PERFORMANCE WORK STATEMENT
Metal 3D-Printing Consultation for KUKA Robotic Arm
1. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research
Laboratory (ERDC-CERL) is the lead laboratory for three-dimensional (3D)-printing research. In the past four to five years, ERDC-CERL has proven the capability to print structures in place using a gantry-style system to position a concrete extrusion nozzle. There exists a requirement to print smaller objects such as barriers and to repair structures using robotic technology. ERDC-CERL has obtained a KUKA rail-mounted industrial-grade robotic manipulator arm for use in automated 3D-printing research. The robotic manipulator arm is being used for the purpose of developing large-scale 3D-printing techniques.
2. OBJECTIVE: The objective of this requirement is to assist the Engineer Research and Development Center –
Construction Engineering Research Laboratory (ERDC-CERL), Champaign, Illinois, in the ability to utilize their existing equipment to print with metal, enabling researchers to automate the 3D-printing process further by creating reinforcement alongside extruded concrete. Metal printing shall use government-furnished KUKA Quantec and rail system with KUKA.SafeOperations.
3. MAJOR REQUIREMENTS: In order to accomplish the work, it shall be necessary for the Contractor to complete the following tasks:
a. Task 1: Visit ERDC-CERL to meet with researchers to provide consultation services for metal 3D-printing using the KUKA robotic manipulator arm. See Section 8 below for the anticipated duration. This consultation shall cover the following topics:
1) The intent is to use the robotic arm to cleanly 3D-print metal supportive structures similar to rebar in aluminum and steel, and the Contractor shall specify a clear method to accomplish this task.
2) Identification of any necessary tooling, with the intent that tooling be integrated into the
KUKA.SafeOperations system, that the government team should consider purchasing.
3) Identification of any additional safety equipment that the government team should consider purchasing.
b. Task 2: The Contractor shall produce a final report with specification of items recommended to be procured, and any services necessary to properly configure the government furnished KUKA Quantec to print with metal. The contractor is not responsible for procurement of any of these items.
4. GOVERNMENT FURNISHED INFORMATION/MATERIALS: The government will provide access to the
KUKA robotic manipulator arm and slide rail, however, this property shall not be removed from the CERL property, and will remain in possession of the government at all times.
5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): A COR will be appointed for this contract in writing in accordance with DFARS Clause 252.201-7000. No Government personnel, other than the Contracting
Officer, shall have the authority to do other than clarify technical points or supply relevant information to the
Contractor regarding this contract. Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an
Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the
Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.
6. NON-PERSONAL SERVICES: The Government and the Contractor hereby understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services, and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under this contract between the Government and the contractor's employees.
7. MEETINGS/REVIEWS: The Contractor shall attend a site visit at ERDC-CERL to meet with ERDC-CERL researchers to provide consultation for metal 3D-printing using the KUKA robotic manipulator arm, to be held at mutually agreeable dates.
8. TRAVEL: The Contractor shall travel for one (1) trip for ten (10) working days (excluding travel) for one (1) person to ERDC-CERL in Champaign, IL, for the consultation site visit.
9. REPORTS/DELIVERABLES: The Contractor shall submit the following to the ERDC-CERL COR:
a. A report documenting (1) the specification of items to be procured, and (2) any services necessary to properly configure the government-furnished KUKA Quantec to print with metal shall be submitted. A draft version shall be submitted no later than forty-five (45) days after award. The COR will provide comments within one (1) week of receipt. A final version, incorporating government review comments if any, shall be submitted no later than the end of the overall period of services specified in Section F below.
b. Accounting for Contractor Services: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S.
Army via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://www.ecmra/mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with
2013. Contractors may direct questions to the help desk at http://www.ecmra.mil/.
