About this file
This amendment modifies the solicitation for the Wood Island Harbor at Biddeford Pool Maintenance Dredging project in Biddeford, Maine. The U.S. Army Corps of Engineers Engineering District New England seeks to dredge the harbor to authorized depths and dispose of dredged materials at an approved ocean disposal site. The amendment provides responses to contractor questions to clarify requirements. Specifically, it confirms the need for a Site Safety and Health Officer and alternate on site during dredging. For dump scows transporting dredged materials over 45 minutes from the dredge site, it requires designation of a Crew Designated Safety Officer. It also clarifies that eelgrass surveys and fish/marine mammal observers are not contractor responsibilities. The contractor must inspect, maintain, and use dredge quality management systems on any dump scows utilized. No additional sediment testing data beyond that provided in the solicitation is available.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
AMENDMENT 0002
Question #1: Specification section 01 35 26.1.6.1.5.1.A states that the contractor is to have a dedicated SSHO onsite during dredging. Specification section 01 35 26.1.6.1.5.1.C states that the contractor is to utilize a CDSO instead of a SSHO. Please clarify.
Government Response 1: This contract requires a SSHO and Alternate SSHO (in case the SSHO is not available onsite). Having a CDSO is a situational condition as described below.
For clarity, the term “On Watch” under specification section 01 35 26 1.6.1.5.1c means if the contractor has a crew who has been designated the responsibility to be a safety watch for other vessels involved in dredging activities. Under this situation, a CDSO shall be appointed.
Also, a Designated Representative (DR is an employee assigned collateral duty safety responsibilities, CDSO) shall be appointed if the dredging contractor is using scows to transport dredge material to a dump site that is located 45 minutes or more from the dredge location. In these instances, a DR (CDSO) is required to be onboard with the scow crew and accompany the crew to and from the dump site.
Question #2: Specification section 01 35 26.1.6.1.2 states that the CQC Manager cannot be the SSHO. Specification section 01 45 00.3.4.2 states that the CQC Manager can be the SSHO. Please clarify.
Government Response 2: CQC Manager may also serve as the SSHO, taking on both sets of duties/responsibilities. For clarity, the Project Superintendent may not function as the CQC manager or the SSHO.
Question #3: Specification section 01 57 20.1.7.2.K references designated fish and mammal observers and a fish deterrent system. No other reference is made in the specifications to observers or a fish deterrent system. Please clarify and if applicable, provide additional information on the contractor’s responsibility with each.
Government Response 3: There is no fish/mammal observer nor fish deterrent system requirements under this contract. The current work window under this contract was set so these requirements weren’t applicable, and all references to them were intended to be removed.
Omit 01 57 20 1.7.2.k from the requirements under this specification section.
Question #4: Please confirm that eel grass surveys are not the responsibility of the contractor.
Government Response 4: Eelgrass surveys are not the responsibility of the contractor.
W912WJ20B0019
Question #5: No specifications are provided for the contractor’s use of a dredge quality management (DQM) system for dump scows utilized on the project. Please confirm that the contractor is responsible for use of a DQM system on any dump scows utilized on the project.
Government Response 5: The contractor is responsible for inspection, maintenance, and use of DQM systems on dump scows used on this project. Specifications Section 35 20 24, outlining the DQM requirements and contractor responsibilities, was added to the contract documents under Amendment 0001.
Question #6: Specification section 35 20 23.1.5.1 references “Sediment Testing Data attached to the end of this specification package”. No sediment testing data is included in the specifications other than what is provided in section 00 32 00. If there is additional data available, please provide.
Government Response 6: There is no additional sediment testing data. Refer to the sample locations and testing results under 00 32 00.
