SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 07-Sep-2016 11:59 AM to 26-Sep-2016 12:00 PM.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

DESCRIPTION OF REQUIREMENT

Remote Monitoring Systems for the Cathodic Protection Systems, Selden Lock Upper Gates

This purchase is for BORIN brand or equal items. Salient characteristics of such products along with the required quantities are as follows:

1. We require four (4) Remote Monitoring Units (RMUs) for automatically monitoring the analog output of the four (4) existing IR Free Stelth 7 Cu‐CuSO4 reference electrodes (Borin

Manufacturing Model SRE HCP AC20 ) which are installed on the Downstream side of the

Upper Gates at Selden lock. Each RMU will be dedicated to monitoring the outputs of one of the four Stelth 7 Cu‐CuSO4 reference electrodes. The reference electrodes have the following analog outputs:

AC mV on AC coupon

AC mV on Structure

DC mV potential on Structure

DC mV Native potential

DC mV Test coupon ( Requires RMU to convert to current density)

The required RMU Specifications are as follows:

Cellular GSM Communication includes antenna to upload to data center

Communication Protocol 1 modbus

Operating temperature: ‐40°C to +85°C

Humidity: 0 to 95%

Analog Monitoring 5 Channels Minimum Configurable to:

o Structure Potential o DC Coupon IR Free Potential o DC Native potential o DC Current Density o AC Coupon Potential o AC Current Density

• Digital Control 1 channel for on–off potential

• Powered by replaceable long life battery for minimum 10 year life under normal operating conditions

2. We also require two (2) Remote Monitoring Data logging and Control Units (RMCU) for monitoring the existing two (2) cathodic protection rectifiers. (There is a cathodic protection rectifier on each side of the lock dedicated to one of the upstream miter gates.)

The required RMCU Specifications are as follows:

• Channels (minimum)

1 Analog Monitoring Channel 0‐30 V for Rectifier 1 voltage

1 Analog Monitoring Channel 0‐30 V for Rectifier 2 voltage

1 Analog Monitoring Channel 0‐100mV for Rectifier 1 current shunt voltage

1 Analog Monitoring Channel 0‐100mV for Rectifier 2 current shunt voltage

1 Analog Monitoring Channel 0‐10 VDC for external sensor 1

1 Analog Monitoring Channel 0‐10 VDC for external sensor 2

1 Analog Monitoring Channel 4 to 20 ma for external sensor 3

1 Analog Monitoring Channel 4 to 20 ma for external sensor 4

1 Digital Control Channel 60 VAC / 0.9 Amp minimum relay for interruption

Rectifier 1

1 Digital Control Channel 60 VAC / 0.9 Amp minimum relay for interruption

Rectifier 1

Overvoltage protection for analog Channels and AC input

• Channel resolution minimum 10bit A/D

• Internal data‐logger stores minimum 500,000 readings

• Synchronized interruption of rectifiers by internal clock or by GPS receiver

2 mercury relays for rectifier interruption

• 110 VAC or 12‐24 VDC power supply

• Battery back‐up

• Stainless steel enclosure

• GSM communications includes antenna to upload to data center

3. One year online data center service for each RMU and RMCU, to include data integrity and full graphical interface.

4. Installation and Commissioning: All components shall be installed by the contractor on site.

Installer shall have a minimum of 5 years experience installing and commissioning cathodic protection RMU/RMCU systems. Components shall be shipped to ERDC CERL for inspection prior to installation. ERDC CERL will ship the components to the site for installation. USACE will provide mounting brackets at each RMU and RMUC installation location and all

Reference cell lead wiring will be provided and in place by USACE at Selden Lock prior to contractor installation of the RMU and RMUC . USACE will provide all equipment needed to access installation locations on site.
