About this file

This is a Justification Review Document for a sole source contract award by the National Guard Bureau. The procurement seeks to award a Firm Fixed Price contract to Infinite Technologies, Inc. (ITI) for Centralized Access for Data Exchange (CAFDEx®) Management Direct Support services and Service as a Solution (SaaS) Flying Hour (FH) Software Suite under the General Services Administration Federal Supply Schedule with contract number W9133L15C0063, originally dated September 29, 2015.

The requirement encompasses CAFDEx® Management Flying Hour Program (FHP) Analysis and Weapon System Sustainment Support services. The National Guard is requesting approval to procure these services as a sole source because ITI is the only vendor capable of providing the supplies and services at the required level of quality, as the supplies and services are unique or highly specialized. ITI's existing Authority to Operate (ATO) on the Air Force network enables immediate deployment of the software suite using a Software as a Service methodology without the approximately 12-month lead time required for alternative solutions to complete system security requirements and obtain their own ATOs. The justification emphasizes that the immediate availability of this off-the-shelf capability is critical to meet HAF reporting timelines and maintain Flying Hour Program Management and Weapon System Sustainment Support capabilities without disruption. Previous competitive solicitations conducted between October 2025 and January 2026 yielded no viable alternative sources. The notice and Limited Source Justification must be posted on SAM.gov for a minimum of 30 days in accordance with FAR 8.405-6(a)(2)(i).
