About this file
This amendment to a solicitation provides responses to contractor questions and extends the response deadline. The solicitation is for improvement dredging of approximately 4,000 cubic yards of mixed sediments from channels and basins at Great Chebeague Island, Maine between November 2023 and December 2023. Mechanical dredging will be used to remove material which will be transported via scow to the Portland Disposal Site approximately 15 nautical miles away. The amendment clarifies that a hydraulic excavator is required for removal rather than a clamshell bucket due to sediment stiffness, provides a video of prior sediment probing, and allows the site safety and health officer to also serve as quality control systems manager. The response deadline is extended to May 8, 2023.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT
Requests for Information 1- There is a known area of ledge adjacent to stone pier within the dredge prism that is above grade, how is the contractor expected to achieve contract grade in this area?
Additional probes were conducted in June of 2021 and May of 2022 to determine the extent of hard material or ledge. Ledge was not discovered during these probes. Refer to probe results attached at the end of specification Section 00 32 00. If ledge is discovered during dredging operations to remove the remaining material at Chebeague, the work to remove the ledge may be negotiated between the contractor and the Contracting Officer which may entail an increase to the contract price in accordance with the CONTRACT CLAUSE titled “CHANGES.
2- Why is the contractor limited to a hydraulic excavator as means for removal of material?
Due to the stiffness of the sediment material to be removed, it was decided that a fixed-arm excavator with bucket will have the advantage of pushing the bucket into the stiff sediment to the desired cut-level and not rely on the weight of a clam shell bucket for penetration.
3- Please provide any photographic records of the material retrieved with the geotechnical borings performed in the project area in May 2022.
Probes, and not borings, were performed in May 2022 as shown in the attachment to Section 00 32 00 titled “Sedimentation Probes.” Please also refer to the attached file to this amendment, "Chebeague_Video_May2022.pdf" posted on SAM.gov.
4- Contractor performed dredging work in Chebeague island under the previous contract and encountered extensive homogenous, glacial clay in the entirety of the 8’ deep project area, preventing contract completion with clamshell equipment. Why has this information not been included in the current solicitation for the completion of this work?
Without actual borings and soil analysis of samples that confirmed the material to be "homogenous, glacial clay," the information could not be included in the current solicitation.
5- Contractor requests the USACE allow contractor to examine the core samples collected during the geotechnical borings prepared for this project.
USACE did not collect geotechnical borings for this project.
6- Specification section 01 35 26, sub-section 1.6.1.1 states that the SSHO can have no other duties. Sub-section 1.6.1.2 states that the SSHO can also serve as the Contractor Quality Control Systems Manager. Please clarify whether the SSHO can also serve as the CQCS Manager.
The last sentence of the first paragraph under Subpart 1.6.1.1 of Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS has been amended in this Amendment [Amendment 0001]. The SSHO may also serve as the CQC Systems Manager as noted under Subpart 1.6.1.2.
Specification section 01 35 26, sub-section 1.6.1.1 has changed to the following
1.6.1.1 Site Safety and Health Officer (SSHO)
Provide an SSHO that meets the requirements of EM 385-1-1 Section 1. The SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project. Provide a Safety oversight team that includes a minimum of one (1) person at each project site to function as the Site Safety and HealthOfficer (SSHO). The SSHO or an equally-qualified Alternate SSHO must be at the work site at all times to implement and administer the Contractor's safety program and government-accepted Accident Prevention Plan. The SSHO and Alternate SSHO must have the required training, experience, and qualifications in accordance with EM 385-1-1 Section 01.A.17, and all associated

sub-paragraphs. The SSHO shall have no other duties, except they may also serve as the CQC Systems Manager as noted below under Subpart 1.6.1.2”.
SECTION 00010 - SOLICITATION CONTRACT FORM
