DESCRIPTION OF REQUIREMENTS

Description of Requirement

Ultraviolet (UV) Light Reactor System

Background:

The benchtop studies conducted at CERL have indicated UV-C irradiation of cyanobacteria and their associated cyanotoxins can be useful for suppression of Harmful Algal Bloom (HAB) growth and destruction of hazardous cyanotoxins. However, in order to address HABs, which can be dynamic and varying in scale, a mobile UV reactor is needed. Specifically, this contract seeks to fulfill the need for a channel UV reactor that the government will attach to the platform of a commercial pontoon boat for a mobile HAB remediation project.

Brand name or equal: the UV3000PTP system from Trojan Technologies Inc. meets the technical requirements of our desired UV reactor system, specified below. However, we are willing to consider all brands and models of reactor systems that meets or exceed our technical specifications.

Requirements:

The government requires delivery of a UV reactor that meets the following specifications:

1. The UV reactor system shall be capable of treating 580 liters per minute (LPM) of raw/untreated HAB-contaminated surface water at 60% UV transmittance (UVT) with a dose of 40 mJ/cm^2 and an energy requirement less than 1000W and 10amp current draw.

2. The UV reactor system shall be capable of continuous flow operation.

3. The UV reactor system shall be a flow-through, open channel-style reactor with a horizontal lamp configuration (i.e., lamps are parallel to flow).

4. The UV reactor system channel shall be comprised of or coated with a corrosive-resistant material suited for use conditions with sustained exposure to raw/untreated HAB-contaminated surface waters.

5. The UV reactor system shall have a dry weight less than 500lbs and should be able to be moved with a crane or appropriately rated telehandler or forklift.

6. The UV reactor system shall have dimensions such that a width is less than 24in., height is less than 18in, and length is less than 108in.

7. The UV reactor system shall be outdoor rated (for operation and storage).

8. The UV reactor system shall come fully equipped with power distribution receptacles and include all necessary physical and electrical controls to ensure safe and efficient operation.

9. The UV reactor system shall include a monitoring system that allows for real-time UV intensity measurements within the reactor, an alarm system for low intensity, and tracking of lamp age.

10. The UV reactor system shall include a water level control system with a low water sensor.

11. The UV reactor system shall include a lamp cleaning support system.

12. The UV reactor system shall be self-cooling such that no cooling equipment is required during operation.

13. The UV reactor system shall be ruggedized for interstate transport and low-speed (< 5 mph) transport on packed gravel roads.

14. The UV reactor system shall be capable of operating with power from a portable gas-powered generator (3600W / 120V 1Ph / 60Hz / 30A)

15. All key components of the UV reactor system shall be accessible to operators for maintenance.

16. The UV reactor system shall be constructed of materials that ensure outdoor storage and use conditions year-round for at least three (3) years.

17. The UV reactor system shall use UV lamps that are easily and quickly replaceable without tools.

Delivery to ERDC-CERL is required 60 days from date of award. An operation manual shall be included with the delivery.
