Is there a weight Limit on the floor inside the gatehouse?
USACE Response: Assuming this inquiry is for the operating floor, the 1939 Design analysis list a 100psf live load for the steel floors and gratings. Contractor can use assumption 100psf max load.
Is the gatehouse heated in the winter?
USACE Response: The gatehouse is tempered and typically maintained at 50-55 deg F under normal operation during the winter heating season. The independent heating system in the building can be operated at higher temperatures, though is expensive to heat and has limitations based on the gatehouse being a large volume with minimal exterior insulation.
Are there any obstructions on the roof of the gatehouse?
USACE Response: The roof is a ballasted flat roof system. The following items are present, as shown on the attached image sheet, as well as represented in the RFP under “INFORMATION DRAWINGS: CON-240 Sheet 2, Roof Plan” and the last page of images under “SITE PHOTOGRAPHS”
- (1) Roof hatch with safety guardrail
- (1) Antenna with CMU ballast
- (1) Masonry chimney
- (2) Roof vents
- (2) Internal roof drains (located near scuppers on each end of roof) Is the Dam road restricted to the public?
USACE Response: The road across the top of the dam is for official vehicles only. No public vehicle access is permitted, however we do allow for public pedestrian access. If work is being performed, it is an option to close the park entrance and/or close off pedestrian access to foot-traffic across the dam to safely allow for approved vehicle access as required.

PIEE PROPOSAL SUBMISSION INSTRUCTIONS:
ALL SUBMISSIONS TO THIS ANNOUNCEMENT SHALL BE SUBMITTED ELECTRONICALLY
THROUGH PIEE, SOLICITATION MODULE. No paper copies, CD-ROMs, email, or facsimile submissions will be accepted. Electronic Proposal Submission is required through the Army’s Electronic File Sharing Service, Procurement Integrated Enterprise Environment (PIEE) (https://piee.eb.mil/), Solicitation Module. The PIEE Application is used to send large files to individuals that would normally be too large to send via email. Information regarding how to set up a vendor registration is included in this linkhttps:// wawf.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml File Size Limitations: Offerors are advised to follow the PIEE instructions for uploading files. PIEE supports delivery up to 1.9 GB per file, with no limit on the number of files, as well as multiple file formats. If needed, Offerors are advised to break the files down into smaller sections in order to upload it to the system. In such cases, please divide the sections as logically as possible and be sure to clearly name the files as specified below. File Naming Convention: To ensure your submission is received and processed appropriately, it is important that interested parties CAREFULLY ensure their electronic files adhere to the following naming convention:
• W912WJ22B0018– FIRMNAME - BID

Each file name shall begin with the solicitation number followed by the firm’s name and a brief file description.
Please see examples above.
Upload Completion and Deadline: Interested parties shall submit responses no later than the date and time specified on the solicitation document. The time and date of proposal receipt will be the upload completion/delivery time and date recorded within the PIEE site, Solicitation Module. Do not assume that electronic submission will occur instantaneously. Large files (e.g., 10MB or more) will take some time to upload. Offerors should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process. Offerors are encouraged to keep a copy of the PIEE upload confirmation for their record.
Proposals sent through proprietary or third-party File Transfer sites, email, PIEE modules other than the Solicitation module, or DoD SAFE WILL NOT be retrieved and evaluated. It is the responsibility of the Offeror to confirm timely receipt of proposals. All proposals received, as confirmed by the date/time recorded within the PIEE site, after the exact time specified for receipt on the solicitation document shall be treated as late submissions and will not be considered.
