SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
AMENDMENT 0003
SITE VISIT ATTENDEES
Question #1: Will the Government install the emergency gate and move it accordingly in order to act as a bulkhead so the Contractor can perform work on the service gates?
Government Response 1: If the facility is not in flood control operation mode, yes the emergency gate can be moved as necessary to act as a bulkhead so the contractors can perform work on the service gates. The Government will operate the emergency gate.
Question #2: How much leakage should we anticipate from the emergency gate?
Government Response 2: There is leakage but it it relative to amount of head behind the gate.
This is also dependent on how the gate is being operated (e.g. alone, in conjunction with the service gate).
Question #3: We haven’t seen the Sustainability Specification on any other projects with the Corps, section 01 33 29. Can more light be shed on what the intent of this spec is?
Government Response 3: The intent of the sustainability spec is to consolidate submittal and documentation requirement for the construction contract. These can be found in paragraph 1.6 of the specification.

Question #4: Can the Sophisticated Paint shop endorsement by the gate fabricators be used in lieu of the current requirement?
Government Response 4: We do not know what the “Sophisticated Paint shop” endorsement is.
For a gate being made to Hydraulic Steel Structure standards, we will enforce current requirements for SSPC-QP3 paint contractor.
Question #5: Spec 35 20 16 talks about assembling the gate and the gate frame at the shop. The gate frame is part of the dam and cannot be removed. Please explain.
Government Response 5: The contractor does not need to shop assemble with the gate frame.
As stated in the question, the frame is part of the dam structure. The contractor only needs to shop assemble the gate and appurtenant items.
Question #6: Are we supposed to install J-bulb seals or bronze seals on the new gates, the specifications contradict between the two.
Government Response 6: See spec section 35 20 16 paragraph 2.1.2. Install bronze seals.
Question #7: 35 20 16 2.3.5.4 states to remove the leaf seals prior to shipping and reinstall once the gate is on site. It is not a good method to remove and reinstall these onsite, many issues can come up with that method. Can this be changed to leave them installed? Regardless, it is the Contractor’s risk to ensure they are not damaged during shipping. It is not possible to remove and reinstall bronze seals, as they require machining after installation. If we removed and reinstalled them onsite, their would be additional unnecessary costs to reinstall and machine them onsite. If J-bulb seals are used, they can be protected during shipping.
Government Response 7: Bid as indicated in the plans and specifications. Field adjustments are required to best align the two seal mating surfaces.
Question #8: Please provide more information on what is required on the dogging devices in spec 35 20 16, part 2.3.5.6. Please provide drawings of the existing, or more information as to what we are required to do with them on this project.
Government Response 8: Please find attached photos of the emergency gate dogging pins. The engineer responsible for the design of the new gates shall be responsible for the design of a dogging system that is fully compatible with the existing gate wells and the new gates and capable of carrying the full load of the gate
Question #9: Will the Government perform the electrical disconnecting of the hoists for the services gates, or is the Contractor required to cover this?
Government Response 9: All work pertaining to the contract is the responsibility of the Contractor.
Question #10: Specification 35 20 16 part 3.2 states the leakage must be less than 0.10 gpm/ft of seal on the newly installed gates. If we are not performing any work on the frame seals in the conduit, it is difficult to guarantee this. The gates could be fabricated perfectly, but if there are issues with the frame seals, it could cause leakage over this value that is not the Contractors’ fault. How will this be addressed?
Government Response 10: The leakage limit is from the AWWA standard for allowable leakage.
If upon inspection, issues are identified with the frame seals, the Contractor shall inform the Contracting Officer. At this time there are no known issues with the gate frame.
Question #11: Will the Contractor have the ability or access to enter the conduit from the outlet, via the river? At the site visit, it did not seem possible to enter the conduit this way, or very easily or safely. How will the leak testing be completed if we aren’t able to enter the conduit?
Government Response 11: If the outflow is really low (around 15 cfs) then you can access the conduit walking with waders.
Question #12: I was wondering if the roof is removable or would it have to be cut and rebuilt for the removal of the gates with a mobile overhead crane.
Government Response 12: The roof is not removable, removing the roof is not allowable.
Adequate access is available through the double doors closest to the Service gate wells. Double doors measure a little less than 7”-8” (reference informational drawing 46) while the existing gates are approximately 6’ wide. Interior clear space from the finished floor to the underside of the steel roof truss is 14’-10” (reference informational drawing 45) and the gates being less than 12’ tall a rigging system can be designed and used inside the confines of the existing space without modifications to the existing building.
Question #13: What is the weight of the service gates?
Government Response 13: The estimated weight of one existing service gate is 13,880 lbs. This has not been measured.
Question #14: What is the weight of the emergency gate?
Government Response 15: The estimated weight of the emergency gate is 14,000 lbs. This has not been measured.
Question #15: Can we have a two or three day extension on the bid due date?
Government Response 15: See Amendment 0002. The due date/time remains unchanged with Amendment 0003.
