About this file
This document is an Amendment of Solicitation (Standard Form 30) for a snow removal and sanding services contract for the U.S. Army Corps of Engineers at three locations in Thomaston, Connecticut: Thomaston Dam, Black Rock Lake, and Northfield Brook Lake. The contract covers snow plowing, shoveling, sanding, and salting services for various storm event sizes (less than 3 inches, 3-8 inches, and greater than 8 inches), with estimated quantities ranging from 6-10 service events per location depending on storm severity.
Key requirements include providing a 3/4-ton four-wheel drive truck with a 7-foot plow and sander, pet and concrete-safe walkway salt, and comprehensive safety documentation. The contract period runs from contract award through 31 October 2026, with potential for two additional one-year option periods. Contractors must ensure all service areas are accessible by 7:00 AM daily (8:00 AM for Northfield Brook Lake), with services including plowing parking lots, shoveling sidewalks and entrances, and sanding/salting as needed. The solicitation amendment addresses industry questions about salt usage, clarifies service scope, and provides detailed location-specific service requirements.

RESPONSE 2: Contractors are permitted to use just salt or a sand/salt mixture. Please see the revised Peformance Work Statement.
