Special Notice of Award Date: 27 February 2018 North American Industrial Classification Standard: 511210 – Software Publishers Contracting Office: NGB Headquarters, 111 S. George Mason Dr, Arlington, VA 22204-1373 Solicitation: W9133L-18-Q-1001
Point of Contact: Derrell Wright at derrell.k.wright.civ@mail.mil Anticipated Award Effective Date – 1 May 2018
The National Guard Bureau (NGB) Contracting Office intends to award to and procure from Micro Focus, Inc., under the authority of the 41 U.S.C. 253 (c) (d) (1) a subscription of the Micro Focus ACUCOBOL software licenses with support and maintenance. Micro Focus, Inc. provides ACUCOBOL–GT software, support and maintenance that supports 54 States and Territories. Micro Focus, Inc. provides a proprietary software capability that enables the National Guard to provide Runtime (459 licenses) and Developmental (7 licenses) software support (consisting of: HP Itanium running HP-UX 11.23i v2 64 Bit, Version 8.0), to 54 States and Territories. This is support for one year with no option periods. The purchase will be made using Simplified Acquisition Procedures as authorized by FAR 13.106-1 (b), soliciting from a single source.
Market research has established Micro Focus, Inc. as the sole proprietary provider of ACUCOBOL software license, support and maintenance. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Please send your documentation to Derrell Wright at the office identified above, or by e-mail to derrell.k.wright.civ@mail.mil. Reponses should be received within 15 calendar days, after the date of publication of this notice for review by the Government.
Rationale:
The National Guard Bureau (NGB) has been utilizing ACUCOBOL-GT, which comprises 40% of the Automated Fund Control Order System/Jumps Standard Terminal Input System (AFCOS/JUSTIS) application since 2002 which is used by NGB financial support areas, such as Standard Finance System (STANFINS), and States Accounting Budgeting System (SABS) Order System. NGB is purchasing the Micro Focus Inc., ACUCOBOL-GT Software License and Maintenance Support; ACUCOBOL-GT Runtime is necessary for the continued operation of AFCOS/JUSTIS; this is a critical application that is used extensively by the Army National Guard (ARNG). Without maintaining ACUCOBOL the AFCOS/JUSTIS application in NGB will not be able to sustain operations. AFCOS/JUSTIS is the system that is used to provide National Guard financial support for personnel. Micro Focus will provide ACUCOBL-GT software support and maintenance for the National Guard Bureau to continue supporting the current ACUCOBOL-GT infrastructure within the 54 states and territories. The Government wishes to procure this license, support and maintenance from the current vendor as well as develop any other vendors (authorized Micro Focus Software provider) to ensure no lapse in current and future capability requirements. The license support and maintenance will be procured as Lowest Priced Technically Acceptable (LPTA).
