SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUEST FOR INFORMATION

Question 1: Per 52.003-4015 MAGNITUDE OF PROJECT - The estimated cost of work is between $25,000 and $100,000.

VS

NOTE 1: In accordance with FAR Part 28.102-1(c), the Contractor will be required to provide one of the following payment protections for all construction contracts greater than $35,000.00 but not greater than $150,000.00.

Is the correct Magnitude $100,000 or $150,000?

Answer: In accordance with FAR 36.204, solicitations shall state the magnitude of the requirement in terms of estimated price range. The price range is stated as allowed per FAR 36.204 as between $25,000 and $100,000.

For the purpose of defining payment protections, construction projects greater than $35,000 up to $150,000 require only a payment bond. The range for the requirement of a payment bond does not affect the magnitude of construction price estimate range.

Question 2: 252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS

(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications ………..

(b) The Contractor shall—

1) Check all drawings furnished immediately upon receipt

2) Compare all drawings and verify the figures before laying out the work;

3) Promptly notify the Contracting Officer of any discrepancies

Will the government provide a better drawing (Informational Photo #1) for the site that can be enlarged to correct scale?

Will the government provide a set of material Specifications?

Answer: A revised Informational Photo #1 will be included with this amendment. Material specifications shall be in accordance with the Statement of Work.

Question 3: Informational photo #4 – What is the secondary voltage off of the existing transformers?

Part 3 Execution:

The installation on page 12, 9) Provide a new 100 Amp disconnect And 10) right below it says to install (3) 4/O and one #6 GND. The #4/0 is good for 225 Amps. So is the Disconnect rated 100 amps – OR – 200 amps?

Do you require the New disconnect switch to be Fused or Non-Fused?

Will this New Switch be NEMA 3R? or NEMA 4X?

Is the Pole in photo #4, the Utility Pole #34 described in the statement of work?

Where on Photo #1, is Pole #34 located?

Answer: The disconnect is rated to 100 amps. The new disconnect switch shall be non-fused. The new switch shall be NEMA 3R. Pole in photo #4 is for informational purposes only and is not part of this effort. It will be abandoned. Utility pole #34 is a new above ground line that was installed 2 years ago when the hydropower facility was built and is described in the Statement of Work. Pole #34 is located approximately 225’ up the road from the manhole which is labeled “handhole” that is closest to the service bridge.

Question 4: Informational Photo#5 – The existing Pole that is marked on the Photo – Where is this Pole located on Photo #1? Is this pole the same Pole #34 described in the Statement of Work (SOW)? Is this weher the Telephone Conduit originates from the utility provider?

Answer: Pole #34 is located approximately 225’ up the road from the manhole which is labeled handhole that is closest to the Service Bridge. Yes, this is the same pole #34 described in the SOW. Yes, this is where the telephone conduit originates from the utility provider.

Question 5: Informational Photo #6 – Where are these existing manholes located on Photo #1? Will these Manholes require Confined space entry? Will these manholes require dewatering?

Answer: Manhole is labeled “handhole” and is closest to the service bridge. These manholes will not require confined space entry and will not require dewatering.

Question 6: Informational Photo #11 – Where are the electric and telephone manholes located in this photo?

Statement of work says that the distance to be trenched is 225’ from Pole #34. This looks like the trench would have to be saw cut and the concrete that is poured in this photo would have to be selectively hand demolished just to even reach the manholes. Is this correct?

Answer: Contractor to the right in the photo is standing on the electrical manhole and telephone manhole is directly behind him. No, saw cut in road and trench will be just alongside guardrail and not require any concrete removal.

Question 7: Statement of work, Part 3 Execution, page 12, 10) Provide one (1) new four Inch (4”) existing conduit from Manhole No.1 to switchgear in gate house with three (3) – 4/O THHN cu wire and one (1) - #6 green cu wire approximately 480’.

This says (1) NEW and then EXISTING in the same sentence.

Is this conduit new or existing?

If it is existing, are there conductors that need to be removed first?

If conductors need to be removed, how many and what size?

If the conductors need to be removed, have they been tested for asbestos or other hazards?

Answer: The conduit is existing, SOW has been revised to remove the word “new”. Conductors will need to be removed prior to installing new wires. There are currently 3 conductors that are #250 in the conduit. The existing conductors have not been tested for asbestos or other hazards.

Question 8: The conduit path on informational Photo #2 shows expansion joints across the bridge. This Photo is of poor quality. Will the government furnish a better document? Since the Conductors are stated to have been installed circa 1960, are you confident that the conduit path across the bridge, including the expansion joints, are intact enough to allow for removing existing conductors and installing new ones in their place? Are there any junction boxes or inline conduit fittings under the bridge structure that have to be accessed? Please verify that no under the bridge structure work will be required under this scope of work.

Answer: A new Informational Photo #2 will be included as part of this amendment. Yes, the conduit path should allow for the removal of the existing conductors and installation of new ones. There are no junction boxes or inline conduit fittings that need to be accessed. No work under the bridge structure will be required as part of this work.

Question 9: Wiring for this SOW starts at Pole #34 where there is currently no transformer correct? Is the installation of a new transformer part of this work or will that work be performed by the utility?

Answer: Correct, wiring starts at Pole #34. A new transformer will be installed by Green Mountain Power. The awarded contractor will need to coordinate with Green Mountain Power for the installation of the transformer.

Green Mountain Power has provided a cost of $648.55 to set the transformer, make the connections, and install the meter. Contractor’s should carry this cost in their quotes.

Question 10: How long can the facility be without power and will you require a backup generator?

Answer: The facility has a backup generator that can be used for power as needed. The length of time that the facility will be out of power should be limited to 4-5 days if possible.
