PERFORMANCE WORK STATEMENT (PWS)

Evaluation of Web-based Application for Threatened/Endangered Species Climate Change Vulnerability

a. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research

Laboratory (ERDC-CERL) is currently developing and testing a web-based application for assessing vulnerability of threatened/endangered species to climate change. Existing vulnerability assessment frameworks (i.e. NatureServe Climate Change Vulnerability Index) are available and in use but web-based software, on platforms accessible by Department of Defense, is needed. The web-based application will allow assessment of climate change vulnerability for threatened/endangered species that occur on military lands, including analyses of species-specific life history traits and regional climate predictions to produce vulnerability indices. ERDC- CERL seeks assessment and subject matter expertise in species vulnerability assessments to transition current assessment tools into a web-based application and evaluate ease of use by DoD personnel.

b. OBJECTIVE: The objective of this effort is to develop and test a web-based application for assessing vulnerability of threatened/endangered species to climate change. ERDC-CERL will be responsible for application development but require subject matter expertise in species vulnerability assessments to assure accuracy of analyses and transition to DoD personnel. ERDC-CERL seeks assistance in developing databases that underlie vulnerability assessments, subject matter expertise in developing vulnerability calculations/indices and evaluation of user experience of beta applications. Results of evaluations and transition experience will be compiled into report that will be used for future deployment of web-based application on DoD platforms.

c. MAJOR REQUIREMENTS: In order to accomplish the above objective, the Contractor shall complete the following tasks:

a. Task 1. Conduct QA/QC and SME analyses on beta versions of web-based application and underlying databases. The contractor shall evaluate a beta version of the web-based climate change vulnerability assessment application and backend databases that are used in analyses. The application and databases shall be provided by ERDC-CERL. The Contractor shall perform evaluations to validate the application delivery method as well as the format and output of the application and separately report any issues found with the module itself including any formatting, navigation and display issues found with the applications, or issues with the module’s performance, vulnerability analyses or functionality. Issues found shall be reported to ERDC-CERL at the end of each test with a final issue report at the end of the task. The contractor shall provide ERDC-CERL a written report detailing 1) the validity and robustness of the data and accompanying citations included in the databases and 2) an evaluation of performance and functionality of beta version of the application.

b. Task 2. Evaluate user experience of beta version of web-based application. The Contractor shall work directly with pilot installations to evaluate the user experience for the web-based application. A minimum of three installations (locations to be determined based on results of Task 1) will be included in user experience evaluations. Evaluations can be conducted in-person or virtually. Application evaluation will include user ease of use, functionality, and performance. The contractor shall provide ERDC-CERL a written report detailing their evaluation of the application, any anticipated issues with technology transfer and suggestions for improvement.

4. GOVERNMENT-FURNISHED SUPPORT/INFORMATION/PROPERTY: The government will provide access to backend database files, existing graphics files, access to source code, access to current production and development versions of the applications, and descriptions of application functionality requirements or considerations. Additionally, project team members will be available to discuss application workflows and current behaviors. Regarding clauses DFARS 252.204-7012 and -7020 none of this is considered CUI data.

5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): The ERDC CERL COR for this task order will be appointed in accordance with DFARS 252.201-7000, and a copy of the designation letter will be provided to the Contractor. Although other Government personnel may clarify technical points or supply relevant information to the Contractor regarding this task order, only a Contracting Officer has the authority to revise any requirements in these specifications, including those resulting from verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer.

The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationship exists or will exist under the contract between the Government and the Contractor’s employees.

6. MEETINGS AND REVIEWS: The contractor shall attend the following:

a. A kickoff meeting, via telephone or web-based platform, shall be held no later than 30 working days after award.

b. Speak telephonically or via web-based platform with the Engineering Research and Development Center-

Construction Engineering Research Laboratory (ERDC-CERL) Contracting Officer’s Representative (COR) monthly, as a minimum requirement, at mutually agreeable times and dates, to discuss progress to date and anticipated problems, and to ensure that the Contractor's work is compatible with ERDC-CERL work on other aspects of the project. Periodic progress meetings via telephone shall be scheduled monthly throughout the contract performance period.

7. TRAVEL REQUIREMENTS: The contractor shall travel as follows:

a. Travel may be necessary to pilot installations for user experience evaluation, if deemed necessary as part of Task 2, above.

8. REPORTS/DELIVERABLES: The Contractor shall submit the following reports/deliverables to the ERDC-

CERL COR, or to the required reporting system specified, within the time specified:

a. Monthly Reports - Reports describing progress on the project, results obtained, and lessons learned shall be submitted to the COR via email no later than the 10th calendar day following the reporting period. These reports shall be as of the last day of the month, and the first and last report may cover more than a month with prior concurrence of the COR.

Invoices for partial payment shall be submitted to coincide with submission of the monthly progress reports, and a copy shall be included as an attachment in WAWF (see Section G). No partial payment will be approved unless the government has received all progress reports which are due.

b. A final report documenting the results of all work performed under this award shall be submitted to the COR at the end or the period of service. This report shall contain details and results of the application evaluation, any anticipated issues with technology transfer and suggestions for application improvement.

c. DD Form 882: The Contractor shall submit DD Form 882(s) in accordance with Section I, Clause No.

252.227-7039, “Patents – Reporting of Subject Inventions” of the basic contract. If the period of service of this task order is not in excess of twelve (12) months, an interim DD Form 882 is not required.

11. ANTI-TERRORISM/OPERATIONAL SECURITY:

a. Access and General Protection/Security Policy and Procedures - All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

b. For contractors who do not require CAC, but require access to a DoD facility or installation -

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

12. PERIOD OF SERVICE: All work to be performed shall be completed no later than twelve (12) months after award.
