QUESTIONS AND ANSWERS
QUESTIONS AND ANSWERS
QUESTION 1: Are there any weight restrictions on the road leading up to the trash racks?
ANSWER 1: There are no documented weight restrictions on the “KVD Access Road” leading up to the trash racks (on USACE property, along the West bank of the river, parallel to Route 112). Refer to “Informational Photo #2” on the Performance Work Statement for an image highlighting the “KVD Access Road.”
QUESTION 2: If another flood would occur and deposit a substantial additional amount of debris, what would be the deciding factors in issuing a Change Order for the change of conditions?
ANSWER 2: If there is a change in the amount of debris to be removed, before any removal occurs, the TPOC will determine if a modification is necessary.
If a modification is warranted, no removal should occur until the contractor receives a modification issued by the Contracting Officer.
QUESTION 3: Will the Masonry contractor currently working on site still be working above the trash racks? If so could that contractor work on a different side of the structure while the debris removal project was in progress?
ANSWER 3: The Masonry contractor may be working above the trash racks at the time that the debris removal begins. Refer to section 10 of the Performance Work Statement states that the government may undertake or award other contracts…not related to this contract, and that the Contractor shall fully cooperate with other Contractors….” The Contractor shall provide the Technical Point of Contact notice of when they plan to perform services so as to give sufficient time for the Masonry Contractor to adjust as needed, if possible at that time.
QUESTION 4: Is there a system or website in place that a contractor can see historic and current water conditions at the inflow area? Is the gauge recorded daily?
ANSWER 4: Section 9 of the Performance Work Statement states that the Technical
Point of Contact will notify the contractor if areas are closed as a result of floodwaters. There are some public online resources to track the flows at the project, if interested, the most up-to-date website they can use:
https://wm.nae.ds.usace.army.mil:8243/nae_ords/cwmsweb/cwms_web.c wmsweb.cwmsindex
W912WJ23Q0116
First, select “Lower Connecticut River Basin” then select the “KVD” triangle for Knightville Dam’s updated project data. “Tabular Data” at the top will be updated at smaller time increments for more updated readings.
QUESTION 5: Would the government allow the contractor to drill and place new tie off anchor points into the concrete decking above the trash racks for fall protection systems?
ANSWER 5: No. This is not necessary, past performance of these services have not required drilling or the placement of new tie off anchor points to the infrastructure.
