About this file

This document is a Pre-Solicitation Notice for the Bar Harbor Breakwater Repair project issued by the U.S. Army Corps of Engineers, New England District.

The proposed work consists of repairing approximately 1,450 feet of the existing breakwater in Bar Harbor, Maine. The repair work includes dismantling, removing, stockpiling, reworking, and reinstalling existing armor stone, as well as acquiring and installing approximately 10,000 to 14,000 tons of new 6 to 10-ton armor stone. The repairs will restore the structure to a design crest elevation of +11.4 feet at Mean Lower Low Water. The estimated construction cost is between $10 million and $25 million, with construction planned to take place over an 8-month period starting in spring 2026.

The Government is seeking responses from both small and large businesses to identify potential constructability challenges related to factors such as stone delivery and staging, accessing the structure, water depths, tidal ranges, weather conditions, side slope construction, and rehandling of existing stone. Interested firms should submit a capabilities package by December 20, 2024 addressing the specified questions. No award information is provided in this document.
