SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

PERFORMANCE WORK STATEMENT

KUKA LIDAR Sensors and Operations Consultation

1. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) is the lead laboratory for three-dimensional (3D)-printing research in additive manufacturing. In the past four to five years, ERDC-CERL has proven the capability to print structures in place using a gantry-style system to position a concrete extrusion nozzle. There exists a requirement to print smaller objects such as barriers and to repair structures using robotic technology. ERDC-CERL has obtained a KUKA rail-mounted industrial-grade robotic manipulator arm for use in automated 3D-printing research. The robotic manipulator arm is being used for the purpose of developing large-scale 3D-printing techniques.

2. OBJECTIVE: The objective of this requirement is to assist the researchers at the Engineer Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL), Champaign, Illinois, in the systems integration of the government-furnished KUKA Quantec and rail system with KUKA.SafeOperations. The set-up of KUKA.SafeOperations will enable researchers to print with concrete, metal, and polymers in KUKA’s automatic mode, freeing up a researcher from holding the dead man switch for the duration of the print. The cell is open, adding complexity to safety requirements, since additional permanent fencing cannot be installed. Any safety system would likely need to be multimodal – monitoring movement into the print space, and monitoring movement within the print space. Setting this up using in-house personnel would require a significant amount of training.

3. MAJOR REQUIREMENTS: In order to accomplish the work, it shall be necessary for the Contractor to complete the following tasks:

a. Task 1: Initial Site Visit – The contractor shall travel to ERDC-CERL in Champaign, IL to meet with researchers, assess the KUKA robot cell, and provide 3D-printing safety integration using the KUKA robotic manipulator arm.

(Serial #: 1232639 --> The large arm currently has the SafeOperation software. Any additional software required schould be included in the cost of the quote)

During this initial visit consulting on how to integrate safetly software to the concrete printing process.

Customization of suggested implementation to account for a concrete print process which considers extrusion speed, and manipulator safety operation. The current operation is in an open cell, so the arm should halt if there is unexpected human movement in the print space.

b. Task 2: Procurement and Installation – The contractor shall procure three (3) Lidar sensors and obtain the

KUKA SafeOperations software/hardware package needed to enable the robot to operate in T1/T2 modes.

Currently the robot does not run in T1 or T2 modes becuase the SafeOperation package is not completely installed. The contractor shall then make a return trip to ERDC-CERL to assist with installation of these items and participate in demonstrating full functionality. The following considerations shall be made in performance of this task:

1) The cell perimeter shall be marked with safety cones, and the robot shall stop when there is unsafe movement into the print space.

2) When the robot must stop for safety reasons, a signal shall be sent to stop the flow of concrete as well, compliant with KUKA signaling protocols.

3) The Contractor shall provide delivery of the tooling and systems integrator for the KUKA robotic manipulator arm.

4. GOVERNMENT FURNISHED INFORMATION/MATERIALS: The government will provide access to the KUKA robotic manipulator arm and slide rail, however, this property shall not be removed from the CERL property, and will remain in possession of the government at all times.

5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): A COR will be appointed for this contract in writing in accordance with DFARS Clause 252.201-7000. No Government personnel, other than the Contracting Officer, shall have the authority to do other than clarify technical points or supply relevant information to the Contractor regarding this contract. Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.

6. NON-PERSONAL SERVICES: The Government and the Contractor hereby understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services, and the parties recognize and agree that no employer-employee or master-servant relationships exist or will exist under this contract between the Government and the contractor's employees.

7. MEETINGS/REVIEWS: The Contractor shall attend two (2) site visits at ERDC-CERL to meet with ERDC- CERL researchers and assist with integration as described in Section 3 above, both to be held at mutually agreeable dates.

8. TRAVEL: The estimated duration for each of the two (2) trips in Section 7 above is five (5) working days (excluding travel) for one (1) person to ERDC-CERL in Champaign, IL.

9. REPORTS/DELIVERABLES: The Contractor shall submit the following to the ERDC-CERL COR:

a. Delivery of the tooling and systems integrator for the government-furnished KUKA robotic manipulator arm shall be shipped to ERDC-CERL no later than forty-five (45) days after award. Installation shall be completed no later than the end of the overall period of services specified in Section F below.

b. Accounting for Contractor Services: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S.

Army via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://www.ecmra/mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil/.
