the solicitation is issued because we believe this data helps Offerors with their proposed solution with regard to Scope, LOE, Staffing, and Pricing. Without access to these documents until after the contract is awarded and a COR is assigned, Offerors may not have accurate policy assessments for their Technical Approach.

A13) Documents are provided.

Q14) What does the scope of work involve?

A14) Review Para 5.0 thru 5.12.2 for all specific tasks

Q15) Is it small parts or large, oversized equipment? Will there be haz-mat included? Will it require importing or exporting or domestic only?

A15) The personnel assigned are not material handlers. The Performance Work Statement (PWS) Paragraph 5.0 Requirements provides detailed information on specific task. For example para 5.1 states: Army Campaign Plan (ACP) and Army National Guard Campaign Plan (AGCP):

The Contractor shall conduct an ongoing review of the ACP to identify ARNG logistics equities, requirements and scope of impacts within the ACP on ARNG logistics roles, responsibilities, and missions. This review will coincide with the semi-annual review of the ACP. The Government estimates the review of the ACP will be required one time per month and the semi-annual review of the ACP will be required twice per year. Paragraph 5.2 states: The Contractor shall utilize the

Task Management Tool (TMT) to monitor, and follow-up on TMT actions for the ARNG G4 Directorate. The Government estimates that TMT will need to be accessed a minimum of one time per week.
