SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
REQUEST FOR INFORMATION
QUESTIONS AND RESPONSES
QUESTION 1: Could you please clarify if there are any restrictions or specific times for site access?
ANSWER 1: Per the PWS, 4. Schedule: Work shall be performed Monday through
Friday 7:00 AM to 3:30 PM unless otherwise approved by the Technical Point of Contact. No work shall be done on weekends or Government holidays.
QUESTION 2: We would like to know where the debris should be disposed of, and if there are any associated fees.
ANSWER 2: Contractor is responsible for proper disposal of debris material offsite in accordance with all federal state, and local regulations. The Government will not provide any information on associated fees as it is the Contractor’s responsibility to determine where to dispose of debris and if there are any fees for disposal.
Refer to the PWS, I. General, Section 9. Permits: “The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with any applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract.”
QUESTION 3: Are there any specific equipment requirements or limitations due to site conditions that we should be aware of?
ANSWER 3: Please refer to the PWS, Part 2 Equipment.
QUESTION 4: We would appreciate more details on the optional items for debris removal.
ANSWER 4: The options are included in the event that the amount of debris removed exceeds the estimates associated with each line item. The Government can exercise the options for additional debris removal if deemed appropriate.
QUESTION 5: To negotiate effectively with our subcontractors and ensure alignment with your expectations, could you please provide us with the estimated budget ranges for this opportunity?
ANSWER 5: The Government is not required to provide budget estimates for service requirements.
QUESTION 6: Are there available funds allocated for this opportunity?
ANSWER 6: Yes, funds are available for this project.
QUESTION 7: Due to restricted access, are we able to float devices over the Western Log
Boom with the Government’s assistance?
ANSWER 7: The debris removal is the responsibility of the contractor. The
Government will not assist the contractor with the debris removal.
Please note, if a boat is used, all EM 385-1-1 Safety Requirements must be met.
QUESTION 8: There is a lot of small diameter flood debris that is difficult to locate in the tall grass. Will the grass be mowed prior to the start of the debris removal?
ANSWER 8: No, the grass will not be mowed on the East side of the log boom. The contractor will need to remove the debris from the grass.
QUESTION 9: Does the flood debris <1” diameter need to be removed?
ANSWER 9: On the East side of the log boom, all debris down to three (3) inch diameter along the log boom shall be removed and properly disposed of.
Debris is located along the log boom on a steep grassy slope. Once the debris is removed, the area shall be returned to a smooth surface free of tire ruts, mounds, or divots.
QUESTION 10: Will the Government clear the access road/trail of all debris?
ANSWER 10: Yes, the road/trail leading to the east side of the log boom will be cleared of fallen trees and debris on the road before the contractor comes on site to perform the work.
QUESTION 11: The description of work specifically points out that all woody debris on the eastern side of the log boom needs to be picked up and removed (grassy slope area). That debris is currently scattered and not in a pile, but it is understood and clear that that debris needs to be piled up and removed as part of the contract. On the western side of the log boom which is referred to as the "field" there is quite a bit of woody debris scattered near the log boom line up high in the field that is not piled up either, but there isn't mention of that debris in the description of work. It is clear that the debris in the water at the log boom as well as the six piles located in the field and parking area are to be removed and disposed of, but could you confirm if the woody debris located up high in the field near the log boom line that is not currently piled up needs to be removed as well, or is it just the debris in the water and the six piles on the western side?
ANSWER 11: Only the material in the field that is piled is to be removed. It is not the contractor’s responsibility to pick up the scattered debris in the field.
