About this file
This amendment provides responses to questions from industry regarding solicitation number W912WJ24Q0002 for tree removal services at Buffumville Lake in Charlton, Massachusetts issued by the Department of the Army Corps of Engineers Engineering District New England. The services required include removing trees and stumps, grinding tree stumps, and grading areas after removal to address any pits, voids or depressions. Questions received involved the treatment of surface tree roots, requirements for adding soil or seeding after grading, and the estimated dollar value of the solicitation. The amendment clarifies that surface roots may remain, grading alone does not necessitate adding soil or seed, and no dollar estimate is provided as this is a service contract. The closing date remains October 5, 2023 and the basis for award is price alone.

REQUEST FOR INFORMATION
QUESTION 1: At the Buffumville Lake Office, the white pines have surface roots that extend beyond the stumps. Are those surface roots expected to also be ground based on the requirements in the SOW?
RESPONSE 1: Stump grinding/removal must eliminate the base of the tree’s root ball. Surface roots that extend out from the immediate root mass may be left intact. Contractors are not expected to trace roots past the immediate root mass.
QUESTION 2: At the Buffumville Lake Office, please confirm that we only need to grade the area after the trees are removed and that we don’t need to bring in any soil or seeding.
RESPONSE 2: Grading does not necessitate the addition of loam or seed to an area. Grading shall remove any pits, voids, and depressions left by the removal of trees or the operation of equipment so that the open area is safe to traverse by the public. Examples include depressions from falling timber, cavities from removed root balls, and ruts from vehicle tires or tracks.
Repairing may require the addition of loam or seed to an area dependent on the damage caused by the contractor. Whereas grading will address disturbance to intentional service areas, repairing will address disturbance to areas outside the immediate service area. Examples of situations requiring repair work include damage to lawn turf on the disc golf course outside of the immediate pine stand, or any other damages which would be captured under II. Technical; 4.
Damage to Government and Private Property.
QUESTION 3: Do you have a rough range of the expected dollar magnitude for this solicitation?
RESPONSE 3: As this is a service contract, and not a construction contract, we do not publicize a range of magnitude for this solicitation.
QUESTION 4: Is the evaluation criteria LPTA (Lowest Price Technically Acceptable)?
RESPONSE 4: The basis on which award will be made is price alone.
