About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the U.S. Army Corps of Engineers, W2SD Endist New England, for solicitation W912WJ26QA104 effective 26 May 2026.

The amendment addresses an industry question regarding delivery timeline feasibility and revises the supply requirement for one new Electric Low Speed Vehicle (eLSV) to be delivered to the Cape Cod Canal Project in Buzzards Bay, Massachusetts. The primary change extends the delivery requirement from 90 calendar days to 130 calendar days from contract award, responding to manufacturer lead time estimates of 120 days. The amendment also emphasizes that the mandatory solicitation survey must be completed in its entirety and returned with quotes, and vendors must review the Addendum to 52.212-1 and Addendum to Evaluation for instructions and evaluation criteria, with failure to comply potentially resulting in non-responsive quotes being removed from consideration. The solicitation closing date remains 29 May 2026 at 2:00 PM Eastern. The eLSV must be street-legal, powered by a 10.2kWh/200ah lithium battery suitable for cold weather operations, include a digital instrument cluster with reverse camera, electric cab heater, Bluetooth stereo, hydraulic braking system, fixed pickup bed rated for 1,100 lbs, and meet minimum dimensions of 118 inches length by 50 inches width with 5.6 inches ground clearance. The vehicle must be white, include a 12-month or longer manufacturer warranty, operation and maintenance manual, certificate of ownership, and have a designated service location within 50 miles of the delivery site.
