Department of Army FAR Part 6 Justification and Approval for Other than
Full and Open Competition
1. Contracting Activity: National Guard Bureau, Operational Contracting Division at 111 S. George Mason Drive; Arlington, Virginia 22204.
2. Description of Action: The Government requests a firm-fixed-price, with Tiber Creek Consulting. The Government projects award for March 2017 and fiscal year 2017 operations and maintenance funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: The purpose of this contract is for the ARNG to obtain system engineering support services to conduct the complete re-constitution of the Reserve Component Management System (RCMS) from source code to validated compiled production code with the necessary development and test environments, tools, code, scripts, procedures, models, dictionaries, instructions and documentation, in order for the ARNG to manage and maintain the software. Due to the planned integration with Integrated Personnel and Pay System – Army (IPPS-A), this effort shall be complete no later than June 2017. The total dollar value of this acquisition is with a period of performance of March 2017 to June 2017.
4. Authority Cited: 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2, Unusual and compelling urgency.
5. Reason for Authority Cited:
(a) The primary reason behind this urgent requirement is driven by the need to conduct migration of some data from RCMS to the Army’s IPPS-A system. IPPS-A is a web-based HR system that provides integrated personnel and pay capabilities and a comprehensive HR record for all Soldiers in theActive Component (AC), U.S Reserve (USAR), Army National Guard (ARNG). The National Guard’s RCMS modules will eventually be subsume by IPPS-A in the coming years. In order to achieve this migration, IPPS-A integration team must have all base line compliable code from the RCMS provided to the IPPS-A program office no later than June 2017. The impact is if the source code does not get properly transferred to the G1, IPPS-A will not be able to properly adjust and change modules within the RCMS suite, which will result in dramatic delays to the entire IPPS-A integration through all three components. In order to ensure proper data transfer, the Army National Guard is in need of urgent support in understanding the process of compiling the RCMS code to provide the Government with refined processes to manage changes within the RCMS system. In other words, the National Guard needs explicit support and instructions on how to compile the RCMS code in order to facilitate the transition to IPPS-A.
