Question 1: The existing metal grate section that is to be replaced consists of a top section and a vertical front facing section. In the drawing this looks like an “L” shaped structure. Are these two sections welded together or can they be removed separately.? How are they connected to each other? Bolts or ...?
Answer 1: The top section, with a slight slope but a mostly a horizontal span, is bolted to the support beam and can be removed separately. The vertical front facing section appears to be welded to the support beam and possibly bolted. See attached photo.
Question 2: The drawing for the grate to be attached to the Stop Logs is a bit confusing. Stating its purpose might help. Is the metal grating to be placed on the top of the Stop Logs to make footing more secure?
Answer 2: The grating is not to be attached to the stop logs, it will just fit into the stop log slot with the use of HDPE Lumber to shim it into place. The problem that is trying to be address is that turtles are going over the stop log and getting trapped between the space between the stop logs and the vertical face front facing section of grating. The grating will allow water to continue to flow through but prevent turtles from going through. By placing this section of grating it can be removed with the other stop logs and put back as necessary for the various stop log heights.
Question 3: Because much of the work can only be performed once the “permanent pool” level is lowered can you tell me how long it takes to lower the pool? If a flood raises the water level what would be the estimated delay in resuming work? What are the times of year when no work is possible? Can we expect a good time window for this work in late summer early autumn. ie August/September/ October?
Answer 3: The pool can be lowered below stop logs in 7 to 12 days. The return to normal pool level and the time frame needed is greatly dependent on how much rain causes the event, however in recent flood impoundments the pool has returned to normal level usually within 4 days.
Question 4: Does the USACE have drawings of the interior workings of the sluice gate operator valve to be repacked?
Answer 4: USACE does not have drawings of the interior workings of the sluice gate operator. Sluice gate make and model are included in the information in the solicitation.
Question 5: Are the current gratings galvanized?
Answer 5: Current grating are painted with a vinyl paint.
W912WJ21Q0060
Question 6: Would it be acceptable to the Government if the replacement gratings were made from stainless steel?
Answer 6: Yes a substitution with an appropriate Stainless Steel Grade 316 would be acceptable. Hot dipped galvanized is not a suitable alternative.
Question 7: What happens in case of a flood? What are the expectations from the Contractor?
Answer 7: See Specifications page 2, section 2. Description of Work Question 8: At the site visit, it was indicated that the Government would be supplying the vertical life line at a later date. Page 24 of the specifications still lists the vertical life line as a submittal. Should this be removed?
Answer 8: The Government will post revised specs and/or drawings for the life line system that must be supplied by the Contractor in a follow on amendment. Closing has been extended to accommodate the time required for a Government response.
