ii. Prior to compaction, spread any loose reclaimed material to areas that are less than the desired uniform thickness. The loose reclaimed base course shall be spread to a uniform thickness prior to compaction.

iii. The reclaimed base course material shall be graded so that the finished grade of the asphalt pavement is consistent with existing drainage patterns. The top grade of the compacted reclaimed base course shall be three and a half inches (3.5”) (plus or minus one half inch (0.5”) below the top of the existing pavement grade. The Contractor is responsible for determining the grades of the existing pavement and the new work specified herein.

iv. Any reclaimed base course material remaining at the completion of the project or is found not suitable for use in the work shall become the property of the Contractor and be disposed of off-site.

e. Gravel Base Material – If there is insufficient reclaimed base course material to grade the subbase to the appropriate elevations, gravel base material shall be used and supplied by the contactor. Gravel base material shall be added and blended with the reclaimed base course prior to compaction.

f. Compaction – The reclaimed base course material will be wetted, as needed, and compacted with a power-roller weighing not less than ten (10) tons, or an equivalent vibratory roller. The reclaimed base course material shall be compacted to a firm and even surface satisfactory to the TPOC. The density shall not be less than ninety-five percent (95%) of the maximum density in accordance with ASTM D 1557.

3. Bituminous Concrete Pavement:

a. General –

i. The reclaimed base course shall be prepared as specified herein prior to placement of any bituminous concrete materials. No bituminous materials shall be placed on a surface of the reclaimed base course that has been degraded due to weather. Do not apply bituminous concrete materials if the reclaimed base course material is frozen, wet, or damp. Refer to Section 406.07 of the VTrans Standard Specifications for additional details involving weather and seasonal limitations for applying bituminous material.

ii. The asphalt paving equipment, weather limitations, job mix formula, mixing, construction methods, compaction, finishing, tolerance, and protection shall conform to the requirements of the appropriate sections of the VTrans Standard Specifications for the type of material specified.

iii. Both the Nature Area and Recreation Area shall receive a two inch (2”) compacted thickness binder course and one and a half inch (1-1/2”) compacted thickness wearing course. The surface of the completed bituminous pavement shall conform to the elevations, grades, and crowning of the existing road with a tolerance of plus or minus one half inch (0.5”)

b. Placing Bituminous Concrete Pavement –

i. The base course shall be prepared and compacted to the density specified herein and that the grades and elevations of base course are correct.

ii. Unless otherwise directed, bituminous concrete pavement shall not be placed when the air temperature is below 40 degrees F.

iii. Bituminous concrete pavement shall be constructed in accordance with the specified construction methods of Section 406 of VTrans Standard Specifications.

iv. Place the binder course in one (1) two inch (2”)-thick layer and wearing course in one (1) one and a half (1-1/2”)-thick layer. The thicknesses shall not be less than indicated after compaction. The density of the completed pavement shall conform to the requirements stated herein.

v. Prior to placing the wearing course, verify that the binder course is compacted to the specified thickness and density.

vi. Prior to placement of wearing course, a tack coat shall be applied to the surface of the new binder course. The tack coat shall be applied at a uniform rate of approximately 0.05 gallons per square yard. The binder course shall be cleaned of all foreign matter and loose material and shall be dry prior to placing the tack coat.

The temperature of the emulsion shall range between 75 degrees F and 130 degrees F at the time of application. The application shall be made just prior to placement of the wearing course and shall progress sufficiently ahead of the paving so that the surface of the binder course remains "tacky." Tack coat shall not be applied when weather conditions would prevent the proper application and curing of the tack coat.

The tack coat shall be uniformly applied with an approved applicator.

vii. Where new asphalt pavement meets the existing asphalt pavement, provide a transition area over a minimum of ten (10) feet to provide a smooth transition of new to existing asphalt pavement, if needed.

c. Junction of Bituminous Concrete Pavement with Existing Pavement –

i. The existing asphalt pavement at the start and end of work shall be saw cut to provide a near vertical surface and straight lines to the full depth of the existing asphalt pavement.

ii. The joint between the new and existing asphalt pavement shall be made to conform with Section 406.09(d) of the VTrans Standard Specifications.

iii. All edges of the existing pavement shall be coated with tack coat material prior to placement of any new bituminous concrete pavement.

d. Correcting Deficient Areas –

i. Mixtures that become contaminated or are defective shall be removed to the full thickness of the course.

ii. Edges of the area to be removed shall be cut so that sides are perpendicular and parallel to the direction of traffic and so that the edges are vertical.

iii. Edges shall be sprayed with tack coat. Fresh paving mixture shall be placed in the excavated areas in sufficient quantity so that the finished surface will conform to the lines and grade, and smoothness requirements.

iv. Asphalt paving mixture shall be compacted to the density specified herein. Skim patching of an area that has been rolled is not permitted.

4. Reclaimed Material for Shoulders

i. Place one (1) foot wide shoulders along the outside edge of the access road and parking lot using excess reclaimed material to match the finish elevation of the new asphalt pavement.

ii. If there are insufficient quantities of material acquired through reclamation, additional material of similar size and composition shall be supplied by the contractor.

b. Compaction –

i. Areas of shoulder that cannot be compacted with a roller shall be compacted using a plate vibrator or hand equipment as needed.

5. Field Sampling and Quality Control Testing:

i. Field sampling and quality control testing shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. Testing shall be performed by an approved commercial testing laboratory, or by the Contractor subject to approval of the TPOC.

ii. Field sampling and testing shall be repeated as necessary or as directed by the TPOC to ensure the required thicknesses and compaction are being achieved and that the materials are in compliance with the specifications. Materials not properly placed or areas not properly compacted, or not meeting grade and smoothness requirements shall be removed and replaced at no additional cost to the Government.

b. Bituminous Concrete Pavement –

i. Grade and Surface Smoothness Tests – Comply with the requirements of divisions 400 and 700 of the VTrans Standard Specifications.

ii. Laboratory and Field Density Tests – Comply with the requirements of divisions 400 and 700 of the VTrans Standard Specifications.

iii. Reporting Test Results – Copies of all laboratory and field tests shall be submitted to the TPOC within 24 hours of completion of the test. The recording forms shall include all data collected, calculations, final test results, compaction equipment, number of passes, layer thicknesses, recommendations and changes made in the field based on the test results, the weather conditions, type and number of tests, test instrument calibration data, and any other pertinent data. The Contractor shall maintain current copies of the test reports at the project field office for the duration of the project.

6. Final Clean-up –

i. Remove all debris, rubbish, and excess material from the work area.

ii. Remove excess asphalt material, granular, and reclaimed base course materials from the site and legally dispose of them in an EPA-approved disposal center. Do not allow excavated materials to accumulate on-site.
