REQUEST FOR INFORMATION

Question 1: After reviewing the site, last year our subcontractor was setting up 100ft from radius point, and now they are setting up 200ft from the radius point. Is there a way we can get the parameters set back to 100ft to get this job done the way it was performed last year?

Answer 1: Yes the crane pad area can be moved provided the added Outrigger Pad/Mat requirements are met.

The new location for the crane pad area at this location is closer to the trash racks as indicated in Informational Photos 4 and 6.

Government employees will not receive equipment or materials for the contractor and will not be responsible for damage to contractor equipment or material.

Part 3 Materials and Supplies:

1. Provided by Government:

a. N/A

2. Provided by Contractor:

a. The Contractor shall supply all Materials and Supplies to accomplish the requirements of this contract.

Part 4 Service Requirements:

1. General: The Contractor shall furnish all equipment, materials, labor and transportation to remove all debris from the log boom and the trash racks (See Informational Photos 1-6). Access to each location shall be provided by the project staff each day during the contract work. Project staff will open necessary locked gates each morning and will close and secure the gates each afternoon after confirming the contractor staff is out of the area.

NOTE: All load handling and crane operations are required to be completed in accordance with EM 385-1-1, Section 16. These requirements are applicable to load handling equipment (LHE) to include cranes, derricks, hoists and power-operated equipment that can be used to raise, lower and/or horizontally move a suspended load.

This includes excavators, forklifts, and other equipment when used with rigging.

River Debris For the purpose of this contract river debris will be considered to be in one of two categories and shall be sorted as follows:

a. Woody Debris: Woody Debris is considered to be any woody vegetation in the form of logs, stumps, shrubs, branches, any boards or lumber including pallets, plywood, stakes, posts, carrying timbers, and other like items.

b. Other Debris: Other Debris may include various trash materials such as Styrofoam and plastic containers, tires, propane cylinders and other non-valuable items. Other debris that may not be woody type debris shall be removed and separated from the woody debris so that it may be disposed of separately. The Contractor is responsible for proper offsite disposal of other debris in accordance with all federal, state, and local environmental regulatory requirements.

2. Log Boom Debris Removal Requirements: The preferred sequence of work would be for the log boom area to be cleaned of debris before beginning debris removal work at the trash rack. Typically any debris that becomes free of the log boom will drift downstream towards the dam and be caught on the trash racks. All floating debris as well as any submerged debris within two feet of the riverbed must be removed. Typical river levels are between 10- 15 feet. The log boom shall be clear of any caught or hung debris, as well as submerged debris so that any restriction of water flow is minimized. The contractor shall utilize the motorboat to push, pull, tow, or otherwise direct the debris towards the riverbank nearest the clamshell. This may require pulling or towing the debris from its location so that it may be removed with the clamshell.

3. Trash Racks Debris Removal Requirements: Debris from the trash rack area shall be removed from the entire inflow area. This includes submerged debris from the water level down to the concrete bib on the river bottom. This includes guiding the clamshell between each of the concrete piers and capturing any debris that is within those areas from the water’s surface to the concrete bib on the river bottom.

4. Franklin Falls River Debris Removal Requirements: All debris shall be transported from the river locations to a debris catchment areas (See Informational Photo 5 & 6) for temporary storage.

Part 5 Service Locations:

The services for this contract are located in Franklin, NH.

1. Franklin Falls Dam Log Boom Area – River Debris Removal

a. Service Requirement:

i. Log Boom Debris Removal

b. Service Area: See Informational Photo 1 & 5

i. The log boom is a series of connected floating logs that is cabled across the

Pemigewasset River holding debris just upstream of the Franklin Falls Dam gatehouse.

ii. Access to the log boom is through a dirt road from the east side of the river through main project entrance.

iii. There is an area large enough for equipment to move and turn around.

iv. The contractor supplied debris pushing boat shall be launched into the river by a nearby boat ramp.

v. The river flows may hamper pushing and pulling of debris along the log boom. In this occurrence the Franklin Falls Dam project staff may coordinate river flow changes to allow for more effective and safe debris removal, however this is subject to approval and dependent on factors such as downstream conditions.

vi. A general inspection of the log boom and the log boom connections shall be conducted while on the water and any unfavorable conditions or conditions indicating damage shall be reported to the Technical Point of Contact.

vii. Debris will be temporarily placed in the log boom debris catchment area, which is an area just upstream of the log boom on the east bank of the Pemigewasset River within reach of the crane’s set up location (See Informational Photo 1 & 5), while awaiting transportation. The specific area is to be coordinated with the Technical Point of Contact.

c. Service Schedule:

i. One cleaning of the log boom

ii. Specific date to be coordinated with the Technical Point of Contact

2. Franklin Falls Dam Trash Racks Area – River Debris Removal

a. Service Requirement:

i. Trash Rack Debris Removal

b. Service Area: See Informational Photo 4 & 6.

i. The trash rack consists of vertical concrete piers through which the Pemigewasset River flows through the Franklin Falls Dam. The trash racks generally collect floating debris in a perpendicular alignment to the piers; however, some debris does enter through the piers.

ii. The river bottom in this area is a concrete bib, and debris can be found throughout the entire water column in this area which is normally an approximate 10 feet in depth.

iii. Access to the trash racks are through a dirt road from the east side of the river through main project entrance.

iv. The area for the crane setup is on the east side of the river just behind/below the gatehouse (See Information Photo 6).

v. A recently installed wall drain is under the area where the crane can set up for picking debris from the trash racks. To prevent compaction of this drain system, the Contractor shall place larger outrigger pads/mats in order to distribute the crane’s ground bearing pressure over this area.

vi. The river flows may hamper pushing and pulling of debris off of or out of the trash racks. Another concern would be clamshell being pulled into the trash racks and becoming lodged in the intake works.

vii. During debris removal at this location the Technical Point of Contact will attempt to coordinate river flow changes to allow for more effective and safe debris removal.

viii. Debris will be removed from the trash rack and placed on the upper terrace within reach of the crane’s set up location.

c. Service Schedule:

i. One cleaning of the trash rack.

ii. Specific start date to be coordinated with the Technical Point of Contact.
