Special Notice Date: 03 November 2015 North American Industrial Classification Standard: 541511 – Custom Computer Programming Services Contracting Office: Army National Guard, Army Contracting Office (ARNG-PARC AQ); 111 South George Mason Drive, Arlington, VA 22204 RFQ/Solicitation # W9133L-16-R-0016

Point of Contact: Derrell Wright at derrell.k.wright.civ@mail.mil Closing and Response Date – 13 November 2015

The Army National Guard, Army Contracting Office (ARNG-PARC AQ) Procurement Office intends to award a Firm Fixed Price sole source contract to Computer Sciences Corporation (CSC), under the authority of the 10 U.S.C. 2304 ( c ) (1) for Aviation Round-out Maintenance Management Information System (ARMMIS). ARMMIS is a depot-level / retail-level supply management system which includes parts requisitioning and management. ARMMIS combines small depot level aviation maintenance, employee management and retail supply warehousing processes into one complete, integrated system. ARMMIS Legacy is the existing system that is planned to be phased out while the ARMMIS-E (Enhanced) system is being developed to replace it. The requirement requires system maintenance and sustainment for the ARMMIS Legacy system and concurrent finalized development for the future ARMMIS-E system.

ARMMIS Legacy system has been used by the Army National Guard (ARNG) and Theater Aviation Sustainment Maintenance Groups (TASMGs) for over 25 years. ARMMIS Legacy contains 25 years of ARNG and TASMG aviation units related work orders, parts requisitions, repairs and maintenance budgets, and holistic historical and contemporary information. The newly developed ARMMIS-E is not just a version change, but a transformation of how aviation maintenance will be performed in the ARNG.

While it may be possible for others to be experienced in these type of systems, those others would still have to invest significant time in becoming proficient and efficient with both sustaining ARMMIS- Legacy and continuing the deployment of the future state ARMMIS-E simultaneously potentially causing unacceptable significant delays in ARNG aviation maintenance mission requirements.

This is a notice of intent to issue the solicitation on a sole source basis. This notice of intent is not a request for proposals (RFP). Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Telephonic inquiries will not be accepted. Response to this notice must be received no later than 11:00 am Eastern Standard Time, November 13th 2015.

Please send your capability documentation to Derrell Wright by e-mail to derrell.k.wright.civ@mail.mil.
