About this file
This is Amendment 0001 to solicitation W912WJ25Q0034, issued by the U.S. Army Corps of Engineers New England District, which extends the solicitation closing date and provides responses to industry questions about the Winhall Brook Stream Bank Stabilization project.
The amendment clarifies several technical aspects: no guardrail installation is required; no surveying is needed as the Government will mark work boundaries; the 210-foot stream bank is to be stabilized in its original location (6-10 feet wide from original bank); the Government will determine the highwater mark; USACE has already obtained Vermont Agency of Natural Resources permits; Cohen Road will be repaired before work begins; and contractors should follow dimensions/slopes in the Statement of Work rather than the Vermont River Manual. The solicitation response deadline is extended from February 20, 2025 to February 21, 2025 at 5:00 PM Eastern.

REQUEST FOR INFORMATION
QUESTION 1: In the informational photo 2 and photo 4, which are included in the project documents, there is a guardrail detailed at the top of the stream bank. However, I did not find any mention of guardrail installation in the statement of work. Is the installation of a guardrail, as pictured in the informational photos, above the scope of work to be quoted?
RESPONSE 1: No, installation of a guardrail is not included in this work. The informational photos (#2) are from the Vermont Rivers and Roads Field Manual. It is the guide that must be followed per the Government’s permit with the Vermont Agency of Natural Resources and serves as an example.
Please refer to Part 4. Execution, of the Statement of Work.
QUESTION 2: The Statement of Work does not mention surveying or layout for the project. What is the expectation for layout of the proposed stabilized stream bank, including project start and project end location, stream bank width, and high-water elevation?
RESPONSE 2: There is no requirement for surveying. The beginning and end of the work area will be marked by the Government prior to the start of work. Per the Statement of Work and existing conditions subsection, there is 210 feet of stream bank required to be stabilized.
QUESTION 3: Is slope to be stabilized in current location or drawn back into channel (original) width?
RESPONSE 3: As specified in Section II.4. Existing Conditions of the Statement of Work, ‘the area of bank erosion varies from six (6) to ten (10) feet in width from the original bank and river channel location.’ The intent is for the slope to be stabilized in its original location.
QUESTION 4: Who is responsible for determining the "highwater mark"?
RESPONSE 4: The Government will determine the highwater mark based on the definition from 33 CFR 329.11(a)(1), “The term ordinary high water mark on non-tidal rivers is the line on the shore established by the fluctuations of water and indicated by physical characteristics such as clear, natural line impressed on the bank; shelving; changes in the character of soil; destruction of terrestrial vegetation; the presence of litter and debris; or other appropriate means that consider the characteristics of the surrounding areas”.
QUESTION 5: Is USACE (U.S. Army Corps of Engineers) the permitting agency, or will the Contractor have to permit the project through the state of Vermont?
RESPONSE 5: USACE has already permitted this work through the Vermont Agency of Natural Resources.
QUESTION 6: Will any repairs be made to Cohen Rd prior to the start of the project?
W912WJ25Q0034
RESPONSE 6: Cohen Road will be repaired and accessible prior to the stream bank work.
QUESTION 7: The dimension of the toe wall and rip-rap slope listed in the ‘’execution’’ on the solicitation contradicts the Vermont River manual's dimensions. Do the dimensions listed in the solicitation override the Vermont River Manual?
RESPONSE 7: The Vermont River and Roads manual (2016) and Vermont Standard River Management Principles and Practices (2015) provides multiple dimension and slope solutions depending on the site features and hydraulic features present. The Contractor should adhere to the dimensions and slopes listed in the Execution section of the Statement of Work.
