3.3.2.5. Prior to placing the wearing course, verify that the binder course is compacted to the specified thickness and density.

3.3.2.6. Prior to placement of wearing course, a tack coat shall be applied to the surface of the new binder course. The tack coat shall be applied at a uniform rate of approximately 0.05 gallons per square yard. The binder course shall be cleaned of all foreign matter and loose material, and shall be dry prior to placing the tack coat. The temperature of the emulsion shall range between 75 degrees F and 130 degrees F at the time of application. The application shall be made just prior to placement of the wearing course, and shall progress sufficiently ahead of the paving so that the surface of the binder course remains "tacky." Tack coat shall not be applied when weather conditions would prevent the proper application and curing of the tack coat. The tack coat shall be uniformly applied with an approved applicator.

3.3.2.7. Where new asphalt pavement meets the existing asphalt pavement, provide a transition area over a minimum of 10 feet to provide a smooth transition of new to existing asphalt pavement, if needed.

3.3.3. Junction of Bituminous Concrete Pavement with Existing Pavement:

The existing asphalt pavement at the start and end of work shall be saw cut to provide a near vertical surface and straight lines to the full depth of the existing asphalt pavement using a concrete saw. The joint between the new and existing asphalt pavement shall be made to the satisfaction of the Technical Point of Contact. All edges of the existing pavement shall be coated with tack coat material prior to placement of any new bituminous concrete pavement.

3.3.4. Joints

Joints shall conform with section 406.15 of the VTrans Standard Specifications.

3.3.5. Correcting Deficient Areas

Mixtures that become contaminated or are defective shall be removed to the full thickness of the course. Edges of the area to be removed shall be cut so that sides are perpendicular and parallel to the direction of traffic and so that the edges are vertical. Edges shall be sprayed with tack coat. Fresh paving mixture shall be placed in the excavated areas in sufficient quantity so that the finished surface will conform to the lines and grade, and smoothness requirements. Asphalt paving mixture shall be compacted to the density specified herein. Skim patching of an area that has been rolled is not permitted.

3.4. Reclaimed Material for Shoulders

3.4.1. General

Place one foot wide shoulders along the outside edge of the parking lot using excess reclaimed material to match the finish elevation of the new asphalt pavement.

3.4.2. Compaction

Areas of shoulder that cannot be compacted with a roller shall be compacted using a plate vibrator or hand equipment as needed.

3.5. Field Sampling and Quality Control Testing:

3.5.1. General:

3.5.1.1. Field sampling and quality control testing shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. Testing shall be performed by an approved commercial testing laboratory, or by the Contractor subject to approval of the Technical Point of Contact.

3.5.1.2. Field sampling and testing shall be repeated as necessary or as directed by the Technical Point of Contact to ensure the required thicknesses and compaction are being achieved and that the materials are in compliance with the specifications. Materials not properly placed or areas not properly compacted, or not meeting grade and smoothness requirements shall be removed and replaced at no additional cost to the Government.

3.5.2. Reclaimed Base Course:

3.5.2.1. Gradation testing shall be in accordance with ASTM D 422.

3.5.2.2. Moisture density relations of soils shall be determined in accordance with

ASTM D 1557.

3.5.2.3. In place field density of soils shall be tested in accordance with ASTM D

1556. Five point compaction tests shall be performed to determine the optimum moisture content. A minimum of four 5-point compaction tests shall be performed. The tests shall be run so that the moisture contents vary by approximately 1-1/2 to 2 percent. A soil gradation test shall be performed on each sample used for the five-point compaction test.

3.5.2.4. A minimum of two field density tests shall be performed on each 400 foot long section of reclaimed base course (a minimum of 8 tests). The locations of the field density tests shall be approved by the Technical Point of Contact prior to performing the test. If cobbles 3-inches or greater are encountered when digging the test hole, then the hole shall be moved to a new location. Samples for compaction and gradation tests shall be taken at the test hole by widening and deepening the test hole.

3.5.2.5. Copies of all laboratory and field test reports shall be submitted to the Technical Point of Contact. The recording forms shall include all data collected, calculations, and final test results.

3.5.3. Bituminous Concrete Pavement:

3.5.3.1. Grade and Surface Smoothness Tests

Finished surface of bituminous courses, when tested as specified below, shall conform as close as possible to existing grade line and elevations and to surface-smoothness requirements specified. The grade of the completed surface shall not deviate more than 0.05 feet from the plan grade. The finished grades of each bituminous pavement course shall be surveyed at 25-foot intervals along the centerline and each edge of the roadway.

When a 10-foot straightedge is laid on the surface parallel with the centerline of the paved area or transverse from crown to pavement edge, the surface shall vary not more than 1/4 inch from the straightedge for the wearing course and not more than 3/8 inch for the binder course.

Measurements shall be made perpendicular to and across all bituminous pavement courses at intervals not to exceed 25 feet.

3.5.3.2. Laboratory and Field Density Tests

The densities of the completed pavement shall not be less than 95 percent of the density obtained from laboratory compaction of a mixture composed of the same materials in like proportions. Laboratory compaction will be performed per the standard methods outlined in Section 406 of the VTrans Standard Specifications. Tests shall be performed in sufficient numbers to ensure that the specified field density is being obtained. A minimum of one set of laboratory tests shall be performed for each of the bituminous base and wearing course mixtures used per 1,000 tons of each mixture placed. A minimum of two field density tests performed in accordance with ASTM D 2950 shall be performed on each 200-foot long section of bituminous course constructed for each course placed. The locations of the field density tests shall be approved by the Technical Point of Contact prior to performing the test.

3.5.3.3. Reporting Test Results

Copies of all laboratory and field tests shall be submitted to the Technical Point of Contact within 24 hours of completion of the test. The recording forms shall include all data collected, calculations, final test results, compaction equipment, number of passes, layer thicknesses, recommendations and changes made in the field based on the test results, the weather conditions, type and number of tests, test instrument calibration data, and any other pertinent data. The Contractor shall maintain current copies of the test reports at the project field office for the duration of the project.

3.5.4. Final Clean-up

3.5.4.1. Remove all debris, rubbish, and excess material from the work area.

3.5.4.2. Remove excess asphalt material, and granular and reclaimed base course materials from the site and legally dispose of them in an EPA-approved landfill. Do not allow excavated materials to accumulate on-site.
