SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

REQUEST FOR INFORMATION

Question 1: Is there an incumbent?

Response 1: This is a new requirement, as such, there is no incumbent.

Question 2: Is the terrain fairly flat or are there steep hills involved?

Response 2: Terrain varies for each required service area. Interested vendors are encouraged to conduct a site visit to fully gauge the scope of work. No post award modifications to an awarded Purchase Order will be considered due to failure to conduct a site visit and view existing site conditions. It is the vendor’s responsibility to ensure a complete understanding of site conditions prior to submitting a quote.

Question 3: Are there any permits needed for this project?

Response 3: While the US Army Corps of Engineers, New England District does not require any permits, licenses, or certifications outside of what is listed in the solicitation, it is the vendor’s responsibility to confirm that there are no other permits, licenses, or letters of certification required in accordance with any other applicable federal, state, county, or municipal laws, codes or regulations.

Question 4: There are many trees throughout the project area's that are substantially larger than 4" is it your intention to leave them alone or do you want those removed as well?

Response 4: The intention is to leave vegetation including trees greater than 4” as the Performance Work Statement states “Vegetation includes trees less than 4" DBH, native shrubs and grasses as well as invasive species.”

Question 5: The brush and trees located in the stone walls will do heavy damage to our equipment if we have to mulch them down to 3" height is there any lee way on this height in those areas?

Response 5: The Government does not specify how work shall be completed, hand tools and hand work are acceptable if they achieve the requirement of cut height.

Question 6: We were able to view 2 of the 3 dikes 1 of these has a substantial swamp that you want us to cut, first, are cat tail areas off limits federally ? Also this will cause pretty serious damage to the area by putting the equipment through there repeatedly, what will the Government require?

Response 6: Cat-Tail Sedge is a Threatened State Status Species in Massachusetts and has no special federal legal status. The expectation would be to avoid mowing all State and Federally Listed and Protected Species, all other non-protected species are intended to be cut to a height of less than 3”. As stated in the solicitation under Environmental Protection , “The contractor will take necessary steps to ensure all federal, state, and local environmental regulatory requirements are met at no additional cost to the Government. Assurance of compliance with this section by subcontractors shall be the responsibility of the contractor.”

Regarding the equipment, there is no expectation of means and methods, hand tools and hand work are acceptable if they achieve the requirement of cut height.

Question 7: How can equipment access sites where the trees are more than 4” DBH?

Response 7: If necessary, Contractors may need to consider hand tools and hand work if equipment is unable to access an area.

Question 8: How is the waste expected to be disposed of where machinery cannot enter, such as by riprap?

Response 8: There is access to the areas next to riprap. Additional photos are included as a separate attachment that shows access. The terrain is varied and maybe sloped in some areas, however, there are previously established entryways. It is the vendor’s responsibility to ensure a complete understanding of site conditions prior to submitting a quote.

Question 9: The solicitation states the scope of work as cutting/mowing of all items under 4” diameter. Could you clarify if this material is to be cut and left in place or if removal is expected in this pricing?

Response 9: Vegetation can be left in place. The TPOC shall provide that appropriate location to leave any vegeation that is not mowed/mulched for each service location. Larger vegetation shall be limbed and placed in a neat, reasonable pile in accordance with instructions from the Technical Point of Contact.

Question 10: Can the equipment being used be staged on-site overnight in relative vicinity to the work area or will all machinery need to be removed at the end of the day daily?

Response 10: It is permissible to stage equipment overnight, however, the Government is not liable for any damage to equipment left on-site.

Question 11: There are bodies of water encroaching the dike areas well within the 50’ clearing zone request.

Contract documents state all federal laws/regs need to be followed however we will need clarity if typical no-touch buffer zones and wetland rules apply to these scenarios.

Response 11: Clearing shall be in accordance with the requirements as specified in the Performance Work Statement. Federal Standard defined in Engineering Technical Letter (ETL) 1110-2-583 authorizes clearing within the designated zones as specified. All other federal laws and/or regulations are still applicable as far as access in or around wetlands. There may be areas that are more suitable for clearing during drier periods rather than after significant rainfall, however, coordination shall be with the Technical Point of Contact.

Question 12: Documents state “Contractor shall confirm locations and size of cutting area with staff before performing to ensure entire work area is complete.” What are the approved means of confirmation?

The provided photos are fairly ambiguous in terms of translating to tangible work zones especially for this volume. Will there be a day or two set aside for area marking/approval?

Response 12: Project staff shall address any concerned areas in the Pre Work Conference as well as through the Period of Performance and mark those areas which maybe unclear to the contractor in flagging tape.
