ATTACHMENT 1

NCSA/PSA Performance Matrixes The purpose of these matrices is to identify Contractor performance in terms of placement of media after award of contract/task order. These matrices serve as a tool to measure how well the Contractor met the terms of the media placement requirements identified in Attachment 5, CLIN 0002 worksheet. For example, if the media plan identifies that 1000 30-second ads will be placed during the “morning drive” daypart for a given state, a rating of “Very Good” will be assigned if all 1000 ads actually air during this daypart. However, if the Contractor does not follow their media plan and they actually place more ads in this daypart, the Contractor may receive a lower performance rating. Specifically, the Government is working to ensure that the National Guard’s ads airtimes are not redistributed to the detriment of the Government. The end goal is maximize compliance with the stated media plan listed in Attachment 5.

*NOTE: The Government has found a steady increase in State Level ROI performance percentages has a strong correlation with the successful involvement of the State MNCOs and working very closely with SBA Executives. The Contractor is strongly encouraged to involve the State MNCOs and SBA Executives to further the NCSA program success and performance ROI percentages. How the Contractor determines the manner in which they achieve a strong performance percentage is ultimately the Contractor’s business decision and shall be demonstrated in the Contractor’s proposal.
