SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
AMENDMENT 0001
Question #1: Is there a requirement for this solicitation that the small business/prime contractor must self-perform dredging of a minimum of 40% of the volume?
Government Response 1: The requirement is established in clause 52.236-1 (PERFORMANCE
OF WORK BY THE CONTRACTOR).
Question #2: Can you verify that dredging payment will be based on hydrographic survey comparing pre and post dredge volume within the dredge area and payment will not be based on the volume deposited on the beach?
Government Response 2: Refer to second paragraph of subpart 1.3b “Item Number 0002” in Section 01 22 00 MEASUREMENT AND PAYMENT.
Question #3: Specifications dictate that we cannot mobilize to the access area prior to 20 Sept 2021 and no dredging prior to 1 October 2021. Can the contractor stage equipment and pipeline in the water between those two dates?
Government Response 3: The contractor will be allowed to stage equipment and pipeline in the water between 20 September 2021 and 1 October 2021 but only on those lot numbers that have given permission to do so. Refer to Section 01 11 00 SUMMARY OF WORK, subpart 1.2c(1)(a) for lot numbers where permission to access property has been granted between 20 September 2021 and 1 October 2021.
Question #4: What is the expected amount of shellfish, denros amd oysters present in the dredge areas?
Government Response 4: There are no living shellfish or oyster resources in any of the proposed dredging areas. However, there is a significant amount of shell hash (mostly broken Mercenaria and Mya shell) in the top 2 to 3 inches of the sediments within the proposed restoration areas. The sediments within the proposed sedimentation basin areas were found to be all sand. At the time of sampling, debris was not found in any of the proposed dredging areas.
Question #5: When were the soundings taken as shown on the drawings?
Government Response 5: Refer to General Note 6 on sheet G-002.

Question #6: Can the government provide a volume summary per dredging area?
Government Response 6: The geometric coordinates and depths for the proposed dredge areas, as shown on the contract drawings, along with the provided xyz data for existing conditions will allow the bidder to compute the required and overdepth volumes for each dredge area.
