About this file

This document is an amendment to a solicitation for debris removal services at North Hartland Lake in Hartland, Vermont. The U.S. Army Corps of Engineers Engineering District New England is seeking to award a contract to push debris collected along the shoreline towards the contractor's equipment for off-site removal by October 18, 2023. Responses were provided to eight questions from industry regarding site conditions including confirmation that a crane is no longer on site, steep riprap banks of unknown grade along the shoreline, a silty lake bottom covered in sunken debris where no equipment operation will be permitted, water depths of approximately two to twelve feet, and no requirement or means to remove sunken debris. No security clearances or training are required beyond iWatch training. There is no incumbent for this work.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUEST FOR INFORMATION

Question 1: Is the crane still in the same spot as in the picture? Or has it been removed?

Response 1: The crane shown in the pictures was on site during previous debris removal activities. It is no longer on site.

Question 2: What is the slope percentage from the top of the bank to the water's edge? 25% 30% ect.

Response 2: The bank between the road and water is riprap stone and cannot be driven on otherwise damage will occur. The is steep, but the exact grade is not known. The rip rap is currently covered in debris, however, can be seen in the photos included as a separate attachment.

Question 3: What is the soil type in the lake bed where the debris are boomed ? Is it silt, small stone, and sand base?

Response 3: The lake bottom is silty and covered with sunken debris. The sunken debris does not have to be removed, however, no equipment will be permitted to operate from the lake bottom.

Question 4: What is the depth at the water's edge out to the farthest part of the boomed material.

Response 4: Water depth is approximately two (2) feet along the shore and approximately twelve (12) feet where the temporary boom joins the permanent log boom.

Question 5: Any idea how much material is on the lake bed in the boomed area?

Response 5: The Government has no estimate of the amount of material on the lake bed. The intent of the work in this solicitation is that the Government will push debris towards the Contractor’s equipment on shore and the Contractor will remove debris. There is no requirement to remove sunken debris.

Question 6: Is the soil stabile enough that a tracked machine can move about without sinking or minimal soil disturbance?

Response 6: No equipment will be permitted to enter the water with tracks. The intent is that the Contractor will operate from the pad on land and remove debris that is pushed by the Government.

Question 7: Do you have a soil disturbance limit?

Response 7: The Contractor’s equipment shall operate from the crane pad that is currently established. There are no set soil disturbance limits.

Question 8: Are there any security clearances or security awareness training certificates needed or TWIC card?

W912WJ24Q0007

Response 8: The awarded Contractor will be required to complete iWatch training (review of one slide). No other security clearances/training are required.

Question 9: Is there any access for a barge?

Response: There is no access for a barge. The existing boat ramp is only suitable for smaller (less than 18’) for boats.

Question 10: Is there an incumbent for this work?

Response 10: There is not an incumbent. While previous contracts have been awarded for similar work, the Government has not previously awarded a contract with the same scope of work.
