Amendment 0001

Answers to Requests for Information

1. The FBO listing doesn’t show a solicitation file beyond the synopsis and I read that no solicitation is being provided as it isn’t a request for proposal. Doesn’t the response required justify as a proposal for this Solicitation number though?

GOVERNMENT RESPONSE: This procurement is for Architect/Engineering Design.

The procurement process is dictated by the Brooks Act, not FAR Part 15. There is no separate solicitation. Response to this request is a submission. Per the Brooks Act, selection at this stage is based on the organization’s competency, qualifications and experience rather than price.

2. The synopsis references the SF330—do we use a blank SF330 template to populate with the various parts referenced in the synopsis in order to respond?

GOVERNMENT RESPONSE: Yes, see #4 Submission Requirements in the combined Synopsis/Solicitation.

3. Also, in the FY18 Contract Award Projections presented by USACE NE district on the 8th of Feb, 2018, there’s a listing for AE IDIQ D/B MATOC with a contract ceiling value of $75M. In the synopsis for W912WJ19R0008, the contract ceiling is stated as $15M.

Are these one and the same or is another DB MATOC planned by the NE District?

GOVERNMENT RESPONSE: The DB MATOC is for Design/Build procurement.

W912WJ19R0008 is for General Design AE, these are two separate procurements.

4. Selection Criteria, (c) Work Management and Teaming – We are instructed to provide our management plan in Section H that references the organization chart provided in Section D. Solicitation states, “Section C, Section F, and Section G will be used to evaluate this criterion.” Will we also be evaluated on the narrative provided in Section H?

GOVERNMENT RESPONSE: See #3 SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria (a) through (f) are primary factors. Criteria (g) (h) and (i) are secondary factors and will only be used as “tie-breakers” among firms that are essentially technically equal.

5. Selection Criteria, (a) Specialized Experience and Technical Competence – Solicitation states, “Experience working on projects for USACE and New England District and in accordance with Unified Facilities Criteria and the Whole Building Design Guide will be considered when evaluating these criteria.” Does this mean that only USACE projects in the New England District will be evaluated (which would limit competition)? Or, in order to provide a more competitive pool of offerors, does this mean that USACE projects within the New England District will be given more favorable consideration and other projects outside the District will also be evaluated?

GOVERNMENT RESPONSE: This means that, in evaluating criteria (1)-(8), the Government will look at and be informed by the respondent’s experience working on projects for USACE and New England District and in accordance with Unified Facilities Criteria and the Whole Building Design Guide.
