REQUESTS FOR INFORMATION 8/30
1. The requisite Debris Management Plan centers around the debris targets identified by the pre-bid survey and documented with underwater photographs provided in the bid package, and that the Plan must include photo documentation by the Contractor of these targets as they are removed and stockpiled during the course of work. By the nature of dredging, many smaller items that were photographed and classified as debris often are unable to be retrieved from scows as they become encapsulated by the dredge spoils during loading. It would be impractical (and unsafe) to sift through each and every bucket load in search of each item identified in the bid package and so the best practice would be to remove any debris identified that could be safely removed from the scow for photographing, cataloging, stockpiling and disposal off-site as required.
Is the intent of the contract to remove and catalog every item identified in the bid documents, or is it to document the debris that is able to be removed and identified from the scows during the course of dredging?
Response: The intent is to document the debris that is able to be removed and identified. There are no restrictions to the order of work as specified under Part 1.7 in Section 35 20 23 MECHANICAL DREDGING. The Contractor may either plan to remove all the debris prior to the start of dredging, or clear areas of debris as their dredging progresses.
2. If the former is correct, is the USACE directing the contractor to remove all debris from the dredge area prior to the start of dredging? If so, this could negatively impact the timeline which is already quite short due to the environmental window.
Response: No. The means and methods, and timing of debris removal is solely up to the Contractor as long as the debris removal work is within the allowable dredge season as specified under subpart 1.1.1 in Section 01
11 00 SUMMARY OF WORK.
3. If the USACE intends to direct the Contractor to remove all items of debris identified in the bid package prior to the start of dredging, can the debris removal begin prior to the opening of the environmental window for dredging and disposal work?
Response: No. All debris removal work shall be within the allowable dredge season as specified under subpart
1.1.1 in Section 01 11 00 SUMMARY OF WORK.
4. Does the USACE want previously undisclosed debris that is removed to be photographed and cataloged in the same manner as the debris items identified in the bid package?
Response: Yes, photographed and logged. Payment will be made under Bid Line Item 0004.
