About this file

This is Amendment 0001 to Solicitation W912WJ26QA068 issued by the U.S. Army Corps of Engineers, New England District, for grounds maintenance services at West Hill Dam in Uxbridge, Massachusetts. The amendment extends the response due date from April 3, 2026 to April 6, 2026 at 2:00 PM Eastern and provides responses to six industry questions and revisions to the Performance Work Statement. Key clarifications include: trimming will be required only in conjunction with mowing services with no standalone trimming requirement; bulk refuse receptacles for trash disposal are Government-provided and located on-site; the Site Safety and Health Officer may serve dual-hatted roles as working supervisor or crew lead if EM 385-1-1 requirements are met; contractors must report existing damage prior to commencing work with unreported damage assumed to be contractor-caused; the Project Manager and Quality Control Personnel must be physically present at the pre-work conference with no virtual attendance permitted; and the solicitation is set aside for small businesses only, not exclusively for service-disabled veteran-owned or women-owned small businesses.

The Performance Work Statement requires contractors to furnish all equipment, materials, and labor for grounds maintenance across approximately 9.25 acres, consisting of two service items: Item 1 comprises 9 acres of fine lawn mowing at West Hill Dam and Park Recreation Area on a weekly basis for approximately 20 cycles starting May 2026, requiring mowing, trimming, and grounds cleaning; Item 2 comprises 0.25 acres of rough mowing at Wolf Hill Dike D and Sutton Street Gage Station in Northbridge on a bi-weekly basis for approximately 10 cycles starting May 2026. The base year performance period runs May 1, 2026 through April 30, 2027, with two optional years available. Work requires compliance with EM 385-1-1 safety standards, submission of pre-work documentation including Accident Prevention Plan, Activity Hazard Analysis, Site Safety and Health Officer designation, and First Aid/CPR certifications within 14 days of award. Contractors must maintain rotary mowers with protective devices, string trimmers without steel cord, maintain grass heights between 3 and 4.5 inches, and conduct grounds cleaning before mowing. Payment is monthly based on actual services performed at contract unit prices.

REQUEST FOR INFORMATION:

Question 1: PWS Section B, Service Task 2 states that the Technical Point of Contact (TPOC) may determine that trimming is required in conjunction with maintenance work even when mowing services are not required. Since the Bid Schedule only provides Firm-Fixed-Price CLINs for combined mowing and trimming cycles, how should offerors account for these potential standalone trimming events? Will a separate CLIN be established, or should offerors price this contingency into the standard mowing cycles?

Response 1: The Performance Work Statement will be revised. Trimming will be required in conjunction with mowing services. There will not be a standalone requirement for trimming.

Question 2: PWS Section B, Service Task 3 requires the contractor to remove obvious trash and litter prior to mowing and properly dispose of it in "bulk refuse receptacles". Can the Government clarify if these bulk receptacles are provided by the Government on-site, or if the Contractor is responsible for furnishing their own dumpsters and/or off-site disposal?

Response 2: The Performance Work Statement will be revised. Bulk receptables are located on-site and are available for Contractor use.

Question 3: PWS Section A.5.d requires a Level 3 Site Safety and Health Officer (SSHO) to be present at the project site. Given the scale of the 9-acre and 0.25-acre mowing requirements, can the Government confirm if the SSHO may be dual-hatted as the on-site working supervisor or crew lead, provided they meet all EM 385-1-1 requirements?

W912WJ26QA0680001

Response 3: The SSHO may be the same as the working supervisor or crew lead, provided they meet all requirements.

Question 4: PWS Section B, Equipment 2.b states that the contractor will be required to replace any saplings, trees, or shrubs damaged by their operations, and PWS Section B, Service Task 1 holds the contractor accountable for turf damage. Will the Government conduct a joint pre-performance inspection with the awardee to document existing damage to grounds and vegetation to establish a baseline prior to the start of the Base Year?

Response 4: Per the Performance Work Statement, Service Task, 1. Mowing Requirements, "The Contractor shall survey the park or area and report all damage or vandalism to the TPOC prior to commencement of mowing in each area. Any damage found thereafter by the Government's inspector that has not been previously reported by the Contractor shall be assumed to be damage caused by the Contractor's operation, and shall be repaired, replaced, or deducted from the invoice, as determined by the TPOC, at no cost to the Government". Therefore, the Contractor is responsible for reporting any found damage or vandalism prior to commencing work.

Question 5: PWS Section A.7 mandates that the Contractor's Project Manager and Quality Control Personnel must be physically present for the pre-work conference. For off-site Prime Contractors utilizing local teaming partners for execution, will the Government permit the Prime's Project Manager to attend virtually, provided the designated on-site Quality Control Personnel /Teaming Partner is physically present to oversee the work?

Response 5: Per the Performance Work Statement, 7. Pre-Work Conference, "The Contractor's Project Manager and Quality Control Personnel will be physically present to attend this meeting", therefore, attendance virtually is not permitted.

Question 6: Is this solicitation exclusively for disabled veterans or women-owned small businesses?

Response 6: Per the solicitation, block 10, this requirement is set aside for small businesses. The solicitation does not state that this acquisition is set aside for service-disabled veteran owned small businesses, or women-owned small businesses.

Any increase in quantity or frequency of services must be negotiated with the Contracting Officer. The Contractor shall not perform any additional services until the issuance of a formal modification signed by the Contracting Officer.
