REQUEST FOR INFORMATION
1. Since some of the items on the “Whitelisted Products” document do not meet the salient characteristics stated in the solicitation. Are all of the items listed on the “Whitelisted Products” document acceptable products?
Answer: No, all of the “Whitelisted Products” are not acceptable products. The product offered by the vendor still has to meet all of the requirements as outlined in the solicitation.
2. Please confirm that the U.S. Army Corps of Engineers will only accept items that are stated on the “Whitelisted Products” document?
Asnwer: Products that are listed on the “Whitelisted Products” attachment have passed approval by the Federal Government. If a vendor wishes to submit a product other than those listed on the “Whitelisted Products” attachment and is the apparent low quoter, then the product must be submitted for testing and compliance.
There is no guarantee that a product other than those listed will be accepted by the Government. Two additional products have been approved: HP T2600 and HP T1600.
3. Understanding that the term is for one base year term with up to four additional option years. What is the probability that the contract gets extended for the full five years?
Answer: The Government intends to exercise the additional four option years, however, final determination will be based on Government need and funding.
4. Since the equipment shall be contractor-owned devices. Certain consumable supplies could cause the equipment warranty to be voidable. Therefore, is it acceptable to insist that all consumable supplies be purchased from the awarded contractor?
Answer: The Government recognizes that some consumable supplies need to meet requirements in order to not void the equipment warranty. The Government will communicate with the awarded vendor to identify the requirements of such products. However, due to Federal purchasing requirements, the awarded contractor cannot insist that all consumable supplies be purchased from one source.
5. Is the awarded contractor required to haul-away the existing equipment?
Answer: No, the existing equipment shall remain on site.
6. It appears that the requested lease is a series of 1 year leases totaling 5 years. Would it be possible to quote a full 5 year lease? It is a challenge finding a leasing company to split a 5 year lease in to 5 - 1 year lease options. We should be able to break down the lease into annual payments instead of monthly.
W912WJ20Q0006
Answer: Annual payments are acceptable, however, it should be noted that the Government is prohibited from paying up front for products. Annual payments would need to be paid at the end of a year, therefore, the recommendation is to split annual payments into monthly payments so that the awarded vendor receives payment more frequently than once per year.
7. Will these plotters be replacing old equipment that is on an expiring lease contract?
Answer: No
8. If so, who is the incumbent and what is the contract number?
Answer: There is no incumbent.
9. On page 4 of 54 of the solicitation, Item #2 has a 60,000 Square Feet annual usage factor given, Is this combined among the two plotters, or per unit?
Answer: The 60,000 square feet annual usage is per machine.
10. What does the end user want to do with the equipment after the final option year expires?
Answer: Equipment ownership remains with the Contractor during the contract terms and at the end of the contract.
