About this file
This document is an Amendment to a Solicitation for Debris Removal Services at the Hopkinton Dam in Hopkinton, New Hampshire (Solicitation No. W912WJ24Q0114). The amendment provides responses to industry questions regarding the scope of work, including the requirements for removing debris throughout the water column (up to 16-18 feet deep) and the lack of plans to lower the river water levels during the work. The Government confirms that a minimum 100-ton crane with a 0.5-yard clamshell bucket is required, and that no dredging of the river bottom will be permitted, only removal of the specified debris. The solicitation closing date remains May 28, 2024 at 2:00 PM Eastern. This procurement is set-aside for small business vendors under NAICS code 561990 with a $16.5 Million size standard.

REQUEST FOR INFORMATION
QUESTION 1: . In regards to Informational Photo 8 which is a photo of the area in front of the intake and trash rack. The photo caption reads that “Debris can be found throughout the entire water column in this area which is approximately 16-18 feet deep.” Is the Government indicating that all the debris, including submerged debris down to the river bottom must be removed?
RESPONSE 1: Yes, please see Section II.Part 4.3. Trash Racks Debris Removal Requirements of the Performance Work Statement for additional information.
QUESTION 2: Does the Government anticipate the lowering of water to access the river bottom to remove debris?
RESPONSE 2: The river will not be lowered to aid in the removal of any of the submerged debris. The USACE staff, with proper notice, may manipulate flows while work is being performed if conditions allow.
QUESTION 3: Is the debris being held in place by a trash rack? Debris is likely to be caught in this rack and cannot be removed until the whole area is drained and the debris cut free by hand.
RESPONSE 3: The debris is held in place against the vertical concrete piers called, “trash racks”, by the force of the water flows. The debris is not “caught” within a metal/steel rack. The river will not be lowered to aid in the removal of any of the submerged debris. The USACE staff, with proper notice, may manipulate flows while work is being performed if conditions allow.
QUESTION 4: Extremely heavy logs have come to rest against the bottom of the trash rack .
This debris is invisible and will make the work much more difficult. Will this be handled with a change order?
RESPONSE 4: Debris of various weights and sizes may be submerged within the area and shall be removed per the requirements of the Performance Work Statement. Equipment should be utilized that can handle various weights and sizes.
QUESTION 5: Trying to pull up debris caught in a submerged trash rack may damage the rack.
Does the Government anticipate dredging operations in front of the dam with a clamshell?
REPONSE 5: The Government does not anticipate dredging operations with the clam shell as there is a concrete bib on the river bottom. Care shall be taken not to damage the concrete piers
W912WJ24Q0114
with the clam shell. A minimum of a 100-ton crane with at least a half yard clam shell bucket is required per Section II.Part 2.2. Type of Equipment of the Performance Work Statement.
QUESTION 6: Is the reservoir going to be drained so that workers can clear debris along the log boom?
RESPONSE 6: The river will not be lowered to aid in the removal of any of the submerged debris. The USACE staff, with proper notice, may manipulate flows while work is being performed if conditions allow.
QUESTION 7: Does the Government know the condition of the bottom of the river? Do workers have to walk out on the drained bottom to remove the debris if this possible?
RESPONSE 7: The river bottom is typically a soft bottom consisting of sand and silt. The river will not be lowered to aid in the removal of any of the submerged debris. The USACE staff, with proper notice, may manipulate flows while work is being performed if conditions allow.
QUESTION 8: Does the Government anticipate dredging using a crane in front of the log boom area?
RESPONSE 8: There shall be no dredging of the river bottom material, only the removal of debris shall be permitted. The definitions of debris can be found in Section II.Part 4.1. River Debris of the Performance Work Statement.
