PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Engineer Research & Development Center (ERDC) Geospatial Research Laboratory (GRL)

1. Background: The government intends to award a single firm-fixed-price award with options for the facilitation of the Leadership Development Program (LDP) at GRL in Alexandria, VA. The purpose of the LDP is to provide federal employees of ERDC-GRL with a formal development opportunity that can help them identify and refine their leadership skills. It also provides employees the opportunity to apply those skills through direct interaction with ERDC leadership and by participation in ERDCs management related functions.

The GRL LDP is a three phase program offered by the US Army Corps of Engineers. Phase I is geared toward self-reflection and team-building; it provides opportunities to explore the potential of leadership. Phase II is aimed at second level LDP participants to help them better understand and take command of their personal strengths. This stage encourages participants to reach out and assume leadership roles within their teams and workgroups. Phase III, or Supervisory, is for supervisors who seek to establish or enhance the knowledge, skills and abilities required for effective supervision. The goal is to develop an understanding of the Army and Corps of Engineers leadership fundamentals and expanded self-awareness and transition the participant to become an emerging leader after the completion of phase I and II.

2. Project Objectives: Project objectives are to provide leadership training to the GRL staff to ensure talents are being fully utilized to successfully accomplish the mission of the US Army Corps of Engineers (USACE), Engineer Research Development Center (ERDC), and Geospatial Research Laboratory (GRL). The objective of the GRL Leadership Development Program (LDP) is to develop results oriented, agile leaders with broad perspectives who lead people and lead change successfully in complex environments as stated in the Engineer Regulation (ER) 690-1-1214.

3. Scope of Work: The GRL Senior Management Team (SMT) will review & rate submitted LDP Phase

I and II applications, then select which applicants will participate in the program. The LDP will be facilitated in-person at the GRL by the contractor. The contractor will align their leadership course competencies with the Department of Defense (DoD) Civilian Leader Development Framework (CLDF) which will be provided by the GRL Contracting Officer’s Representative (COR).

The LDP Phases I, II and Supervisory are implemented over a nine-ten month period each, which includes the completion of various leadership and development training classes; reading assignments related to a variety of leadership and development topics; training sessions that will address leadership qualities and organizational topics. Participants will complete a group project and may be asked to brief at a staff meeting and/or Town Hall meeting. Special briefings, meetings, and events may be presented as additional opportunities. During the ERDC LDP week, LDP Phase II participants will travel to Vicksburg to visit the Commander or Deputy to the Commander, lab Directors or Deputy Directors, and ERDC Executive Office to learn about leadership styles and values involved in leading people. Participants will be asked to provide feedback concerning their experiences in the program.

The Geospatial Research Laboratory (GRL) offers LDP Phase I for one year and then offers LDP Phase II the next year. LDP Supervisory is offered every year simultaneously with either Phase I or

II.

Phase I – maximum twenty (20) participants (GS 9-13) Phase II – maximum six (6) participants (GS 9-13) Supervisory – maximum five (5) participants (GS 14)

CENTRAL STANDARD TIME (CST) TUESDAY, 13 NOVEMBER 2018.

The Government intends to issue a firm fixed price contract in response to this solicitation. In quoting, the Contractor shall provide its TOTAL PRICE to complete ALL services outlined in the PWS.

Offerors are required to have an active System for Award Management registration, no active exclusions, and BOTH FAR AND DFARS representations and certifications completed by the quote submission due date in order to receive a Department of Defense contract award. Ensure that all representations and certifications, required by this Request for Quote, are either included in the online FAR and DFARS report, and/or included with your quote submission.

Quotes shall include the following sections: technical capability, past performance, and price.

TECHNICAL CAPABILITY – Quotes shall demonstrate that all instructors/facilitators are subject matter experts (SMEs) in the competencies being taught in each respective course. Quotes shall clearly identify the instructor/facilitator for each of the sixteen (16) courses required by the Performance Work Statement (PWS) for the base year of services. Qualifications shall demonstrate an evident correlation to the critical knowledge and experience necessary for successful execution of all courses identified in the PWS. If the quoter chooses to utilize resumes to demonstrate staff qualifications; resumes shall be sanitized of all identifying information, and shall only include experience relevant to the tasks of the PWS.

PAST PERFORMANCE – Quotes shall demonstrate successful past performance of at least (one) 1, but not more than three (3), recent and relevant efforts of similar size and scope. For the purposes of this solicitation, recent means an effort that has been successfully completed within the last two (2) years from the date of this solicitation issuance; relevant means that the scope represented professional training as the preponderance of the effort.

PRICE – Quotes shall include a fixed price for each Contract Line Item Number (CLIN) represented in section B.

Each course shall be quoted on a fixed price basis, to include all costs associated with successful completion of the respective course (travel, course material development, post-course reports and deliverables to the COR, etc.).
