About this file

This document is an amendment to a solicitation for tree, stump, vegetation, and debris removal services at North Springfield Lake in Springfield, Vermont. The U.S. Army Corps of Engineers Engineering District New England seeks to clear trees, shrubs, brush, and all wood and woody vegetation from the marked perimeter at the site. All materials must be removed from government property and disposed of properly. Stumps must be completely removed from the ground. The site must then be restored by filling holes where necessary, but imported fill is not required. Grass seeding, mulch hay, and erosion control measures may be needed in some areas as indicated in the restoration specifications. The closing date for proposals remains September 20, 2023 at 2:00 PM Eastern time. The amendment provides additional responses to questions from industry to clarify the requirements.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

REQUEST FOR INFORMATION

Question 1: Are there any pictures of the location?

Repsonse 1: There is a site map included with the solicitation. There are no aerial photos of the location to provide scope of the work. This is a forestry clearing requirement, therefore, interested vendors are encouraged to visit the site to understand the nature of the scope of work.

Question 2: Is there an approximate idea of how many trees there are at the location?

Response 2: The Government does not have an estimate of the number of trees. The requirement is for clearing of trees, shrubs, brush, etc. from the location with the perimeter marked on site. Interested vendors are encouraged to visit the site to understand the nature of the scope of work.

Question 3: Is tree grinding acceptable?

Response 3: Tree grinding, or any type of tree mulching is not acceptable as the requirement is for the removal of all wood, woody vegetation, and debris (chips) off site for dispoal.

Question 4: Is stump grinding acceptable? If you remove stumps it leaves a crater that would need to be filled in.

Can stumps be ground below surface level? Is the intent to bring fill material on-site to fill holes from stumps?

Response 4: Stump grinding is not acceptable. Requirement is for the stumps to be removed from the ground in their entirety. Stumps shall be disposed of off site and no material will be required to be brought on site to fill holes.

Question 5: Is it acceptable to leave wood chips on site?

Response 5: No, forestry mulching of trees and vegetation would not meet the requirement of the Performance Work Statement. Therefore, there should be no wood chips. All materials on site or generated on site shall be removed from Government property and disposed of in accordance with the requirements.

Question 6: Do rocks need to be removed from the site?

Response 6: Please refer to the solicitation, page 11, Part 2, Execution, 2. Stump and Debris Removal.

Question 7: Does the land need to be flattened completely?

Response 7: Please refer to the solicitation, page 11-12, Part 2, Execution, 3. Site Restoration.

Question 8: Do areas have to be filled in with soil/earth where there is none?

Response 8: Please refer to the responses to questions 4 and 7.

Question 9: Do we need to plant grass everywhere?

Response 9: Please refer to the solicitation, page 11-12, Part 2, Execution, 3. Site Restoration.

W912WJ23Q0143

Question 10: Is erosion control matting and silt fencing required? Where?

Response 10: Please refer to the solicitation, page 11-12, Part 2, Execution, 3. Site Restoration.

Question 11: Where is mulch hay required?

Response 11: Please refer to the solicitation, page 11-12, Part 2, Execution, 3. Site Restoration.

Question 12: Do the trees have to be uprooted or do they just have to be ground? How low do you want them to be ground?

Response 12: Please refer to the response provided in a previous amendment (question/response 4).

Question 13: Can debris and stumps be burned on site if this work is completed in the winter months with snow cover?

Response 13: Debris and stumps can be burned on site with a minimum of three (3) inches of snow cover, no foreseeable fire concerns, and in conformance with state and local open burning regulations. Ash piles can be graded in at the completion of burning. All unburned materials/debris shall be removed from Government property and disposed of in accordance with the requirements.
