SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
REQUEST FOR INFORMATION
Question 1: AED maintenance often requests a on‐site inspection at least once a year. This bid looks like it is on‐ line maintenance only. Is that correct?
Answer 1: On‐site inspections are conducted by the New England District AED Coordinators, and required maintenance is performed by same. Inspections and maintenance performed by the New England District Coordinators are annotated in the AED online portal provided by the awarded Contractor. Therefore, all work required by the awarded Contractor is on‐line maintenance only.
Question 2: Although USACE currently has 40 AEDs, technical item #1 is to: “Write prescriptions for AED purchases…”. Would purchase of a new unit be required if (and only if) a current AED is determined to be irreparable or obsolete? Could you provide any estimate of how many new AED units might need to be purchased?
Answer 2: If USACE purchases a new AED or replaces a current AED, the Contractor will be responsible to provide a new prescription, develop (if new AED) or update (if replacing an AED) the AED site‐specific program, and the AED to the electronic portal so the New England District AED Coordinators can track inspections and maintenance. The awarded Contractor is responsible only for the requirements described above, not the purchase of the AED themselves. Contract Line Item 0004 has been added to account for this work. This task will only include the prescriptions and addition to the portal of AEDs. If a new AED is added, the awarded Contractor will be sent a Request for Proposal for the monthly oversight of any AEDs in excess of the forty (40) included in the Performance Work Statement.
Question 3: Technical item #2 requires development of site specific protocols. Does this include any services for training/education/classroom instruction?
Answer 3: Contractor is only responsible for the site specific protocols that are required to be updated annually.
There are no requirements for training/education/classroom instruction.
Question 4: Are all site‐specific AED protocols developed?
Answer 4: Yes, site‐specific AED protocols have been developed and will be provided to the AED oversight contractor, however, it is the contractor’s responsibility to determine if these protocols are in compliance with the “Guidelines for Public Access Defibrillation Programs in Federal Facilities” published in the Federal Register in August 2009. If protocols are not in compliance, the oversight contractor will be responsible for the update of the protocols and dissemination to the TPOC.
Question 5: Are all AEDs registered with local EMS and 911 call centers?
Answer 5: Yes, the current AED oversight Contractor has registered all AEDs with local EMS and 911 call centers.
Question 6: Clarification is needed as to whether or not Solicitation W912WJ21Q0129 is currently being managed by an outside source. If so, please provide any contract award information available.
Answer 6: Previous award was made to LifeSafe Services, LLC for work as required by the Performance Work Statement.
Question 7: Does SOHO have all 40 prescriptions?
Answer 7: Yes, current prescriptions will be provided to the awarded Contractor.
Question 8: Clarification is needed as to whether or not all site‐specific protocols and procedures are currently developed and implemented.
Answer 8: See question and answer 4 above.
Question 9: Clarification is needed as to whether each AED unit is presently registered with local EMS and 911 call centers.
Answer 9: See question and answer 5 above.
Question 10: Clarification is needed as to whether or not the awarded Contractor is required to maintain training records only.
Answer 10: Yes, awarded Contractor will be required to maintain training records in their electronic portal.
Training records will be provided to the awarded Contractor by the Technical Point of Contact.
Question 11: Clarification is needed as to whether or not the “loaner equipment” must be the same brand, model, etc.
Answer 11: The contractor shall provide “loaner equipment” in a ready state for immediate use, however, there are no requirements for make/model.
Question 12: Clarification is needed as to whether or not the AEDs currently get sent off‐site for data collection after an event.
Answer 12: USACE NAE currently has the following AED makes and models in service:
1. Philips, Heartstart FRx and FR2+
2. Zoll Medical Corp., Zoll AED Plus
3. Physio-Control, Lifepak 1000
4. Cardiac Science, Powerheart G5
The contractor is required to provide the following services post use:
1. Provide a means to notify and record the event with the contractor.
2. If a loaner AED is required, contractor will overnight a loaner AED unit to the location from which the AED was used. Replace items if used and return original AED to location from which it came. Return original AED to the location that experienced the event after everything is complete. Provide a shipping box and pre-paid mailing label to the USACE NAE location that received loaner AED so USACE NAE can return loaner AED to contractor.
3. If AED utilizes a data card, provide instructions for shipping the event data card to the contractor. Contractor is to overnight a new data card to the location so AED is usable post event.
4. Contractor will download the AED data and have the physician interpret the data to determine if the AED correctly analyzed the rhythm and recommended a shock if determined by the cardiac rhythm.
5. Contractor will compile all of the data into a report and submit the report to USACE Technical Point of Contact and any additional state agencies that require the report.
6. Communicate with the manufacturer, if necessary, on our behalf.
Question 13: Confirmation is needed as to whether or not Solicitation W912WJ21Q0129 is solely “online maintenance only”. This is significant to the proposal as an “online maintenance program” does not constitute the need to, “provide medical direction and oversight utilizing a Licensed Physician”.
Answer 13: Contractor is required to provide medical direction and oversight of the AED program using a Licensed Physician.
